1929-06-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALINEDA, TUESDAY EVENING, JUNE 18TH, 1929. The meeting convened at 8 o'clock with Council - president Schaefer presiding. The roll was called and Councilmen Brodersen, Henning, Latham, Calcutt and President Schaefer, (5) were noted present. The minutes of the regular meeting of June 4th, 1929 were approved as read. NEW BUSINESS. 1. 3.v Mr. Latham moved that the representatives of the press be invited to attend all future 'committee meetings of the council. The motion was seconded by Mr. Calcutt and same carried unanimously. Mr. Latham moved that the Street Superintendent be authorized to repave San Jose Avenue, west of Park Street and Ninth Street to Santa Clara Avenue, upon removal of the car tracks, at a cost to the Key System Transit Company of six cents per square foot, or a total of 5,218.00. The motion was seconded by Mr. . Calcutt and same carried unanimously. Mr. Latham moved that the previous action of the council that a committee of five be appointed to negotiate and discuss and recommend amendments to our present city charter, passed at the council meeting held June 4th, contained in Vol. 23, Page 35, paragraph 3 of the records of the city council be rescinded. The motion was seconded by President Schaefer and on roll call carried by the following vote : - Ayes: Councilmen Calcutt, Latham and President Schaefer, (3). Noes: Councilmen Brodersen and Henning, (2) . Absent: None. A report was received from E. Howard Baxter, President of the Board of public Utilities, containing detailed estimate of the cost of installation of underground service on park Street. after discussion, the communication was ordered filed and Mr. Calcutt moved that the Board of Public Utilities be authorized to proceed with the work of installing poles on Park Street as per previous understanding with the council. The motion was seconded by Mr. Latham.'Mr. Brodersen then asked to have this motidkn withdrawn. After discussion, Mr. Latham stated that in view of the motion passed by the council under date of May 21st, as shown in the records of the city council, Vol. 23, page 28, paragraph 5, plans should be submitted and withdrew his second to the motion made, by Mr. Calcutt. Mr. Calcutt then moved that the council rescind its action of May 21st, above referred to. Councilman Latham seconded the motion. Further discussion then resulted in Mr. Latham withdrawing his second to this motion and the original motion that plans and specifications for underground sertice be drawn and submitted to the council at the meeting held May 21st, above referred to, stands as recorded. A communication was. received from. H. M. Bradley, Capt. of 159th Infantry, requesting that the parking space in the rear of the City Hall be enlarged. Mr. Henning moved that the request be granted. The motion was seconded by Mr.- Brodersen and carried unanimously. The Clerk stated that in response to the request for bids for the sale of the 'Webster Street firehouse lot, one bid had been received. Mr. Latham moved that the bid be opened and read, seconded by Mr. Calcutt and carried. Thereupon the Clerk opened and read the bid as follows: - Dominigo Parodi, ?3750.00. Accompanied by a certified check in amount of $500.00. No further bidders were present and after discussion, Mr. Latham moved that the bid be rejected, seconded by Mr. Brodersen and carried unanimously. The Clerk stated that since the last meeting of the Council, the following papers had been filed. 7.\,/ March and April. 8.4 Oath of office of Stanley G. pateman and Peter K. Kendall, BS special ,:police officers. 9,V Report of the City Manager as to the Alameda site for the U. S.' Army Air Base. Balance sheet of the Alameda Belt Line for the months of January, February, OM MUNIC A T IONS : AND COMMITTEE REPORTS: A report was received_ from Councilman Henning and City Manager Hickok as to the value of Government Island. Mr. Latham moved that the report be accepted and confirmed and that the City Clerk advise the United States Government accordingly. The motion was seconded by Mr. Brodersen and same carried unanimously. 