1929-08-06 Regular CC Minutes10/ REGULAR MEETING OF TEE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, AUGUST 6TH, 1929. The meeting convened at 8 o'clook, with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and President Schaefer, (5) were noted present. The minutes of the regular meeting of July 16th, 1929 were approved as read. The minutes of the adjourned regular meeting of July 23rd, 1929 were approved as read. The minutes of the adjourned regular meeting of July 30th, 1929 were approvea as read. The Clerk stated that in response to advertised notice to bidders, relative to liability insurnace, numerous bids had been received. Mr. Latham moved that the bids be opened and read, seconded by Mr. Henning and carried unanimously. Chaplin 340.00 3398.28 Mr. Latham moved that the bids be referred to the City Manager to report back in one week. The motion was seconded by Mr. Henning and carried unanimously. 1-' Mr. Latham moved that when the council adjourn it does so to meet in adjourned regular meeting, Tuesday evening, August 13th, 1929 at 8 o'clock p. m. The motion was seconded by Mr. Henning and carried unanimously. 3./ A communication was read from City Attorney Locke, relative to the appointment of an assistant attorney to give legal aid in handling various matters now pending. Mr. Brodersen moved that the request of the City Attorney be granted and that a committee consisting of two councilmen, the Mayor and City Attorney be appointed to employ such assistant. The motion was seconded by Mr. Henning and on roll call carried anani- mously. Thereupon the Mayor appointed the following committee: Mayor Schaefer, Chair- man, Councilmen Calcutt and Brodersen, and City Attorney Locke. 4.V/ Mr. Latham called attention of the council to the fact that the Charter Committee would be in need of funds for stenographic hire and other incidental expenses and moved that an amount of *100.00 be appropriated for their use. The motion was seconded by Mr. Calcutt and on roll call carried unanimously. The Clerk stated that since the last meeting of the council the following papers had been filed: The City Manager's Estimated Budget, 1929-30. Affidavit of publicatiOneVotice to Bidders on Liability u ance. 50th Annual Report, Board of Free Library Trustees. General Balance Sheet, Alameda Belt Line for month of May, 1929. COM1LNICATIONS AND COMMITT- PORTS. The following communications were received: 9.V Prom the Bay Shell Company, 519 California Street, San Francisco, requesting use of city property at the end of Webster Street for the purpose of discharging shell for the San Francisco Bay Airdrome, Inc. Mr. Latham moved that permission be granted with the understanding that the Bay Shell Company would furnish a bond in amount of $500.00 in favor of the City of Alameda, insuring the cityls Property against damage. The motion was seconded by Mr. Henning and same carried unanimously. 10. From the City Manager, re re-routing of busses on Santa Clare Avenue. Mr. Henning moved that the report of the City Manager be adopted in its entirety and re- ferred to the Transportation Committee. The motion was seconded by Er. Brodersen and carried unanimously. Mr. A. R. Linn, Chairman of the Transportation Committee, being present this communica tion, as well as the following communicetim from E. L.". Shaw, was delivered to him. From E. M. Shaw, re busses on Santa Clara Avenue. Mr. Brodersen moved that the communication be referred to the Transportation Committee. The motion was seconded by Mr. Latham and carried unanimously. 12.1 From the Oakland Tribune, relative to advertising in the Tribune Year Book . Mr. Calcutt moved that an appropriation of 3200.00 be made covering a full page advertisement as requested. The motion was seconded by Mr. Henning and on roil call carried unanimously. 13 g From City Engineer Hamilton, relative to reconstruction of track area on San Jose Avenue. After discussion, Mr. Latham introduced and moved the adoption of "Resolution No. 1398. Accepting Street Work on San Jose Avenue and Requesting Payment of D5,218.0O from the Key System Transit Company." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 14. From R. E. Taylor, relative to zone change on southwest corner of Pearl Street and Encinal Avenue. Mr. Taylor was present in-the council chambers and discussed the matter, after which the communication was ordered filed. 15.1/7 From the American Legion of Oakland inviting the council to participate in the American Legion celebration to be held in Oakland from August 10th to 17th. Er. Calcutt moved that the invitation be accepted. The motion was seconded by Mr. Latham and same carried unanimously. 16.1 From the California Newspaper Publishers Association, requesting 100.00 out of the advertising fund coverihg a page advertisement in a souvenir edition of "The California Publisher" to.be distributed at the State Far at Sacramento, August 31st to September 8th. Mr. Latham moved that an amount of ;$'100.00 be appropriated for such purpose in compliance with the request. The motion was seconded by Mr. Brodersen and same carried unanimously. 17.v From City Manager Hickok relative to constructing a road along the northern ,line of San Tranci co Bay Airdrome, Inc. Ordered filed. 