1929-06-04 Regular CC Minutes7. I 10. 11.V 12. 13.1 14.V' 15./ 16. t REGULAR MEETING OP THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JUNE 4TH, 1929. The meeting convened at 8 o'clock with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Henning, Latham, Calcutt and President Schaefer (5) were noted present. Absent: None. The minutes of the regular meeting of May 2lst, 1929 were approved as read. NEW BUSINESS. Mr. R. Nasser of the Strand Theater addressed the council relative to the furnishing of two uniformed police-men at evening performances. City Attorney Locke rendered an opinion that in view of the circumstances prevailing at the present time, the request was a legal one. Thereupon Mr. Brodersen moved that the matter be left in the hands of the City Manager for a period of sixty days. The motion was seconded by Mr. Henning and carried unanimously. Mr. Calcutt stated that a representative to the Associated Oil Company was present to discuss with the council the matter of slow traffic through the Tube, occasioned by the Associated Oil Company's trucks. The Council was then addressed by Mr. Aggler and after discussion, the matter was referred to the City Manager. Mr. Henning moved that a committee of five be appointed to negotiate and discuss and recommend amendments to our present city charter; that this committee consist of private citizens, one to be submitted by each member of the council and that no city official be included on the committee. The motion was seconded by Mr. Brodersen and on roll call carried by the following vote:- Ayes: Council- men Brodersen, Henning, Latham and president Schaefer, (4). Noes: Councilman Calcutt, (1). Absent: None. Mr. A. R. Linn requested use of the council chambers for Tuesday evening, June llth, for the purpose of holding a public meeting with the Transportation Committee. The request was granted. Mr. Calcutt moved that the City Manager be granted two weeks vacation, seconded by Mr. Latham and carried unanimously. Mr. Latham moved that City Clerk Vareoe be appointed Acting C during City Manager Hickok's vacation, The motion was seconded by and carried unanimously. Manager . Calcutt Mr. A. R. Cranston, addressed the council relative to the congested con- dition existing at San Jose Avenue and park Street, occasioned by the terminal of the Key System No. 9 car and automobile parking. The matter was referred to the City Manager and City Engineer. Mr. Latham introduced and moved the adoption of "Resolution No. 1383. Transferring 425,000.00 from the Electric Light Fund to the General Fund." Mr. Henning seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1384. Transferring $6,372.04 from the Electric Light Fund to the General Fund." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1385. Accepting Grant of Easement.' Mr. Henning seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimoutly. The Clerk stated that since the last meeting of the council the following papers were filed:- oath of office of Everett . Farwell, as member of the Board of Education. Affidavit of publication, notice inviting bids for firehouse lot. Executed contract, California Construction Co., re Santa Clara Avenue improvement. Executed contract California Construction Co., re Buena Vista Avenue improvement. Recorded deed, A. Tomei et al, Longfellow School property. Recorded Grant of Easement, Dollie Mecartney to City of Alameda, re pole line easement. OOWUNIOAT IONS AND COMMITTEE REPORTS: 17•/ From the City Manager, re costs of opening and improving webb Avenue, through to Broadway. A petition of protest was filed signed by forty-six tax- payers. In view of the petition of protest filed, Mr. A. R. Linn asked that the application for the opening requested by himself at the last meeting of the Council be withdrawn. There being no objection, such wqs the order. 18. From the Mayor, advising the appointment of Everett E. Farwell as a member of the Board of Education. Ordered filed. 19.v/ From the Mayor, advising the appointment of Councilman Calcutt and City manager Hickok as a committee, re installation of street car tracks on the proposed new park Street Bridge. Ordered filed. 20.E From the Alameda Improvement Club, commending Councilmen Brodersen and � ` Henning, Ordered filed. 211 From the Alameda Improvement Club, re publication of city budget. Ordered filed. 22. From F. W. McCann, and others, endorsing combination steel poles and overhead wiring on park Street. Ordered filed. 231 Report of the Park Street Bridge car track committee. Ordered filed. 24. From the City Manager recommending that the horse now stabled at 'Washing- ton park be sold, together with harness and equipment. Mr. Brodersen moved that the recommendation of the City Manager be adopted, seconded by Iurr. Henning and V/ carried unanimously. 25. / From the City Attorney recommending change to zoning ordinance upon the council's own initiative. Mr. Latham moved that the recommendation'' of the, City Attorney be adopted, seconded by Mr. Calcutt and carried unanimously. 26. / From the City Attorney, relative to the expenditure of $,50.00 far ad- vertising in the Real Estate Magazine. Mr. Calcutt moved that the City Manager be instructed to enter into a contract by authorization of the council for this expenditure. The motion was seconded by Mr. Henning and on roll call carried unanimously. 