The meeting convened at 8 o'clock with Council-president Schaefer presid-
The roll was called and Councilmen. Brodersen, Calcutt, Henning, Latham
and President Schaefer, (5) were noted present. Absent: None.
The minutes of the regular meeting of November 19th, 1929 were approved
as read.
NEW BUSINESS.
The Clerk presented a statement that no protests or objections were filed
against the work proposed to be done under Resolution of Intention No. 92, N. S.
re Park Street lighting.

adopted and passed-by the following vote:- Ayes: Councilmen Calcutt, Latham and
President Schaefer, (3). Noes: Councilman Henning, (1). Not voting: Councilman
Brodersen, (1).
Mr. Calcutt moved that the City Manager be requested to confer with the
Southern Pacific Company relative to the construction of the road from Alameda
Pier to Webster Street, in accordance with verbal agreement with the council
made some time ago. The motion was seconded by Mr. Latham and on roll call
carried unanimously.
Mr. Brodersen moved that the City Manager and City Attorney investigate
the matter of the removal of certain shacks near the Southern Pacific car barns,
at Park Street Bridge and Bay Farm Island Bridge; and that they submit a detail-
ed report as to procedure, together with the necessary papers covering their re-
moval, at the next regular meeting of the Council. The motion was seconded by
Ur. Henning and carried unanimously.

Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

Mr. Latham seconded the motion to adopt the Resolution and 011 roll call it was
adopted and passed unanimously.

The City ngineer was requested to notify the East Bay Municipal Utility
District, relative to this improvement in order that necessary water pipes may
be laid before work is commenced.

on Aviatinn. Mr. Latham moved that the request be granted, seconded by Mr.
Brod ersen and carried una nimously.

From Curtis-Alameda Airport, Inc., relative to high voltage power
wires across the OakLand Estuary as a hazard to aerial navigation. Mr. Lathan
moved that the matter be referred to the Mayor, City ?Tanager and City Attorney
and that they confer with the Southern Pacific Company officials to I-a ve the
towers referred to removed. The motion was seconded by Mr. Brodersen and
carried unanimouslv.
from various property owners requesting that the dilapidated build-
ing at 2847 Encinal .Avenue be condemned, torn down and cleared away. There
being no objection, this matter was referred to the Building Inspector with
the request that he report back ct the next meeting of the council his find-
ings.
From the City Planning Commission, relative to future loca tion of
apartment houses. There being no objection this communication was referred
to a meeting of the Committee of the Whole .
From the City Planning Commission, recommending the reclassification
of the property of N. Clark & Sons on Pacific Avenue at Fourth Street, to
an Industrial District, Class VII. Mr. Henning moved that the recommendation
of the City Planning Commission be adopted, seconded by Mr. Latham and carried
unanimously.
From the City Planning Commission recommending the reclassification
of th e property known as 2051 Santa Clara Avenue to a Residence District,
Class II. Mr. La tham moved' that the recommendation of the City P1aning
Commission be ado-pted, seconded by Mr. Calcutt and carried unanimously.

of the pro-perty situated on the south side of Webb Avenue between Everett
Street and Broadway, owned by Dr. Earl J. Gibson. Mr. Henning moved that
the Council reject the recommendation of the City Planning Commission. The
motion wa.s seconded by Mr. Brodersen and on roll call lost by the following
vote:- Ayes: Councilmen Brodersen and Henning, (2). Noes: Councilmen
Calcutt, La tham and President Schaefer, (3) . Absent : Tone. Mr. Latham
then moved that the Council adopt the recommendat ion of the City Planning
Commission. This mot ion was seconded by Mr. Calcutt and on roll - call

Mr. Calcutt moved that a standard reflector sign be installed at
the end of 'Webb Avenue. The motion was seconded by Mr. Brodersen and on
roll call carried unanimousiy.

Avenue to a Residence District, Class II. Mr. Latham moved that the
recommendation of the City Planning Commission be adopted, seconded by Mr.
Cal cut t and on roil call carried by the following vote;- Ayes: Councilmen

Henning, ( 2).
From the City Planning Commission, recommending the reclassification
of the property situated on the not th side of Cent ral Avenue, three hundred
feet east of Chestnut Street to a Residence District, Class II. Mr. Latham

28. From the City Attorney, relative to the request of the Veterans'
Welfare Board to cancel certain taxes on property acquired by the State for
veterans. There being no objection this was referred to the Assessor with the
request that he report to the Council as to the amount of taxes involved and how
much can be cancelled as of March 1st.

Citv Manager Hickok discussed with the Council the matter of the city taking
out liability insurance and read an opinion from City Attorney Locke covering the
same. Mr. Latham moved that the City Manager be instructed to obtain the necessary
insurance. The motion was seconded by Mr. Brodersen and on roll call carried
unanimously.
City Manager Hickok called to the attention of the Council the request of
the Veterans Memorial Building Commission, relative to the planting of lawn and
shrubbery and the monthly upkeep of same. The City Manager stated that the original
investment as per estimates made by Superintendentof Parks , E. J. Probst, would
men an extpenditure of 412.00 and that the estimated monthly upkeep would be
350.00 per month. After discussion, the City Manager was tastructed, in view of
the opinion of the City Attorney that the County Board of Supervisors was responsible
for this. work and upkeep, that he confer with them relative to the matter.
Mr. Caleutt moved that the City Manager be granted an extension of time to the
second meeting in January to render his report on the transportation matter. The
motion was seconded by Mr. Latham and earried unanimously.
City Manager Hickok stated that the Alameda Airport, Inc., had installed a salt
water fire hydrant main between the roadwqy and the Southern Pacific tracks and that
there was a low spot necessary to be filled to permit fire apparatus to approach
the main. Mr. Latham moved that the fill be authorized at a cost not to exceed
3250.00. The motion was seconded by Mr. Calcutt and on roll call carried unanimously.

was seconded by Mr. Latham and carried unanimously.
Upon reconvening all members of the Council were noted present.
40I Brodersen moved that the contract for constructing a bath house at
''.Washington Park be awarded to the lowest bidder, Mr. J. J. Gorden, and that the
Mayor be authorized to execute the contractiin connection therewith. The motion
was seconded by Mr. Latham and on roll call carried unanimously.
41.1/ Mr. Henning moved that in the matter of the proposed United States Army Air
Base that the Mayor be instructed to send a communication to Washington, offering
1108 acres of land, provided the Government accept same by June 30, 1920; that
if this offer is confirmed by vote of the people of the City of Alameda, at a date
notlater than one :?ear from the date of this election, contracts to the extent
of 500,000 covering improvements-of the Army Air Base must be entered into by the
-Government, showing a desirability on their part to proceed with the work. The
motion was seconded by Mr. Latham and on roll call carried uhanimously.
There being no further business to transact the Council adjourned to meet
in regular session, Tuesday evening, December 17th, 1929, at 8 o'clock.