8 From Mrs. Frances Sturm. relative to tennis fence at McKinley Park. Mr. Henning moved that the communication be referred to the City Manager with power to act. The motion was seconded by Mr. Brodersen and carried. 19. From the City Attorney, relative to ordinance under consideration regulating the expenditure of public money for advertising purposes. Ordered filed. 20.,/ From the City Manager relative to the improvement of certain west end streets. Mr. Latham moved that the matter be referred to a meeting of the Committee of the Nhole. The motion was seconded by Mr. Henning and carried unanimously. 21N From the Church of Jesus Christ of Latter Day Saints, requesting permission to hold street meetings. Mr. Latham moved that the request be fronted, seconded by Mr. Henning and carried unanimously. 22.V rom Belle Lisle, relative to land of Municipal Golf Course for dirigible air base site. Mr. Henning moved that the proposal be rejected, seconded by Mr. Brodersen and carried unanimously. 23! From the Board of Public Utilities, submitting,complete plans and specifications for the installation of an underground lighting system for park Street. Mr. Henning moved that the plans and specification be received. The motion was seconded by Mr. Brod- ersen and same carried unanimously. At the request of Councilman Henning, the plans and specifications were submitted to him to obtain a figure covering the installation as per plans and specifications submitted, to be presented to the council at the next ,regular meeting of the couhcil. 24. From the Board of Public Utilities, replying to a letter addressed to the council by Mr. A. Feldhammer, under date of July 16th. Mr. Feldhammer was present and requested the council to take steps to ascertain if the Board of Public Utilities was within its rights in awarding the contract to the Street Lighting and Equipment Company at the figure shown. After discussion, Mr. Latham moved that the communica- tion be referred to a meeting of the Committee of the Nhole. The motion was seconded by Mr. Henning and carried. 25. Various applications for permit to sell soft drinks were read, and inasmuch as they had received the approval and recommendation of the Chief of Police, Mr. Latham introduced and moved the adoption of "Resolution No. 1399. Granting a Permit for a License to Sell Soft Drinks." Mr. Oalcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 261 City Engineer Hamiltoh filed a Declaration of Completion under Resolution of Intention No. 89, N. S. re Improvement of Santa Clara Avenue. Thereupon Resolution No. 1400, fixing Aug. 20, 1929 at 8 P.M. for public hearing of protests was unanimously carried. The following ordinances came up for rassage and were read by the Clerk: 27. "Ordinance No. New Series. Authorizing and Providing for a Lease of Approxi- mately 68 Acres of Tidelands on the Nesterly Waterfront of the City of Alameda to Alameda Airport Inc., for use as a Harbor for Boats and other Craft and in Conjunction with the Airport now being Conducted by said Corporation." 28. 29/ 30. 32./ City Manager Hickok rendered a verbal report at the request of Councilman Henning on Committee on Airport. Mr. Virgil G. Skinner, Secretary of the Alameda Airport, Inc., then filed with the coJncil an amended application. Mr. E. Thau presented a petition signed by approximately 1200 signers requesting the council to grant the application of the Alameda Airport, Inc. Messra. Thau, Knoop, Pierce, Plummer, Neiss Mrs. Iverson and others, spoke in favor of the granting of the lease. Messrs. Freese, Feldhammer and Neville addressed the council in opposition to granting the lease as at present drawn. After considerable discussion, Mr. Calcutt moved that the appli- cation of the Alameda Airport, Inc., to exchange 53 acres at the east end of the field for 50 acres at the west end of the field be approved, and the City Attorney be instructed tc prepare the necessary lease to carry this resolution into effect. The motion was seconded by Mr. Latham and on roll call carried by the following vote:- Ayes: Councilmen Calcutt, Latham and President Schaefer, (3) Noes: Council- men Brodersen and Henning, (2). "Ordinance No. New Series. Reclassifying Property. (Both sides of Central Avenue, between Oak and Everett Streets.)" Mr. Latham moved that the ordinance be withdrawn, seconded by Mr. Henning and carried.unanimously. "Ordinance No. New Series. Regulating the Expenditure of Public Money for Advertising Purposes." Mr. Brodersen moved that action on this ordinance be postponed two weeks, seconded by Mr. Henning and carried unanimously. "Ordinance No. New Series. Makidg Santa Clara Avenue, between Webster and High Streets a Boulevard and Prohibiting Heavy Vehicles Thereon." Mr. Latham moved that the ordinance be withdrawn, seconded by Mr. Calcutt carried unanimously. and The following ordinance was introduced and laid over under a provision of the Charter: "Ordnance No. New Series. Making Santa Clara Avenue, between Webster and High Streets and Boulevard, and Prohibint thereon Heavy Vehicles, except Passenger Busses." Mr. Calcutt moved that an amount of 100.00 be set aside out of the advertising fund, to be expended under the jurisdiction of the City Mana ger, for the coming dahlia show. The Motion was seconded by Mr. Latham and on roll call carried unanimously.
