1930-02-04 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA
TUESDAY EVENING, FEBRUARY 4TH, 1930.
The meeting convened at 8 o'clock with Council president Schaefer presiding.
The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and
President Schaefer, (5) were noted present. Absent: None.
The minutes of the regular meeting of January 21st, 1930 were approved as
read.
Neel BUSINESS.
Mr. Brodersen moved that the Mayor appoint a committee to confer with
the City Council of Oakland in an endeavor to make Harrison Street a non -stop
boulevard from Sixth Street to 13th Street and also to eliminate the east and
west traffic at the tube entrance on Sixth Street.; ealso, that an endeavor be made
to have a flagman stationed at the railroad crossing at Seventh and Harrison
Streets. The motion was seconded by Mr. Henning and same carried unanimously.
2.1 Mr. Latham moved that the Charter Committee be granted an extension of
thirty days time in order to prepare the Charter Committee's report. The motion
was not seconded.
Mr. Calcutt moved that the proposition of a municipal bus .system for Alameda
be placed Upon the ballot at the first special or regular election which may be
held after May let, 1930; that the Mayor appoint a committee composed of one
councilman, the City Manager and the City Attorney, : the Mayor to act on the
committee, to decide upon the manner in which the proposition shall be planed
upon the ballot, using the City Manager's bus report as a basis to work upon,
and that necessary information be furnished the citizens from the City Manager's
report to enable the citizens to understand the proposition and vote intelligently.
The motion was seconded by Mr. Henning and on roll call carried unanimously.
Mr. Calcutt called the attention of the council to the future operation
of the bath house at Washington Park, as to whether under the provisions of the
charter the Board of Public Utilities would be responsible for the operation of
same. There being no objection this matter was referred to the City Attorney
for legal opinion to be submitted at the next regular meeting of the council.
Mr. Brodersen moved that the City Attorney be instructed to give the
council an interpretation of the Street Improvement Acts of 1911 and 1925. The
motion was seconded by Mr. Henning and carried unanimously.
6.'! Mr. R. E. Taylor addressed the council relative to the property on the
southwest corner of Pearl Street and Eneinal Avenue. No action.
Mr. Latham again brought up the matter of extending the time of the
final report of the Charter Committee, and after discussion, moved that the
Committee be granted an extension of time to the first meeting of March, 1930.
The motion was seconded by Mr. Calcutt and on roll call carried unanimously.
RESOLUTIONS:
Mr. Latham introduced and moved the adoption of
"Resolution No. 1471.
Transferring $900.00 from the Electric Light Fund
to the General Fund."
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Henning introduced and moved the adoption of
"Resolution No. 1472.
Transferring $4,259.69 from the Electric Light
Fund to the General Fund."
Mr. Calcutt seconded the motion to adopt the Resolation and on roll call it was
adopted and passed unanimously. •
10.V Mr. Latham introduced and moved the adoption of
"Resolution No. 1473.
Resolution Commending the Local Unit of the
National Guard and Permitting the Granting of
Military Leaves of Absence to Members Thereof,
for the Purpose of Attending the Annual Encampment
and requesting Similar Cooperation with such
Unit on the Part of the Citizens of Alameda."
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
FILING:
The Clerk stated that since the last meeting of the council, the following
papers had been filed:

Affidavit of publication, Resolution of Intention
widening.

COMMUNICATIONS:
The following communications were received:
17./ From Alameda Unit Womens Republican Federation of California, request-
ing use of the council chambers on the fourth Friday of each month for the
year ending Dec. 31, 1930. Mr. Latham moved that the request be granted,
seconded by Mr. Henning and carried unanimously.
18. From the Alameda Airport, Inc. submitting financial statement as of
December 31, 1929. Ordered filed.
19.V7 From the California Taxpayers Assn., requesting use of the council
chambers, Friday evening, February lith, for the purpose of holding a mass
meeting of tax payers. Mr. Henning moved that the request be granted, second-
ed by Mr. Brodersen and carried unanimously.
20:7 From Estelle Gray, requesting permission to move a house from the
northeast corner of Central Avenue and Fourth Street. Inasmuch as this had
received the approval and recommendation of the City Manager, Mr. Latham moved
that permission be granted, in accordance with the request, seconded by Mr.
Calcutt and carried.
21.1/ From the Western Air Express, relative to special rates for city
Officials. Ordered filed.
From the Alameda Improvement Club, relative to street improvements
and reclassification of property in the west end. After discussion, Mr.
Brodersen moved that the ordinance pertaining to the reclassification of all
property west of Webster Street and between Buena'Vista Avenue and the
Segregation Line tabled at the last meeting of the Council be taken off the
table and again presented to the council. The motion was seconded by Mr.
Latham and on roll call carried unanimously. Thereupon the Clerk presented
and read to the council

