1929-07-16 Regular CC MinutesREGULAR MEETING 02 THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, July 16th, 1929. The meeting convened at 8 P. M. with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Henning, Latham, Calcutt and President Schaefer, (5) were noted present. Absent; None. 1. Mr. Latham moved that City Attorney dm. J. Locke be appointed. City Clerk pro tem in the absence of Mr. Varcoe, seconded by Hr. Calcutt and carried. 2. The minutes of the regular meeting of July 2nd, 1929 were approved as read. NEV BUSINESS. Mr. Latham moved that the City Manager be instructed to employ Carl Werner as architect, to draw up plans and specifications for a bath house at Washington park, and present same to the Council at its next meeting, seconded by Mr. Brodersen and carried. 4.$./ Mr. Latham moved that the City Manager be authorized to erect stop signals on both'sides of Santa Clara Avenue, from Webster Street to High Street, seconded by Mr. Brodersen and carried unanimously. Mr. Latham moved that the City Manager be instructed to make a survey of traffic conditions throughout the city and make recommendations to the council as to where boulevard stop signs should be installed, seconded by Mr. Calcutt and carried. Ur. Latham introduced and moved the adoption of "Resolution No. 1389. Transferring 45,000.00 from the General Fund to the Street Improvement Fund." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The Clerk stated that since the last meeting, the following papers had been filed: 7./ Affidavit of publication of Notice of Right to Appeal from Act of Street 84 7 Superintendent in Removing Weeds, etc. TranscrilDt of Testimony in case of Sessions, vs. City of Alameda, et al, for a claim to a poillon of Government Island. 9. Grant of Easement, Julia Bruzzone, et al to City of Alameda for pole line. 10./ Recorded Deed, Golf Course property. 00ll:1JNI0A TIONS AND COMUITTEE REPORTS: 11. From the Mayor, Auditor and City manager re count of money. Ordered filed. From the Mayor, giving the personnel of the cheater committee. Ordered filed. A statement was made by each councilman announcing his appointee. Mr. Latham stated he had appointed Mr. R. E. Bosshard; Mr. Calcutt appointed Mr. ?rank Otis; Mr. Henning, appointed Mr. H. M. Bradley; Mr. Brodersen appointed Mr. dm. F. Murray and Mr. Schaefer appointed Ur. George S. Williams. 13.V From Belle Lisle, relative to commission on sale of city property to the United States Navy, for the establishment of a naval base. This matter was re- ferred to the committee consisting of Mr. Henning and City Manager Hickok, who were appointed at the meeting of June 18th, 1929 to investigate the value of the land involved. 14./ From E. J. Toulds, Attorney for warren Brothers Company re infringement of certain patents on Santa Clara Avenue pavement. On motion this matter was referred to the City Attorney. 15./ From City manaa:er Hickok, relative to leasing additional property at the Corporation yard to the Harbor Tug and Barge Company. After discussion, Mr. Latham moved that this matter be referred to the Committee of the Whole of the Council, seconded by Mr. Calcutt and carried. 12.{ 17.' From Auditor and Assessor, T. J. Croll, submitting assessment figures for 1929. Ordered filed. From City Attorney Locke, relative to several legal matters pending, including the Krausse Case; the park Street bus matter; Equalizing Rates on Encinal Avenue and Lincoln Avenue; Carefare to the Alameda Airport and Versailles Station. Relative to the park Street bus matter, a copy of the petition submitted by the City of Alameda to the Railroad Commission of the State of California was filed. Mr. Calcutt addressed the council stating he was opposed to the elimination of street car rails on the proposed new park Street Bridge and wished to be recorded as so opposing.Mr.Linn presented and read a report from the Transportation Committee and requested an appropriation of a25.00 to cover incidental expenses of the committee. Mr. Latham moved that the surf of 25.00 be appropriated for the use of the Transportation Committee, seconded by Mr. Henning and on roll call carried unanimously. 