REGULAR MEETING 02 THE COUNCIL OT THE CITY 02 ALAMED,
TUESDAY EVENING, NOVEMBER 19th, 1929,
The meeting convened at eight o'clock P.M. with Council-president
Schaefer presiding.
The roll was called and Councilmen Brodersen, Calcutt, Henning,
Latham and President Schaefer, (5) were noted present. Absent: None.
1. The minutes of the regular meeting of November 5th,1929 were approved
as read.
2. The minutes of the adjourned regular meeting of November 12th, 1929
were approved as read.

City Manager Hickok addressed the Council relative to the charges
filed against him by Louis Servente and presented a written statement in the
matter requesting that the Council direct the Clerk to read the same. There-
upon the Clerk read the City Manager's statement in reply .Mr. A. C. Keane,
attorney for City Manager Hickok,then addressed the Council and requested
that all charges be dismissed on the ground that they were Without substance,
that they lacked creditability to give same a hearing and that further hear-
ing upon the charges as filed would serve no other purpose than to gratify
an excited malice. Mr. Servente was present and addressed the Council stat-
ing that he would file new charges against the City Manager after a decision
in the gahmuth case had been rendered. There being no objections, the
Council took a recess for five minutes. Upon reconvening, all members of the
Council were noted present. Mr. Brodersen moved that the charges as present-
ed against the City Manager be dismissed and that the City Manager be instruct-
ed to take the matter up with the District Attorney or the Grand Jury. The
motion was seconded by Mr. Latham and carried unanimously.
Mr. R. C. Strehlow addressed the Council and requested an appropri-
ation of 0500.00 out of the Advertising Fund for the purpose of assisting in
the holding of a Christmas celebration in the West End. Mr Latham moved that
the ;:500.00 be allowed and that a committee consisting of two Councilmen and
the City Manager supervie the expenditures of the amount mentioned. The
motion was seconded by Mr. Brodersen and on roll call carried unanimously.
Mayor Schaefer thereupon appointed Councilmen Brodersen and Henning as the
Council members to serve With the City Manager on such committee.
The Clerk stated that in response to Notice to Bidders he was in
receipt of eight bids for the construction of a bathhouse at Washington Park.
Mr. Latham moved that the bids be opened and read. Seconded by Mr. Calcutt and
carried unanimously. Thereupon the Clerk opened and read the bids as follows:

Mr. Henning moved that the matter lay over until the next regular meeting of
the Council and that all bids be rejected and checks returned with the excep-
tion of the two lowest bids. The motion was seconded by Mr. Latham and
carried unanimously. Mr. Latham moved that the two lowest bids be referred
to the Committee of the Whole when the proposed plans to improve Washington
Park, as submitted by Mr. Reichard, are considered. The motion was seconded
by Mr. Henning and carried unanimously.
Mr. Brodersen moved that the City Attorney be instructed to prepare
the necessary papers to proceed with the improvement of Buena Vista Avenue
from the Jest line of Webster Street to the East line of Clark's Pottery
Works. Seconded by Mr. Latham and carried unanimously.
Mr. Brodersen moved that the Council on its own initiative reclas-
sify all property West of Webster Street to 5th Street and from Buena Vista
Avenue to the Segregation Line to an industrial district, Class VII.. Seconded
by Mr. Henning and the same carried unanimously.
November 19,1929
Mr. Brodersen moved hat the Council proceed with the opening
and paving of 3rd Street from Pacific Avenue north to the Industrial High-
way. Seconded by Mr. Latham and the same carried unanimously.
RESOLUTIONS.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1449.
Resolution of Acceptance and Consent to
Recordation."(Golf Course Property)
Mr. Henning seconded the motion to adopt the Resolution and on roll call
it was adopted and passed unanimously.
10. Mr. Latham introduced and moved the adoption of
"Resolution No. 1450.
Resolution Accepting Option to Acquire
Stanford University Property."
Mr. Calcutt seconded the motion to adopt the Resolution and on roll call
was adopted and passed unanimously.
11,V Mr. Calcutt introduced and moved the adoption of
"Resolution No. 1451.
Resolution Awarding 505.57 to Mrs. Rachel
McDonald as Balance of Compensation Insurance."
Mr. Henning seconded the motion to adopt the Resolution and on roll call
it was adopted and passed unanimously.
The Clerk stated that since the last meeting the following papers
had been filed:-
Notice resetting hearing before Railroad Commission re Southern
Pacific 20-ride commutation fares.

, Alameda as of June 26, 1929.

COMMUNICATIONS.
The following communications were received:
1 From the City Planning Commission containing a resolution regarding
the future location of apartment houses. There being no objections, this
communication was referred to the Committee of the Whole.
From the City Planning Commission recommending the denial of the
petition for the reclassification of the lot situated on the north side of
Central Avenue, 300 feet east of Chestnut Street, action upon which was
postponed from the last meeting of the Council. Mr. Henning moved that the
matter be referred back to the Planning Commission for another hearing.
Seconded by Mr. Latham and carried unanimously.
19/ From the City Planning Commission recommending the denial of the
petition for the reclassification of the south-east corner of San Antonio
Avenue and Union Street, postponed from the last meeting of the Council.
Mr. Henning moved that the matter be referred back to the Planning Commis-
sion for rehearing. Seconded by Mr. Latham and carried unanimously.
20. From the City Planning Commission recommending the denial of the
petition for the reclassification of the property known as #2051 Santa Clara
Avenue, postponed from the last meeting of the Council. Mr. Henning moved
that the matter be referred back to the Planning Commission for rehearing.
Seconded by Mr. Latham and carried unanimously.

From the City Manager and the City Engineer recommending accept-
ance of bid of the Jenison Machinery Company for the purchase of one Model
"D", Elgin Motor Pickup Street Sweeper, Mr. Henning moved that the recom-
mendation of the City Manager and the City Engineer be adopted. Seconded
by Mr. Latham and on roll call carried unanimously.

22.V rom the California Real Estate Association relative to tax rates.
Ordered filed.
From the Alameda Improvement Club re the inclusion of the block
bounded by Santa Clara Avenue and Central Avenue and Webster Street and
6th Street in the apartment house district. Communication was ordered
filed and tie Clerk was instructed to notify the Improvement Club that the
block referred to was already in the apartment house district.
23.1 From the Veteran's Welfare Board reauesting cancelation of taxes
on their property. Mr. Latham moved that the communication be referred to
the City Attorney. Seconded by Mr. Calcutt and carried unanimously.
24. From Alameda Boy Scouts requesting use of a dozen chairs recently
dispensed with in the Council Chamber, for the scout camp. Mr. Calcutt
moved that the Council loan them the twelve chairs as requested. Seconded
by Mr. Latham and carried unanimously.

From Dr. Wm. J. Pierce requesting favorable action of the Council
on the entry of the Great Northern and Western Pacific Railroads into this
City. The communication was ordered filed.

26. A request for a gratuitous license to sell tapestry from door to
door,with one assistant, was presented by Albert Budop, 1080 - 48th Street,
Oakland. Mr. Calcutt moved that, inasmuch as the applicant was not a
resident of the City of Alameda, the request be denied. Seconded by Mr.
Latham and carried unanimously.
27. An application for a permit to sell soft drinks was received from
Athan Andronico. Inasmuch as this had received the approval and endorsement
of the Chief of Police, Mr. Latham introduced and moved the adoption of '
' RESOLUTION NO 1452,
GRANTING A PERMIT FOR A LICENSf!; TO SELL SOFT DRINKS
Seconded by Mr. Henning and on roll call carried unanimously.
28.1 The following Ordinance came up for passage and was read by the
Clerk:
"Ordinance No.

Reclassifying Property. (N.W.Corner
Park Avenue and Encinal Avenue)".
Mr. Latham moved that the Ordinance as read by adopted, seconded by Mr. Henning
and on roll call carried unanimously.
290 iCity Manager Hickok made a verbal report as to the desirability of
the elimination of U-turns on Park Street and Central Avenue and Santa Clara
Avenue, and recommended that standard No-U-Turn signs be purchased from the
California Automobile Association at a cost of 05.30 each, erected accordingly.
Mr. Latham moved that the signs referred to be installed, seconded by Mr. Henning
and on roll call carried unanimously.
ZO,V City Manager Hickok stated that the matter of the installation of
modern Stop signs on Central Avenue had again been investigated, and that it
would require sixty new signs at a cost of 012.50 each; that there would be
no salvage on the old signs at present in use. After discussion, Mr. Latham
moved that the new reflector Stop signs be installed at an approximate cost
of $750.00. The motion was seconded by Mr. Henning and on roll call carried
unanimously.
31. Mr. Carl Strom addressed the Council Chambers requesting the instal-
lation of Christmas lights on Park Street, similar to those last year. Mr.
Calcutt moved that the request be granted and that the matter be referred
to the City Manager. Seconded by Mr. Latham and carried unanimously.
BILLS. Claims against the General Departments amounting to $942.63; Police
Department, 325.60; Fire Department, 0111.02; Street Department, 2'798.30;
Health Department, 012.80; Recreation Department, 0244.99; Golf Course
Department, 01199.01; Store Department, 0104.85; Social Service Department,
Q313.05; Initiative Relief Fund, $53.00; Compensation Insurance Fund, $74:90,10."
and East Bay Municipal Utility District Payment Fund, 52615.59 having been
arproved and audited by the proper officials were listed by the Clerk as

Mr. Latham moved that the claims as listed be paid, seconded by Mr.
Calcutt and on roll call carried by the following vote: AYES: Councilmen
Calcutt, Latham and President Schaefer, (3): NOES: Councilmen Brodersen
and Henning,(2). Mr. Henning stated that it was his desire only to vote,
"No", on such warrants presented which covered expenses incurred during
the recent election.
