1929-11-05 Regular CC MinutesREGULAR MELTING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, NOVEMBER 5TH, 1929. The meeting convened at 8 o'clock P. M. with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and President Schaefer, (5) were noted present. Absent: None. Mr. Latham moved that Wm. J. Locke be appointed City Clerk pro tem in the absence of Mr. Varcoe, City Clerk, seconded by Mr. Brodersen and carried unanimously. The,minutes of the regular meeting of October 15th, 1929 were approved as read. The minutes of the Special meeting of October 21st, 1929 were approved as read. NEW BUSINESS. New plans and specifications were presented for a bathhouse at Washington 4.v/ Park. Mr. Latham moved that the plans as submitted be adopted, and that the Clerk advertise for bids for same to be submittted at the next regular meeting of the Council to be held November, 19th, 1929, seconded by Mr. Brodersen and carried unanimously. 5./ 8. Mr. T. Reichard presented plans for general improvements in Washington Park. Mr. Brodersen moved that they be referred to the Committee of the Whole, seconded by Mr. Henning and carried. Plans were returned to Mr. Reichard. Mr. Brodersen submitted his report and recommendations on the improvement of streets in the West End. Mr. Latham moved that the report be referred to a meeting of the Committee of the Whole, seconded by Rr. Brodersen and carried unanimously. Mr. Latham moved thatviaen the Council adjourn it does so to meet Tuesday evening, November 12th, 1929 at 7:30 P. M. :W canvas the returns of the Special Election held Nov. 5th, 1929, and that a Committee of the Whole meeting-be held the'same evening, seconded by Mr. Calcutt and carried, unanimously. Mr. L. Servente filed charges against City Manager Hickok. City Attorney Locke stated that the affidavit was not in regular form, whereupon City Manager Hickok stated that he waived all legal technicalities. Mr. Calcutt moved that the members of the Council meet Wednesday evening, November 6th, 1929, at 7 P. m. in the office of the Mayor in the City Hall to consider the charges as filed, seconded by Mr. Latham and carried unnnimously. The Clerk was instructed to notify Mr. Servente of the time and place of this meeting. RESOLUTIONS. 9 07 Mr. Latham introduced and moved the adoption of • "Resolution No. 1440. Transferring $3303.58 from the Electric Light Fund to the General Fund." 11. Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Calcutt introduced and moved the adoption of "Resolution No. 1441. Transferring $45,000.00 from the Electric Light Fund to the General Fund." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Henning introduced and moved the adoption of "Resolution No. 1442. Amending the Orders of August 20 and September '3 1929,: relating to Interest Payments on Street Work Bonds." Mr. Latham seconded the motion to ado-pt the Resolution and on roll call it was adopted and passed unanimously. Ji 12.V Mr. Calcutt introduced and moved the adoption of "Resolution No. 1443. Resolution of Intention to Change Zone on CoOncills Own Initiative." Mr. Latham.seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote, to wit:- Ayes: Councilmen Brodersen, Calcutt, Latham and President Schaefer, (4), Noes: Councilmnn Henning, (1). Absent: None. 13. The City Engineer presented plans and specifications for the construction and installation of street lighting appliance on Park Street, between San Jose "Resolution No. 1444. Resolution Adopting Plans and Specifications." Er. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote, to wit:- Ayes: Councilmen Calcutt, Latham and Schaefer, (3). Noes; Councilmen Brodersen and Henning, (2). Absent: None. 14W Mr. Calcutt introduced and moved the adoption of "Resolution No..1445. Resolution of Intention No. 92, New Series." (Park Street Lighting) Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the follo-oing vote, to wit: Ayes: Councilmen Calcutt, Latham, and President Schaefer, (3). Noes: Councilmen Brodersen and Henning, (2). Absent: None. License Agreements were filed by the General Electric Company and the Taper Tube Pole Company. The Clerk stated that since the last meeting the following papers had been filed:- 19.1. 20.V Recorded Grant of Right of Way relative to Bay Fram Island Bridge approach. Executed Contract with Alameda Sanatorium. Executed Contrat with Seagrave Corporation. Executed Grant of a Right of Way to County of Alameda of Bay Farm Island Bridge Approach. Receipt fro m California Construction Company, re bonth,, Buena Vista Avenue improvement. Affidavit of publication of Notice of city Taxes for the Year 1929-1930. COMMUNICATIONS. The following communications were received: 21o/ From F. J. Croll, Redemption Clerk, submitting a list of properties sold to the City of Alameda for the fiscal year 1926-1929. Ordered filed. From the Alameda Golf Commission, recommending salary increase to $125.00. per month for Superintendent of the Golf Course. Ordered filed. Thereupon Mr. Latham introduced and moved the adoption of "Resolution No. 1446. Fixing Salary of the Superintendent of the Golf Course." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 23./ From the Mayor, Auditor and City Manager re count of money. Ordered filed. 