18. From City Attorney Locke, relative to delinquent taxes on the property of Mrs. Alice McDermott of 1825 Elm Street. After discussion, Mr. Latham introduced and moved the adoption of "Resolution No. 1390. Cancelling Sale and Remitting Tax penalties to am. J. & Alice McDermott." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 1 . From A. E. J. Duchesnay, requesting permit to do certain dredging on property lYing between park and Regent Street and from Bay Island Avenue to a point about six hundred feet south. Accompanying the application was a bond in amount of 5,000.00 in accordance with Ordinance No. 91, New Series, and a sketch of the property affected. Mr. Henning moved that the applicant be re- quested to furnish detailed drawings in accordance with the ordinance and present same to the council for action on Tuesday evening, July 23, 1929, seconded by Mr. Latham and carried. .; Mr. Latham moved that the council adjourn to meet in adjourned regular session Tuesday evening, July 23, 1929, at 8 o'clock, seconded by Mr. Henning and carried unanimously. 21.1 From C. R. Smith, requesting an additional appropriation for carrying on the work of compiling an "Honor Roll" of those men and women who served our country diring the World War. Ordered filed. Mr. Latham moved that the sum of !100.00 additional be appropriated for this work, seconded by Jr. Calcutt and on roll call carried unanimously. 22. A communication was read from A. Feldhammer whose name was typewritten, and unsigned, relative to the contract for street lights on Webster Street. Mr. Henning moved that the communication be referred to the Board of public Utilities for report at the next meeting of the Council, seconded by Mr. Latham and carried. From the Alameda Housewives League, requesting that the beach at the south end of Sherman Street be cleaned and a garbage can placed thereon. This was referred to Superintendent of Streets, Burnett Hamilton, for action. From the Alameda Housewives League, requesting the Maor to appoint only tax payers of the City of Alameda on committees affecting the welfare and better- ment of the community. Ordered filed. a 7rom the Alameda Housewives League, requesting that in the preparation of the new city charter, a provision be included that all employees of the city be residents of our city. Mr. Henning moved that the communication be referred to the Charter Committee, seconded by Mr. Brodersen and carried. 2 . Prom L. C. Finch, 1522 Court Street, Alameda, relative to the purchase of property at the south end of park Street for an acquatic park. This was referred to the City manager for investigation and report. 74/ An application was received from Stephen Connelly and Thomas J. pyke, for Permission to sell soft drinks at 1257 Park Street, Alameda, and inasmuch as it had received the recommendation and approval of the Chief of police, Wm. H. Wahmuth, Mr. Calcutt introduced and moved the adoption of 28. 29. 30.\ "Resolution No. 1391. Granting a permit for a License to Sell Soft Drinks." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The matter of the dilapidated building at 1914 Webster Street came up. Mr. Brodersen moved that the proceedings be continued for thirty days, seconded by Mr. Henning and carried unanimously. A communication was received from City Attorney Locke relative to an ordinance amending the present zone ordinance so as to separate classifications from flats, as distinguished from duplex bungalows, bungalow courts and apart- ment houses. Ordered filed. The following ordinances were introduced and laid over under a provision of the Charter:- "Ordinance No. New Series. Amending an ordinance Entitled "Ordinance No. 370, New Series, Establishing Districts or Zones and Regulating Therein the use of property, Height of Buildings, and Required Open Spaces for Light and Ventilation of such Buildings, and Repealing All Ordinances in Conflict Here- with, Including Ordinances Nos. 227, N. 6., 319, N. 6. and 338 N. S., Excepting, However, the Zone Map Heretofore adopted by Ordinance No. 227, N. S., and referred to in Section One (1) hereof," by Adding thereto a New Section to be Known as Section 3b so as to provide for Residential Districts of Class 1 3/4, within ahich Single Family Dwellings, Duplex Bungalows, Bungalow Courts and Filets May be Erected and Maintained." 