1930-04-01 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA TUESDAY EVENING, APRIL lst, 1930. The meeting convened at 8 o'clock wi th Council-resident Schaefer presiding. The roll was called and Counoilmen Brodersen, Caloutt Henning, Latham and President Schaefer, (5) were noted present. Absent: None. The minutes of the regular meeting of aroh 18th, 1930 were approved as read. NEW BUSINESS. i./ Mr. Brodersen submitted to the council a sample of pulp debris taken from the beach on the south side, and stated that steps should be taken to prevent further accumulation if possible. After discussion, Mr. Brodersen moved that the sample be submitted to the City Manager, with the request that he have same analyzed and to investigate as to its origin and report back to the council. The motion was seconded by Mr. Henning and carried unanimously. 2.1 Mr. Henning again oalled the attention of the council to the matter of the reclassification of the lot on the southwest corner of Enoinal Avenue and Pearl Street, asked for by Mr. Robert B. • Taylor. After discussion, Mr. Henning moved that the oounoil on its own initiative reclassify the property in question from Class I to Class V. The motion was seoonded by Mr. Brodersen and on roll call was lost by the following vote:- Ayes: Counpilmen Brodersen and Henning, (2). Noes: Councilmen Calcutt, Latham and President Schaefer, (3). Abseht: None. Mr. Calcutt offered to the council the suggestion that the proposed park on the south side by named Otis Park, in compliment to Ex-Mayor Otis. inasmuch as this property has not as yet been acquired by the city, Mr. Calcutt stated that at the proper time he would submit a resolution as suggested. 4.V Messrs. F.W. Hanna and Theodore Wittsohen of the East Bay Municipal Utility District addressed the council relative to various matters pertaining to the District, as well as an explanation of the stand-by charge. Mr. Calcutt moved that the City Manager be instructed to take preliminary steps to assure the residents in the vicinity of Mound Street, Clay Street and Versailles Avenue, an adequate water supply for fire protection purposes, and to report back to the council. The motion was seoonded by Mr. Latham and oarried unanimously. Mrs. Beulah Spunn and Rev. Henry H. Shires of the Social Service Board addressed the council relative to an additional bed at Del Valle farm. After discussion, Mr. Latham moved that 00.00 per month be set aside to the end of the budget year in payment of the extra bed as requested. The motion was seconded by Mr. Brodersen and on roll oall carried unanimously. Mr. Carl Strom addressed the council on behalf of the Alameda Boat Club and requested an appropriation of $150.00 out of the Advertising Fund to assist in payment of expenditures for the regatta to be held on the Estuary at a later date. Mr. Latham moved that the request be granted, under the super- vision of the City Manager, seoonded by Mr. Henning and on roll call carried unanimously. 7.V Mr. Latham moved that the form of lease covering rental of Washington Park bath house and candy oonoession, as submitted by the City Attorney, be approved. The motion was seconded by Mr. Henning and oarried unanimously. RESOLUTIONS 8./ Mr. Latham introduoed and moved the adoption of "Resolution No. 1490. Resolution Calling for Bids for Operation of Bath House and Candy Concession at Washington Park." Mr. Brodersen seoonded the motion to adopt the Resolution and on roll call it was ,adopted - and passed unanimously, Mr. Brodersen introduced and moved the adoption of "Resolution No. 1491. Declaring that all Employees of the City of Alameda shall be American Citizens and Shall Live or Have an Established Residence Therein. Mr. Henning seconded the motion to adopt the Resolution. Discussion followed. Mr. Latham moved that the Resolution be amended allowing employees to Jult lst to establish their residence in Alameda. Mr. Caloutt seconded the amended offered and on roll call the amendment carried by the following vote:- Ayes: Councilmen Brodersen, Calcutt, Latham and President Schaefer, (4). Noes: Councilman Henning, (1). Absent: None. Mr. Brodersen moved that the Resolution as amended bp adopted. The motion to adopt the Resolution as amended was seconded by Mr. Latham and on roll call it was adopted and passed unanimously. 10. Mr. Henning introduced and moved the adoption of "Resolution No. 1492. Ado ting Plane and Specifications. Bay leland Avenue)" Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 11. Mr. Henning introduced and moved the adoption of "Resolution No.1493. Adopting Plans and S ecifications. (Mound Street" Mr.Latham seconded the motion to adopt the Resolution and on roll oall it was adopted and passed unanimously. FILING: The Clerk stated that since the last papers had been filed : - 12„ Continuation Certificate on bond J. Price, M. E. L. P. 13.i Copy of Resolution of County Franklin School property. 14.1 Copy of Resolution of County Golf Course property. COMMUNICATIONS: The following communications were received: 15. From the Mayor, advising of the appointment of S. M. Haslett, as a member of the City Planning Commission, term expiring December 31, 1934. Ordered filed. 