Reclassifying Property.
(All property lying west of Webster Street, and
between Buena Vista Avenue and the Segre-
gation Line)"
Mr. Brodersen moved that the ordinance as read be adopted, seconded by Mr.
Latham and on roll call carried unanimously. The communication from the
Alameda Improvement Club was then referred to the City Attorney.
23.'! From the Alameda Improvement Club, relative to the placing of wires
underground on Webster Street. Action on this communication was deferred
until the Board of Public Utilities renders its report to the council, gt
which time objections may be heard relative to same.
24/ From Elizabeth Westgate requesting permission to move a house recently
purchased by the Board of Education. Inasmuch as this had received the appro-
val and recommendation of the City Manager, Mr. Calcutt moved that permission
be granted in accordance with the request. seconded by Mr. Brodersen and carried
unanimously.
25Y From the United States Refining Company of Los Angeles, requesting per-
mission to erect on the northeast corner of Oak Street and Blanding Avenue
a bulk oil and gasoline storage station. After discussion, Mr. Henning moved
that peradssiop be granted in accordance with the request, providing no
protests are received in the matter; these protests 'to be decided by the City
Manager. Th4 motion was seconded by Mr. Calcutt and carried unanimously.
HEARINGS:
26.1/ A petition was received from residents and tax payers requesting repairs
and improvements to certain west end streets. Mr. B. H. Orr was present and
addressed the council relative to same. After discussion, Mr. Henning moved
that the petition be referred to the City Attorney, with the request that he
report at the next meeting of the city council, whether in view of the petitions
of protest filed at the last meeting of the city council, this matter can
again be reopened before the termination of the six months period as Mailed
for uhder the 1911 Act. The motion was seconded by Mr. Brodersen and same
carried unaniMously.
27.1/ An application for a permit to sell aoft drinks was received from
Katherine Sanders at the Municipal Golf Course. Inasmuch as this had received
the approval and recommendation of the Chief of Police, Mr. Brodersen intro-
duced and moved the adoption of
"Resolution No. 1474.
Granting a Permit for a License to Sell
Soft Drinks."
Mr. Henning seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
28.% A petition was received from forty-nine signers requesting the Council
to condeman certain buildings known as 1562 Lincoln Avenue and a two-room
shack at the rear of same. Mr. Brodersen moved that the matter be referred
tO the Building Inspector for report. The motion was seconded by Mr. Henning
and same carried unanimously.
29/ Superintendent of Schools, W. G. Paden addressed the Council and re-
quested a joint meeting between the Council and the Board of Education at the
Council's pleasure. After discussion, the Council agreed to meet with the
Board of Education on Tuesday evening next at 7 P. M. at the cafeteria of the
Alameda High School.
30/ Upon the suggestion of the City Planning Commission, City Manager
Hickok called attention of the council to the improvement in the routing of
the San Jose Avenue bus line; this suggestion being that the busses continue
west to Peru Street, thence north to Santa Clara Avenue doing away with the
left hand turn at Central Avenue and Grand Street. Mr. Latham moved that the
Key System Transit Company be requested to comply with the suggestion,
seconded by Mr. Brodersen and carried unanimously.
31/
City Manager Hickok presented a communication from the Southern Pacific
Company, wherein they requested that Encinal and Lincoln Avenues be designated
as stop boulevards and that the Southern Pacific Company agreed to purchase
and have installed all such signs necessary. After discussion, Mr. Latham
moved that the City Attorney prepare an ordinance declaring Encinal and Lincoln
Avenuea, along the Southern Pacific railroad right of way, stop boulevards.
The motion was seconded by Mr. Brodersen and carried unanimously.
City Manager Hickok rendered a verbal report relative, to the arks on
the goverment land between Park Street and Fruitvale Avenue bridges.
33/ Mr. Latham moved that the Mayor appoint one member of the Council to
act as 8 member of a board of arbitration, to meet with a member appointed
by Mr. A. W. Pye, and that these two members select a third to investigate
and dedide as to the value of the property owned by Mr. Pye, which the city
contemplates purchasing for park purposes. This report to be submitted to
the Council. The motion was seconded by Mr. Henning and carried unanimously.
Claims against the General Departments amounting to $939.10; Police
Department, $1106.60; Fire Department, $3387.96; Street Department, $5527.10;
Health Department $126.19; Recreation Department, $705.73; Golf Course
Department, $766.23; Store Department, $173.84; Social Service Department,
$285.11; Initiative Relief Fund, $48.00; East Bay Municipal Utility District
Payments Fund, $206.60 and Compensation Insurance Fund $61.48 having been
approved and audited by the proper officials were listed by the Clerk as
follows:
