The meeting convened at 7:35 p.m. with Chair Appezzato presiding.
ROLL CALL - PRESENT: Boardmembers Arnerich, DeWitt, Lucas,
Mannix and Chair Appezzato - 5.
ABSENT: None.
MINUTES
Minutes of the Annual Public Financing Authority Meeting of March
19, 1996. Approved.
Boardmember Mannix moved approval of the Minutes. Boardmember
DeWitt seconded the motion, which carried by unanimous voice vote -
5.
RESOLUTIONS
(96-01) Resolution No. 96-4 "Authorizing Issuance and Sale of
Revenue Bonds in the Aggregate Principal Amount of Not to Exceed
$18,000,000 for the Purpose of Financing Acquisition of Refunding
Mello-Roos Bonds to be Issued by the City of Alameda and Approving
Related Agreements and Actions". Adopted.
At the request of Chair Appezzato, the Finance Director gave a
brief overview of the proposed resolution.
Boardmember Arnerich stated that refinancing savings should be
retained by the City and not split.
Boardmember Mannix stated that the savings should be shared by the
City and citizens.
Chair Appezzato stated that he supported Boardmember Mannix's
position.
Boardmember DeWitt stated that the resolution was nothing more than
refinancing, and the homeowners should benefit also.

Boardmember Arnerich moved to retain the entire savings for the
City of Alameda. Boardmember Lucas seconded the motion, which
failed by the following voice vote: Ayes Boardmembers Arnerich and
Lucas - 2, Noes Boardmembers DeWitt, Mannix, and Chair Appezzato -
3.
Boardmember Mannix moved adoption of the resolution as written.
Boardmember DeWitt seconded the motion, which carried by unanimous
voice vote - 5.

Chair Appezzato adjourned the meeting at 7:40 p.m.
