ALANEDA TUESDAY EVENING, JULY 23RD, 1929.
The meeting convened at 8 o'clock with Council-president Schaefer presiding.
The roll was called and Councilmen Brodersen, Latham, Calcutt and Presi-
dent Schaefer, (4) were noted present. Absent: Councilman Henning, (1).
Mr. Latham moved that City Attorney, Wm. J. Locke, be appointed City Clark
pro tem in the absence of City Clerk, W. . Varcoe. The motion was seconded hy
Mr. Calcutt and carried unanimously.
NEW BUSINESS.
Mr. Calcutt brought up the matter of traffic conditions at the corner of
Versailles and San Jose Avenues, and suggested that inasmuch as a traffic sur-
vey was now being made, that the City Manager ascertain what land at the corner
could be purchased for. The motion was seconded by Mr. Latham and carried
unanimousiy.

Mr. J. Fayen addressed the counoil asking tnat an eppropriatiun of 050.00
be allowed for the printing of a pamphlet advertising the city for use at the
Convention of the Sons of St. George, to be held in Alameda next month. Mr.
Calcutt moved that the sum requested be appropriated for that purpose, the
same to be expended under the supervision of the City Manager. The motion was
seconded by Mr. Latham and on roll call carried unanimously.
Mr. Latham introduced and moved the adoption of
"Resolution No 1392.
Transferring all Surplus Moneys to the
General Fund."
The motion to adopt the ResolutiOn was seconded by jLr. ,rodersen and on roll
call was adopted unaniMousiy.
Mr. Calcutt introduced and moved the adoption of
"Resolution No. 1393.
Transferring $7500.00 to the Library Fund and
$1500.00 to the Initiative Relief Fund from
the General Fund."
The motion to adopt the Resolution was eeuonded by Mr. Latham, and on roll call
was adopted unanimously.

"Resolution No. 1394.
Accepting Right of Way and Consenting to
Recordation."
The motion to adopt the Resolution was seconded by Mr. Calcutt and on roll call
was was adopted ananimously.
The Clerk reported that since the last meeting the following paper had
been filed:

The following oommunications and reports were received:
From mayor V. L. Schaefer, advising of the appointment of Ford E.
Samuel as a member of the Board of Education. Ordered filed.

12/ From R. E. Taylor, relative to a zone change on the southwest corner
of pearl Street and Encinal Avenue. Mr. Taylor addressed the council as did
Mr. Spaulding, whose property adjoins the proposed change. After discussion,
Mr. Taylor was advised to take the matter up with the City Planning Commission
in the regular way.
From Pernside Home Owners Association, relative to the retention of
the High Street and Fruitvale Avenue Bridges. This communication was referred
to the Bridge Committee.
From City Attorney Locke, relative to infringement of certain patents
owned by thrren Brothers Company, in the improvement of Santa Clara Avenue.
Ordered filed.
From the North Side Protective Club, thanking the Council for use of
Council Chambers. Ordered filed.
13.V From the Standard Oil Company of California, applying for permission
to lease the waterfront at the foor of Webster Street, for a wharf to be used
as a Marine Service Station in eupplyene tne ploduots of said company to
launches, tugs and other vessels plying the Estuary. Mr. Latham moved that the
request be denied. The motion was seconded by Mr. Calcutt and carried
unanimously.
14. A petition was received from several residents in the vicinity
of Neptune Beach, complaining of the loud speaker used at the Beach, and
requesting that action be taken to have it discontinued. Mr. Latham moved
that the matter be referred to the City Manager for investigation. The
motion was seconded by Mr. Calcutt and carried unaniMously.
In the matter of the request of A. F. J. Duchesnay for permission to do
certain dredging between park and Regent Street and from Bay Island Avenue to a
point about six hundred feet south, which was continued from the meeting of
July 16th, 1929, Mr. Latham suggested that the Resolution grahting"the permit
contain a porivion that the application be required to erect piles at inter-
vals of every fifty feet surrounding the hole from which the material is to be
excavated, and have placed thereon warning signs of the danger. Mr. Duchesnay
agreed to this added proviso and thereupon Mr. Latham introduced and moved the
adoption of
"Resolution No. 1395.
Granting Application for Dredging on property
Between park and Regent Streets."
The motion to adopt the Resolution was seconded by Mr. Calcutt and on roll call
it was adopted unanimously.
16.V A petition was presented, signed by owners of property situated within
two hundred feet of the block on Santa Clara Avenue, between Broadway and Everett
preet, requesting the council to reclassify the property on both sides of
Santa Clara Avenue between Broadway and Everett Street, from a Residence District,
Class I, to a Business District, Class V. After discussion, Mr. Latham introduced
and moved the adoption of

"Resolution No. 1396.
Instructing City clerk to Post Notice for
Reclassification of property on Santa Clara Avenue,
between Everett Street and Broadway, on Council's
Own Initiative."
The motion to adopt the Resolution was seconded b
was adopted unanimously.
City Manager Hickok reported on the application of the Harbor Tug and Barge
Company for additional land at the Corporation Yard. After discussion, Mr.
Latham moved that the City Attorney be instructed to draw up the necessary
papers for the leasing of the land in question, the monthly rental therefor to
be $30.00 per month. The motion was seconded by Mr. Calcutt and on roll call
carried unanimously.
A written application in due form and approved by the Chief of police,
was received from A. F. Somers and H. Thompson for permission to sel soft
drinks at 1503 Webster Street. Thereupon kr. Latham introduced and moved the
adoption of
Mr. Brodersen and on roll call

Granting a Permit for a License to Sell Soft
Drinks."
The motion to adopt the Resolution was seconded by Mr. Calcutt and on roll call
was adopted unanimously.
The following Ordinance was introduced and laid over under a provision of
the Charter:

and High Streets a Boulevard and Prohibiting Heavy
Vehicles Thereon."
Upon motion of Mr. Latham, seconded by Mr. Calcutt the ordinance was referred
to the City Attorney with instructions to amend so that it should not apply to
passenger busses.

Stop Signals on Both Sides of Santa Clara Avenue
between Webster and High Streets at All Intersecting
Streets Except Park Street, and Requiring The Drivers
of All Vehicles to Come to a Full Stop at Street
Intersections before crossing Said Avenue."
Mr. Calcutt moved that the ordinance as read be adopted. The motion
was seconded by Mr. Latham and on roll call the ordinance was adopted
and passed unanimously.
22. "Ordinance No.
New Series.—
Authorizing and Providing for a Lease of Approxi-
mately sixty-eight acres of Tide Lands on the
Westerly Waterfront of the City of Alameda to
Alameda Airport, Inc., for use as a flarbor for
Boats and other Craft and in Conjunction with
the Airport Now Being Conducted by Said Corpora-
tion."
Mr. Brodersen moved that the foregoing ordinance be continued for one
week. The motion was seconded by Ur. Latham and carried unanimou

regular meeting, Tuesady evening, July 30th, 1929 at 8 o'clock. The
motion was seconded by Mr. Oalcutt and carried unanimously.
There being no further business to transact, the council adjourned
to meet in adjourned regular meeting, Tuesday evening, July 30th, 1929,
at 8 o'clock.
