1929-10-15 Regular CC MiinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALCM EDA,
TUESDAY EVENING, OCTOBER 15, 1929.
The meeting convened at 8 o'clock with Council-president Schaefer presiding.
The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and
President Schaefer, (5) were noted present.
The minutes of the regular meeting of October lst, 1929 were approved as read.
NEW BUSI

The Clerk stated that in response to Notice to Bidders for the Construction
of a bathhouse in 'lashington Park, many bids had been received. Mr. Latham moved
that -the bids be opened and read, seconded by Mr. Calcutt and carried unanimously,
thereupon the Clerk opened and read the bids as follows;
Emil Person, accompanied by a certified check. Amount of bid $27,787.00.
Albert Staton, accompanied by a certified check. Amount of bid, $29,490.00.
George Swanstrom, accompanued by a certified check. Amount of bid '26,634.00.
Jensen & Pedersen, accompanied by a certified check. Amount of bid 827,887.00.
Jacobs & Pattiani, accompanied by a certified check. Amount of bid 27,490.00.
Fred J. Westlund, accompanied by a certified check. Amount of bid $28,840.00.
Julius Grodem, accompanied by a certified oheck. Amount of bid $26,280.00.
Strehlow & Petersen, accompanied by a certified check. Amount of bid $28,397.00.
Beckett & Wight, accompanied by bond. Amount of bid $31,682.00.
After discussion, Mr. Brodersen moved that inasmuch as the bids were far in
excess of the amount allowed in the budget for this building that all bids be
rejected. The motion was seconded by Mr. Henning and carried unanimously. Mr.
Henning then moved that the architect, Mr. Werner, be instructed to revise the plans
and to submit same at the next meeting of the council and that the certified checks
of all bidders be returned. The motion was seconded by Mr. Latham and carried
unanimously.
The Clerk stated that in response to advertised notice to bidders for a poorer
street sweeper, two bids had been received. Mr. Latham moved that the bids be
opened and read, seconded by Mr. Brodersen and carried. Thereupon the Clerk opened
and read the bids as follows:
Jenison Machinery Company, accompanied by a certified check of $p750.00 .
Amount of bid, $7500.00.
The Austin - Western Road Machinery Co., accompanied by a certified check of
050.00. Proposition No. 1. $7500.00. Proposition No. 2, $7,000.00.
Mr. Latham moved that bids be referred to the City Manager to report back at the
next meeting of the Council. The motion was seconded by Mr. Brodersen and carried
unanimously.
COIII'[UNICATIONS:

The following communications were received : -
From the Key System Transit Company to the Mayor, requesting a conference
with the city council as a committee of the whole, for the purpose of discussing the
matter of transportation. Mr. A. R. Linn, Chairman of the Transportation Committee
read and filed a repot of the action of his committee. After discussion, Mr. Calcutt
moved that the Key System Transit Co. be invited to meet with the Council sitting as
a Committee of the Whole on Mondayevening, October 21st, at 7 :30 o'clock. Mr. Latham
seconded the motion and on roll call Carried by the following vote : - Ayes: Councilmen
Calcutt, Latham and President Schaefer, (3). Noes: Councilmen Brodersen and Henning,
(2).
A communication containing charges against the Chief of Police and City Manager
was filed with the Clerk, but inasmuch as the charges contained therein were not
sworn to before a Notary Public, acting upon the recotamendation of the City Attorney
the communication was returned to Mr. Servente in order that same may be properly
attested before presenting to the council.

.1 Mr. Latham introduced and moved the adoption of
"Resolution No. 1432.
Establishing Election Precincts; Providing far
the Appointment of Election Officers and Fixing
Their Compensation."
Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was
adopted and passed by the following vote, to wit: Ayes: Councilmen Calcutt, Latham
and President Schaefer, (3). Noes: Councilmen Brodersen and Henning, (2).
Mr. Latham introduced and moved the adoption of
"Resolution No. 1433.
Rescinding Resolution bio. 1424 "In the Matter of
Acquisition and improvement Cistrict No. 2 of the
City of Alameda ", Providing for the Issuance of
Bonds."
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Calcutt introduced and moved the adoption of
"Resolution No. 1434.
In the Matter of Acquisition and Improvement
District No. 2 of the City of Alameda.
Resolution and
Order for the Issuance of Bonds."
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Calcutt introduced and moved the adoption of
Resolution No. 1435.
Resolution of Acceptance and Consent to Recordation.
Re: Approach to Bay Farm Island Bridge."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1436.
Authorizing Transfer to the County of a Right-of-
Way Paproaching Bay Farm Island Bridge."
Mr. Henning seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Brodersen introduced and moved the adoption of
"Resolution No . 1437.
Ordering the Payment of $150.00 for Grant -Of
Right-of-Way."
Mr. Henning seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Galeutt introduced and moved the adoption of
"Resolution No. 1438.
Ordering the City Engineer to Prepare Plans and
Specifications for New Appliances for the Lighting
of Park Street Between San Jose Avenue and Clement
Avenue."
Mr. Latham seconded the motion tO adopt the Resolution and on roll call it was

The Clerk stated that since the last meeting of the C;ouncil the following
papers had been filed:-
12. Annual Report of City Manager for 1928-29.
13. Affidavit of publication, Notice to Bidders, Power Street Sweepers.
14.1 Receipt for bonds, Santa Clara Avenue improvement, from the California
/ Construction Company.
15.V Communication from City Planning Commission out of the Committee of the
Nhole re zoning meeting.
16.V Communication out of Committee of the,Whole re reclassificatiop, Pearl
Street and Encinal Avenue.
COMMUNICATIONS:
The following communications were received:
17.1 From the City Manager recommending purchase of a Seagrave aerial hook
and ladder truck, as per their bid opened at the meeting of October lst, in amount
of $16,000.00. Mr. Latham moved that the recommendation of the City Manager be
adopted, seconded by Mr. Brodersen and on roll call carried unanimously.
18:1 From Rushton McConnell, returning check in amount of $6.48, sent to him
by Tallman, Hoepner & Hughes as his share of premium on automobile liability
insurance, requesting that the council endorse to any charitable organization in
the city. Mr. Brodersen moved that the check be turned over to the Social Service
Board. The motion was seconded by Mr. Latham and carried unanimously.

19/ From the North bide Protective Club unanimously endorsing the Yacht Harbor
and thanking the council for use of chambers. The communication was ordered filed.
20.' From the North Side Protective Club, requesting that stop signs be placed on
Buena Vista Avenue. There being no objections the communication was referred to the
City Manager to report back.
21.V/ From the California Construction Company requesting an extension of forty
days upon the improvement of Buena Vista Avenue, under Resolution of Intention
No. 90, N. S. Mr.,Latham moved that the request be granted, seconded by Mr. Brodersen and
carried unanimously.
22.V Action in the matter of the improvement of certain west end streets as per
the request of the Alameda Improvement Club, was, at the request of Councilman
Brodersen posponed until the next meeting of the council to be held November 5th.
231 From the City Planning Commission recommending the denial of the petition for
the reclassification of the southwest corner of Pearl Street and Encinal Avenue,
from a Residence District, Class I, to a Business District, Class V. Mr. Taylor
the petitioner was present and addressed the council, as well as filing a communication
in the matter, which was read. After discussion, Mr. Latham moved that the
recommendation of the Planning Commission be adopted, seconded by Mr. Henning and on
roll call carried unandmously.

From the City Planning Commission recommending the denial of the
petition for the reclassification of the property upon which stands the' premises
known as 76 Maitland Drive. Mr. Latham moved that the recommendation of the
City Planning Commission be adopted, seconded by Mr. Brodersen and on roll call
carried unanimously.
From the City Planning Commission recommending the granting of the
petition to reclassify a lot on the south side of Central Avenue, sixty feet
east of Regent Street to a Residence District, Class 2I. Mr. Caloutt moved that
the recommendation of the Planning Commission be adopted, seconded by Mr. Latham
and on roll call carried unanimously.
From Hon. E. K. Taylor, Chairman of the Citizens Committee on
Veterans' Memorial Building site. Mr. Brodersen moved that the report of the
Committee be accepted and that the Committee be discharged with a vote of
thanks. The motion was seconded by Mr. Henning and same carried unanimously.
From Earl J. Gibson, requesting the council to reclassify on its
own initiative to Class V the Webb Avenue frontage of the lot, the Santa Clara
Avenue frontage of which had recently been rezoned to Class V. Mr. Calcutt moved
that the request be granted and that the City Clerk post notices accordingly.
The motion was seconded by LIr. Latham and on roll call carried by the following
vote:- Ayes: Councilmen Calcutt, Latham and President Schaefer, (3).Noes:
Councilmen Brodersen and Henning, (2) . Mr. Calcutt moved that the communication
be referred to the City Attorney to look into the legal side of the matter and to
report back at the next meeting of the council. The motion was seconded by Mr.
Latham and same carried unanimously.
A petition was received signed by tenants in the stores on the Santa
Clara Avenue side in the Hotel Alameda, requesting diagonal parking. Mr. Latham
moved that the matter be laid over until such time as a definite routing of the
busses is agreed upon. The motion was seconded by Mr. Henning and same carried
unanimously.

A communication was received from A. Feldhammer, requesting use of the
Council Chamber on Firday evening, October 18th, 1929, for the purpose of
holding a public meeting to discuss the transportation problem, and read. Mr.
Latham moved that the request be granted, seconded by Mr. Henning and carried
unanimously.
The following ordinances came up for passage and were read by the Clerk: -

Mr. Calcutt moved that this ordinance be laid on the table, seconded by Mr. Latham
and carried unanimously.

(South Side of Central Avenue 100 Feet West from
Morton Street thenoe Westerly 43.85 feet.)"
Mr. Henning moved that the Ordinance as read be adopted, seconded by Mr. Latham
and on roll call it was adopted and passed unanimously.

(Lots 6, 7,and 8 on the S.E. corner of
Buena Vista Avenue and Park Street.)"
Mr. Henning moved that the ordinance as read be adopted, seconded by Mr. Brodersen
and.on- L,roll call it was adopted and passed unanimously.
Mr. Latham moved that the Transrortation Committee be allowed an additional
$100.00 to defray further expenses. The motion was seconded by Mr. Brodersen and on roll
call carried unanimously.
The following ordinance was introduced and laid over under provision of
the Charter:-

Claims against the General Departments amounting to $1588.06; Police Department
$126.13; Fire Department, $115.51; Street Department, $3690.04; Health Department, $180.44;
Recreation Department, $614.60; Golf Course Department, $2180.42• Store Department,
$154.11; Social Service Board, $133.08; Initiative Relief Fund, $195.00; Compensation
Insurance Fund, 885.90; East Bay Municipal Utility District Payments Fund, $2638.59
and School Fund 123.53 having been approved and audited by the proper officials were
listed by the Clerk as follows:

Mr. Henning moved that the claims as listed be paid, seconded by Mr. Latham and
on roll call carried unanimously.
There being no further business to transact the Council adjourned to meet
in regular session on Tuesday evening, November 5th, 1929 at 8 o'clock.