16.1 From the League of California Municipalities relative to gasoline tax refund. Ordered filed. 17.E From the City Planning Commission, recommending the reclassification of a lot on the southwest corner of Buena Vista Avenue and Arbor Street, from a Residence District, Class I, to a Business District, Class III. Mr. Latham moved that the recommendation °Ethe City Planning Commission be adopted, seconded by Mr. Caloutt and carried unanimously. From A. Q. Lomba, relative to' the dilapidated building at 1562 Lincoln Avenue. By mutual consent, action by the council was postponed until the next regular meeting. From the Alameda Improvement Club, endorsing the action of the council re adoption of resolution relative to oitizenshipand residence of employees. Ordered filed. 20.V From the City Attorney, relative to proposed changes in the Building Code. After discussion, action upon the proposed changes was postponed until a reply was received from the Paoific Coast Building Conference. 21.''` From the City Manager, relative to request of the Veteran's'. Welfare Board, requesting 'cancellation of certain taxes. There being no objection; the matter was referred to City Attorney Silver. From the South Alameda Improvement Club, relative to bus transportation. Mr. J. H. Graham, representing the Club was present and addressed the councill. Board of Supervisors, cancelling taxes on Board of Supervisors, cancelling taxes on the 181 19.41 22/ HEARINGS: Applications for soft drink licenses, recommended by the Chief of Police, were received from Security Drug Company, Inc., Mrs. M. Wallace and Helen Gilroy. Mr. Latham introduced and moved the adoption of "Resolution No. 1494. Granting A Permit for a License to Sell Soft Drinks." Mr. Caloutt seoonded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 24.V An application for a permit to sell soft drinks signed by Harry Wetherald, not approved or recommended by the Chief of Police, was presented. Discussion followed. Mr. Latham moved that action upon the application be postponed two weeks and that Chief of Police Wahmuth be requested to be present at that time. The motion was seoonded by Mr. Caloutt and carried by the following vote : - Ayes: Councilmen Calcutt, Latham and President Schaefer, (3). Noes: Councilmen Brodersen and Henning, (2). 2 In the matter of the reclassification of the-southeast corner of Grand Street and Alameda Avenue, postponed from the last meeting of the council, plans were submitted by Mr. Rhodes, representing the petitioner, covering the contemplated improvement„ After discussion, Mr. Latham moved that the recommenda- tion of the Planning Commission be set aside and that the council grant the reclassification. The motion was seconded by Mr. Caloutt and on roll call carried unanimously. Mr. Henning moved that the plans as submitted by Mr. Rhodes be filed with the Clerk and adopted. The motion was seconded by Mr. Broder,- Aend and same carried unanimously. 26. In the matter of the further hearing upon the map as submitted by Mr. A. E. J. Duchesnay for the closing of the south end of park Avenue, Mr. Duchesney not being present action by the Council was postponed until the next regular meeting. 27 07,, 28. The following Ordinances were introduced and laid over under a pro- vision of the Charter:- "Ordinance No. New Series. Reclassifying Property. (Lot situated on, the southwest corner of Buena Vista Avenue and Arbor Street)" "Ordinance No. New Series. Reelassifying Property. (Southeast corner of Grand Street and Alameda Avenue.)" 29./ A communication was presented by City Manager Hickok from W. C. Sharpsteen, on behalf of Miss Fanny Chipman, offering 0500.00 in full settlement of delinquent taxes mounting to $1513.03. After discussion, Mr. Latham moved that the offer be rejected. The motion was seconded by Mr. Henning and same carried unani- mously. 300w/ City Manager Hickok stated that Mrs. Cora Booth, a former employee of the city had agreed to accept $150.00 in full payment of all claims and demands covering accident suffered by her while an employee-of the City. Mr. Latham moved that the offer be accepted and the claim paid. The motion was seconded by 'Mr.Henning and on roll call carried unanimously. 31.1 City Manager Hickok addressed the council relative to the changing of the name of Central Court. After discussion, Mr. Brodersen moved that the name Central Court be changed to Hoover Court and that the necessary ehanges be made on the official copies of the city. The motion was seconded by Mr. Henning and carried unanimoubly. Claims against the General Departments amounting to 01258.64 Polies Department, $635.42; Fire Department, $249.66; Street Department, 02409.57; Health Department, 0355.63; Recreation Department, $252.16; Golf Course Department *948.22; Store Department $62.46; Seeial Service Department, $0445.36; Compensa- tion Insurance Fund, $51.35 and East Bay Municipal Utility District Payments Fund, $2592.51 having been approved and audited by the proper offieials were listed by the Clerk as follows:- Alameda Times Star Beatie, Loreme R. Mr. Henning stated he desired to vote for the pay- ment of all bills with the exception of those submitted by the East Bay Municipal Utility District.