24.Nt From the Alameda Sanatorium, relative to transportation on the south side of the City. Mr. Henning moved that the matter lay over until the report of the City Manager had been received on the cost of bus operation, seconded by Mr.Brodersex and on roll call lost by the following vote:- Ayes: Councilmen Brodersen and Henning, (2). Noes: Councilmen Calcutt, Latham and Schaefer, (3). Absent: None. 25.v/ 26.V From the Railroad Commission of the State of California relative to rerouting of its Central Avenue bus line. Mr. Henning moved that the matter, lay over until the report of the City Manager had been received on the cost Of bus operation, seconded by Mr. Brodersen, and on roll call lost by the following vote:- Ayes: Councilmen Brodersen and Henning, (2).,Noes: Councilmen Calcutt, Latham and President Schaefer, (3). Absent : None. Councilman Calcutt moved"that the City Attorney take immediate action before the State Railroad Commission to have the Key System Transit Company furnish bus transportation on San Jose Avenue, beginning at Park Street and San Jose Avenue to Morton Street, along Morton Street to Santa Clara Avenue and-return over same route; service to begin at 7 A. L. and operate until 9 P. M. daily". The motion was seconded by Mr. Latham and on roll call carried by the following vote:- Ayes: Councilmen Calcutt, Latham and President Schaefer, (3). Noes: Councilman . Henning, (1). Not voting: ColAncilman Brodersen, (1). Absent: None. Councilman Latham moved that the City Attorney take immediate action before the State Railroad Commission to have the Key System busses now operating on Central Avenue changed to operate on Santa Clara Avenue". The motion was seconded by Mr. Calcutt and on roll call carried by the following vote:- Ayes: Councilmen Calcutt, Latham and President Schaefer, (3). Noes: None. Not voting: Councilmen Brodersen and Henning, (2). Absdnt: None. From the Citizens Transportation Committee submitting their final report on the transportation problem, accompanied by data obtained by the said committee and requesting discharge of the Committee. Mr. Latham moved that the report be accepted and that the Committee be discharged with a vote of thanks. Mr. Henning seconded the motion and stated he wish to commend the Transportation Committee for its work arid .it was carried unanimously. From the Alameda Rod and Gun Club, requesting use of tidelands for skeet traps. Mr. Henning moved that the said Club be granted a revocable permit under 30./ 31. 33.1/ the control of the City Manager, seconded by Mr. Latham and carried unanimously. From the City Manager relative to "Stop" signs on Buena Vista Avenue, recom ending that said Avenue be not made a stop boulevard. Mr. Latham moved that the recommendation of the City Manager be adopted, seconded by Mr. Henning and carried unanimously. The matter of reflector stop signs on Central Avenue came up and after discussion it was referred back to the City Manager for further report. From the City Planning Commission, recommending the granting of the request for the reclassification of the northwest corner of Encinal Avenue and Park,Avenue, to a Business District, Class III. Mr. Latham moved that the recommendations of the Planning Commission be adopted, seconded by Mr. Brodersen and carried unanimously. From the City Planning Commission recommending denial of request to reclassify the southeast corner of San Antonio Avenue and Union Street to a Residence District, Class II. A-communication was received from Mr. L. E. Dennison, representing the petitioner, requesting that action in this matter be postponed until the next regular meeting of the Council. Mr. Calcutt moved that the request be granted, seconded by Mr. Brodersen and carried unanimously. 34.V7 - From the City Planning Commission recommending the denial of the petition to reclassify the premises known as 2051 Santa Clara Avenue, to a Residence District, Class II. Mr. Latham moved that this matter be referred back to the City Planning Commission with the request that they st-te their reasons for denial of the petition, seconded by Mr. Henning and carried unanimously. 35. From the City Planning Commission, recommending the denial of the petition to reclassify the property on the north side of Central Avenue, 300 feet east of Chestnut Street, to a Residence District, Class II. A request was received from Mr. ard, representing the petitioner, to postpone action on this matter until the next regular meeting of the Council. Mr. Latham moved that the request be granted, seconded by Mr. Brodersen and carried unanimously. 36. 37/ 39. From the West End Merchants Association, relative to the decoration of Webster Street for the holiday season. Ir. Calcutt moved that the request be granted, under direction of the City Manager, seconded by Mr. Latham and carried unanimously. From the Alameda Chamber of Commerce, relative to approaches to Bay Farm Island Bridge, a dilapidated buildings surrounding same. Mr. Traver, President of the Chamber of Commerce, addressed the council relative to the communication. Mr. Latham moved that the communication be referred to the Committee of the Whole and that Mr. Traver be invited to be present at the Committee of the Whole meeting, seconded by Mr. Brodersen and carried unanimously. Mr. Calcutt moved that the City Manager look into the matter of "U" turns at Park Street and Central Avenue and at Park Street and Santa Clara Aven ue and report back to the Council, seconded by Mr. Latham and carried unanimously. The following Ordinance came up for pasage and was read by the Clerk: "Ordinance No. New Series. Reclassifying Property. (Lot south line Central Avenue, 60 feet East of Regent Street.)" Mr:Latham moved that the ordinance as read be adopted, seconded by Mr. Calcutt and onroll call it was, adopted and passed unanimously. ThelTollowing Ordinance- was introduced and laid over under a provision of the,Charter:- 4 d, 40'44V/ "Ordinance No. New Series. Reclassifying Property. (N. W. Corner Park Avenue and Encinal Avenue.)" 41. Mr. Latham moved that the sum of 010.00 be appropriated to remove the -Memorial Fountein from Bay Station to the Memorial Building grounds at Walnut Street and Central Avenue, seconded by Mr. Brodersen and on roll call carried unanimously.