31./ 32./ 35.V 36./ Clerk: "Ordinance No. New Series. An Ordinance Providing for the Erection of Traffic Stop Signals on Both sides of Santa Clara Avenue from debster Street to High Street, at all inter- secting streets except Park Street, and Requiring the Drivers of all Vehicles to Come to a full Stop at Street Intersections before crossing said Avenue." The following ordinances came up for passage and were read by the "Ordinance No. New Series. Reclassifying Property. (North side of Briggs Avenue, 400 feet east of High Street.)" Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Calcutt and on roll call it was adopted and passed by the following vote:- Ayes: Councilmen Brodersen, --:-.---' Latham, Calcutt and president Schaefer, (4). Noes: Councilman Henning, (1). Absent: None. "Ordinance No. New Series. Reclassifying property. South Side of Central Avenue, 238.47 feet west of Broadway.)" Mr. Calcutt moved that the ordinance as read be adopted, seconded by Mr. Latham and on roll call it was adopted and passed by the following vote;- Ayes: Councilmen Latham, Calcutt and President Schaefer, (3). Noes: Councilmen Brodersen and Ienxiing, (2). Absent: None. "Ordinance No. New Series. Reclassifying property. (Southeast corner, Central Avenue and Regent Street.) Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Calcutt and on roll call it was adopted and passed by the following vote:- Ayes: Coun- cilmen Latham, Calcutt and Council-president Schaefer, (3). Noes: Councilmen Brodersen and Henning, (2). Absent: None. "Ordinance No. New Series. Regulating the Expenditure of peblic Money for Advertising purposes." A communication was received from City Attorney Locke relative to this ordinance. After discussion, on motion of Mr. Latham, seconded by 'Ir. Henning and carried unanimously, the passage of the ordinance was continued until the next regular meeting of the Council. "Ordinance Ho. New Series. Authorizing and proViding for a Lease of Approximately 68 acres of tide lands on the westerly waterfront of the City of Alameda, to Alameda Airport, Inc., for use as a harbor for bolts and other craft and in conjunction with the Airport now being Conducted by said Cor]eoratien." Mr. Henning, a member of the committee appointed to investigate the leasing of the lands to the Alameda Airport, Inc., reported that the committee felt such an important matter should be discussed and decisions reached by the whole council and moved that the Council meet as a Committee of the Alois, on Monday evening, July 22nd, 1929, at 7:39 o'clock for this rurpose, seconded by Mr. Latham and carried unanimously. Mr. Latham moved that action on the above ordinance be continued to the adjourned regular meetieg to be held on Tuesday evening, July 23rd, 1929, seconded by Mr. Henning and carried unanimously. "Ordinance No. New Series. stab1ishiug Loire Limits in the City of Alameda. A map was presented by the City Manager showing the proposed new fire limits and filed. After diScussion, Mr. Latham, moved that the ordinance as read be adopted, seconded by Mr. Calcutt and on roll call it was adopted and passed unanimously. 38 City Mane ger Hickok brought up the matter of parking on Santa Clara Avenue, as to whether it should be parallel or diagonal. After dicussion, Mr. Latham moved that the parallel Parking be used from Oak Street to Broadway, seconded by Mr. Henning and carried unanimously. City Manager Hickok brought up the matter of the instal] etin of automatic traffic signals at Santa Clara Avenue and park Street, also, at Jebster Street and Santa Clara Avenue. After discussion, ir. Latham moved that the City Manager be instructed to purchase automatic traffic signals to be installed at the corner of park Street and Santa Clara Avenu, and ;lebster Street and sante Clara Avenue, seconded by Mr. Calcutt and carried unanimously. 40./ Yr. 2. J. Malley, President of the Northside protective Cleb, rev° permission for the use of the council Chambers on Thursday evening, August 6th, 1929. Mr. Latham moved that permission be granted, seconded by Mr. Calcutt and carried unanimously.