11. From Belle Lisle, Licensed Real Estate Broker of Oakland, requesting the council to authorize her to submit property of the city of Alameda to the Navy Department for purchase. Mr. Otwell addressed the council on behalf of Mrs. Lisle. Mr. Henning moved that the communication be submitted to a committee con- sisting of one councilman and the City Manager, to make an investigation and report back as to the offer contained in the letter, and the value of the land involved. The motion was seconded by Mr. Latham and same carried unanimously. The Mayor then appointed Mr. Henning as the member of the Council to serve on this committee. 12.1 Mr. A. R. Linn,Chairman of the Transportation Committee, read and filed a partial report and after discussion, Mr. Henning moved that the council accept the report and that proceedings be instituted to carry out the report in its entirety. The motion was seconded by Mr. Brodersen and same carried unanimously. 1 . Copy of communication to A. R. Linn, from A. J. Lundberg, president Key System Transit company. Ordered filed. 14 . 15./ 17.1 18.v/ 20.V 21.V From H. P. Bell, Key System Transit Company, relative to the removal of street car tracks on Ninth Street and San Jose Avenue. Ordered filed. From Ida A. Elliget, complaining of radio noises on Park Street. The communication was referred to the City Attorney. From R. E. Taylor, relative to reclassifying property at the southwest corner of pearl Street and Encinal Avenue. The communication was filed. From the Alameda Improvement Club, relative to the improvement and extension of certain west end streets. Mr. Latham moved that the matter be referred to the City Manager to estimate the cost of the proposed improvements and report back to the council. The motion was seconded by Mr. Brodersen add carried. From the pacific Inter-Club Yacht Association, requesting financial aid for the Pacific Coast Championship Regatta. City Attorney Locke stated that public moneys could not be expended for such purpose and thereupon the communi- cation was ordered filed. From the Crescent City Board of Trustees, inviting the council to coast wide bridge and highway celebration. Ordered filed. From various property owners, requesting the city to improve and beautify the parking space on Bay Island Avenue fronting the Municipal Electric Light plant. There being no objections this communication was referred to the Board of public Utilities. From the City planning Commission recommending that a new section be prepared in our present zoning ordinance covering the erection of flats. Mr. Latham moved that the recommendation of the City Planning Commission be adopted and that the City Attorney be instructed to prepare the necessary ordinance covering the proposed change. The motion was seconded by Mr. Calcutt and same carried uhanimously. 22.V From the City Planning Commission recommending the denial of the petition for the reclassification of a lot situated on the north side of Santa Clara Avenue, 49 feet, 10 inches west of st. Charles Street to a Residence Distrit, Class II. Mr. Latham then moved that the recommendation of the City planning Commission be adopted,relative to this reclassification. The motion was seconded by Mr. Calcutt. (;,k' Mr. Brodersen moved that the City planning Commission be commended for, their stand relative to apartment house reclassifi-i cations. The motion was seconded by Mr. Henning and carried unanimously. 23," From the City Planning Commission recommending the reclassification of a lot on the north side of Briggs Avenue, 400 feet east of High Street to a Residence District, Class covered under Ordinance No. 392, N. S., which becomes effective on July 5th, 1929. Mr. Latham moved the adoption of the re- commendation of the City planning Commis ion, seconded by Mr. Calcutt and on roll call carried unanimously. 24.V From the City Planning Commission recommending the reclassification of a lot situated on the south side of Central Avenue, 238.47 feet west of Broadway to a Residence District, Class II. Mr. Calcutt moved that the recommending of the Planning Commistion be adopted. The motion was seconded by Mr. Latham and on roll call carried by the follo-ving vote:- Ayes: Councilmen Calcutt, Latham and president Schaefer, (3). Noes: Councilmen Brodersen and Henning, (2). Absent: None. 251 28.V From the City Planning Commission recommending the reclassification of the lot situated on the southeast corner of Central Avenue and Regent Street to a Residence District, Class II. Mr. Latham moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Calcutt and on roll call carried by the following