27.E From City Manager Hickok relative to the estimated cost of landscaping the Veterans' Memorial Building grounds. Ordered filed. 28. From City Attorney Locke, rendering opinion as to the responsibility of the City of Alameda relative to furnishing shrubbery, lawn and upkeep of the Veterans memorial Building grounds. Ordered filed. 29.V From the Court Street Methodiet Church, requesting permission to erect a tent for evangelistic meetings. Mr. Latham moved that the request: be granted, under control of the City manager, seconded by Mr. Brodersen and carried unanimously. 30. From P. L. Lanzit, relative to traffic conditions existing at Versailles and San Jose Avenues. Mr. Latham moved that the matter be referred to the City manager, seconded by Ilir. Henning and carried unanimously. From City Attorney Locke, re stand -by charge of the East Bay Municipal Utility District. Mr. Henning moved that consideration of the opinion be deferred until the next regular meeting of the council. The motion was seconded by Mr. Brodersen and carried unanimously. 32.`! Mr. A. R. Linn read the minutes of the third meeting of the Transportation Committee, after which Mr. Latham moved that the recommendation to remove the rails from San Jose Avenue and Ninth Street be adopted, and that the Key System Transit Company be ordered to proceed with this immediately. The motion was seconded by Mr. Calcutt and same carried unanimously. 33. In the matter of the revmoal of the dilapidated building at 2615 Calhoun Street, Building inspector Rogers stated that the owner had removed the building and recommend- ed that further proceedings in the matter be dropped. Mr. Latham moved the adoption of the recommendation of the Building Inspector, seconded by Lr. Calcutt and same carried unanimously. 34.J Mr. Virgil Skinner, representing Alameda Airport, Inc., requested that a com- mittee be appointed by the council to meet with their Board of Directors to discuss various contemplated improvements to the airport property. Mr. Latham moved that such a committee be appointed consisting of the City Manager, City Attorney, City Engineer and one councilman. The motion was seconded by Mr. Calcutt and same carried unanimously. Thereupon the Mayor appointed such a Committee with Council- man Henning as the council member. 35.V Mr. Calcutt moved that when the council adjourn it does so out of respect to the memory of A. D. Goldsworthy, deceased, and that the City Attorney send a letter of condolence on behalf of the council to his widow. The motion was seconded by mr. Henning and carried unanimously. 36.1 37. The following Ordinances came up for passage and were read by the Clerk : - "Ordinance No. New Series. Reclassifying Property.. (Both sides of Central Avenue, between Oak and Everett. Streets)" Mr. Latham moved that the passage of this ordinance be postponed until the first meeting in August, 1929, seconded by Mr. Calcutt, and carried unanimously. "Ordinance No. New Series. Amending an ordinance entitled "Ordinance No. 370, New Series. Establishing Districts or Zones and Regulating Therein the Use of property, Height of Buildings, and Required Open Spaces for Light and Ventilation of such Buildings, and Repealing All 38.7 39. 40.V - 41. 42 Ordinances in Conflict iierewith, Including ordinances Nos. 227, N. S. 319 N.S. and 338 N. S., Excepting However, the Zone Map Heretofore Adopted by Ordinance No. 227, N. S., and Referred to In Section One (1) Hereof", by Adding Thereto a New Section to be Known as Section 3A so as to Provide for Residential Districts of Class 1, within which Single Family Dwellings, Duplex Bungalows and Bungalow Courts may be Erected and Maintained." Mr. Henning moved that the Ordinance as read be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously. "Ordinance No. New Series. Establishing Rules and Regulations for the Installation of Plumbing, by Adopting the California Plumbing Code: Amending Section 44, 97, and 152 of said Code and Re- Pealing Sections 43, 158 and 159 Thereof." Mr. Henning moved that the passage of the Ordinance be continued one meeting, seconded by Mr. Latham and carried unanimously. The following Ordinances were introduced and laid over under a provision charter:- "Ordinance No. New SerieEt-- Amending Section 19 of Ordinance No. 370, New Series, Commonly KnOWn'as the Zone Ordinance of said City, In regard to Zone Changes -on the Council's Own Initia tive." "Ordinance No. New Series. Establishing Fire Limits in the City of Alameda." of the "Ordinance No. New Series.-- Regulating the Expenditure of public Money for Advertising purposes." City Manager Hickok report as to his investigation of the value of Government Island and requested further time before make a final report to the Council. After discussion, Er. Latham moved that Councilman Henning and the City Manager be appoint- ed a committee to fix a value on the land in question and submit same to the council. The motion was seconded by Mr. Brodersen and on roll call carried unanimously. There being no further business to transact the Council adjourned in respect to the memory of Arthur D.