vote:- Ayes: Councilmen Calcutt, Latham and President Schaefer, (3). Noes: Councilmen Brodersen and Henning, (2). Absent: None. From Preston Higgins, Chairman, East Bay City Attorneys,re telephone rate case, requesting immediate payment of 4750.00 as the balance of Alameda's share in the conduct of the case. After discussion, Mr. Latham moved that the amount be allowed. The motion was seconded by Mr. Calcutt and on roll call carried unanimously. An application for a permit to sell soft drinks was received from Oluf Hansen, and inasmuch as it had received the approval and recommendation of the Chief of police, Mr. Latham introduced and moved the adoption of "Resplution No. _1386. Granting a Permit to Sell Soft Drinks. Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following ordinances came up for passage and were read by the Clerk: "Ordinance No. New Series. Establishing Rules and Regulations for the In- stallation of plumbing, by adopting the California Plumbing Code; Amending Sections 44, 97 and 152 of said Code and Repealing Section 158 and 159 Thereof." Mr. Latham moved that the Ordinance as read be adopted, seconded by Mr. Henning. 29 30. 33./ Messrs. Teldhammer, Roth and Davies addressed the council protcsting the adoption of the ordinance. The vote then being taken upon the motion, the ordinance failed of passage by the following vote:- Ayes: Councilmen Latham and Schaefer, (2). Nws: Councilmen Henning and Brodersen, (2). Excused from voting: Councilman Calcutt, (1). Absent: None. "Ordinance No. New Series. Amending section 19 of Ordinance No. 370, N. S. Commonly KnOWn as the Zone Ordinance of said City, in Regard to Zone Changes on the Council's Own Initiative." Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. calcutt and on roll call it was adopted and passed unanimously. "Ordinance No. New Serie-a:- Establishing Fire Limits in the City of Alameda." A communication was read from Fire Chief Steinmetz recommending the adoption of the ordinance. After discussion, Mr. Henning moved that the matter be laid over until the next meeting of the council and that the zone Map be submitted showing present fire limits. The motion was seconded by Mr. Brodersen and carried unanimously. "Ordinance No. New Series. Regulating the Expenditure of public Money for Advertising purposes. Mr. A. R. Linn addressed the council protesting the passage of this ordinance at this meeting. Mr. Henning moved that the passage of the Ordinance be laid over to the next meeting of the council, seconded by Ur. Brodersen and carried. The following ordinances were introduced and laid over under a provision of the Charter:- "Ordinance No. New Series. Reclassifying Property. (North side of Briggs Avenue, 400 feet east of High Street.)" "Ordinance No. New Sorris. Reclassifying Property. (South side of Central Avenue, 238.47 feet west of Broadway)" 34.,/ "Ordinance No. New Series. Reclassifying Property. (Southeast corner, Central' Avenue and Regent St.)" 35. Mr. Latham moved that the appointment of Mr. C. L. Traver as a member of the Transportation Committee be confirmed, seconded by Mr. Brodersen and carried. Claims against the General Departments amounting to 03074.49; police Department, $331.32; Fire Department, $526.20; Street Department, $5044.46; Health Department, $782.51; Recreation Department, $665.68; Golf Course Depart- ment, 01536.33; Store Department, $78.65; Social Service Department, 0698.74; Initiative Relief Fund, 0256.25; Street Improvement Fund, 0597.73; School General Fund, $543.53, having been approved and audited by the proper officials were listed by the Clerk as follows: General Departments. The matter of the consideration of the payment of the stand-by charge imposed by the East Bay Municipal Utility District, continued from the last meeting of the Council, Mr. Latham moved the claim be paid, seconded by Mr. Calcutt and after discussion carried by the following vote;- Ayes: Councilmen Oalcutt, Latham and president Schaefer, (3). Noes; Councilmen Brodersen and Henning, (2). Absent: None. Mr. Latham moved that the claim in amount of $2573.71 to Stephens & Taylor, covering golf course property lease be paid, seconded by Mr. Calcutt and on roll call carried unanimously. There being no further business to transact, the council adjourned to Meet in regular session, Tuesday evening, July 2nd, 1929, at 8 P. M. Respectfully submitted,
