1930-04-16 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMED TUESDAY EVENING, APRIL 16TH, 1930. The meeting convened at 6 o'clock with Council- president Schaefer presiding. The roll was called and Councilmen Brodersen, Henning, Latham and President Schaefer,' (4) were noted present. Absent: Councilman Calcutt, (1). The minutes of the regular meeting of April let, 1930 were approved as °read. NEW BUSINESS. 1: Mr. Will Crockett addressed the council on behalf of the Alameda Commuters Golf Tournament Committee and thanked the council for their assistance and help during the recent tournament. After discussion, Mr. Latham moved that an amount of $250.00' be set aside from the advertising fund to purchase three perpetual cops for another tournament`to be held in the near future. The motion was seconded by Mr. Broderaen and on roll pall carried unanimously. The-Clerk stated that no bids had been received relative to the sale of the service truck in the Fire Department. The-Clerk stated that in response to requests for bide relative to Washington Park Bathhouse concession, two bids had been received. Mr. Latham moved that the bide be opened and read, seconded by Mr. Henning and parried. Thereupon the Clerk opened and read the bids as follows:- From R. C. Strehlow, Jr., accompanied by a certified check of $300.00. Bid, $270 ©.00. 'plus approximately $500.00 for an adequate and modern refreshment stand. From B. F. Stacey, accompanied by a certified check of $185.55. Bid, $1855.50. Mr. Henning moved that action by the council upon the bide be postponed until the next regular meeting. The moton was seconded by Mr. Brodersen and same carried unanimously. 4,1 Mr. 0. R. Gaunt filed a petition comprising residents of Bay Farm Island and Park Street merchants, relative to the transportation situation. A communication pertinent to the question was also read from Hon. E. K. Taylor, Chairman of the Committee represent- ing the Alameda Chamber of Commerce. Mr. R. F. Dickey, representing Messrs. Gaunt and Unsworth, filed a petition relative to providing transportation for Bay Farm Island. City Attorney Silver rendered a verbal opinion as to the operation of busses to Bay Farm Island, under Ordinance No. 68, N. S. Mr. Latham moved that the entire matter be referred to the City Manager and City Attorney as to the legality of subsidy, and also as to the cost of city owned busses and that Mr. Dickey be requested to cooperate with them in the matter. The motion was seconded by Mr. Henning and came carried unanimously. 5. Mr. Henning moved that a sum not to exceed $1,000.00 be expended in the codifying of all ordinances of the City of Alameda, and that the matter be left in the hands of the City Attorney for action. The motion was seconded by Mr. Latham and on roll call carried unanimously. Mr. Latham called attent ion of the council to the fact that San Antonio Avenue at Sherman Street should be made a Stop boulevard. After discussion, Mr. Latham moved that the City Attorney prepare an ordinance covering the same. The motion was seconded by Mr. Henning and carried unanimously. RESOLUTIONS: 7./ Mr. Latham introduced and moved the adoption of "Resolution No. 1495. Transferring $5,083.33 from the Electric Light Fund to the General Fund." Mr. Broderaen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Henning introduced and moved the adoption of "Resolution No. 1496. Transferring $2156.25 from the Electric Light Fund to the Interest and Redemption Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Affidavit of publication, Notice Inviting bide, re Washington Park concession. Executed contract, Heafey- Moore, Inc., re Park Street improvement. Order approving 8 ttlement and release, Industrial Accident Commission, re on claim. Oath of office, S. M. Haslett, as member of the City Planning Commission. Oath of office of Henry A. Schmidt, as Special Officer, Cottage Baths. COMMUNICATIONS: The following communications were reoeived: 15./ From Maurice W. Brown, M. D., suggesting name of Central Avenue be changed to Sycamore Avenue. After discussion, the communication was filed, inasmuch as the suggestion was not agreeable to the council. 16.`/ From the Department of Public Health, Sacramento, relative to California Sewage Works Association Meeting. Ordered filed. 17/' From the Department of Public Health and League of California Municipali- ties, re Clean Up Campaign. Ordered filed. 18 ✓ From the City Planning Commission, recommending the reclassification of the southeast corner of Third Street and Pacific Avenue, from a Residence District, Class I, to a Business District, Class III. Mr. Henning moved that the recommenda- tion of the City Planning Commission be adopted, seconded by Mr. Brodersen and oarried unanimously. From the City Attorney and Pacific Coast Building Officials Conference, re changes of uniform building code. The communications were ordered filed. 20.x" From the City Planning Commission, relative to the reorganization for the year, 1930. Ordered filed. 21.V From the Mayor, Auditor and City Manager, re count of money. Ordered filed. 22.E From the City Manager relative to cost of installing adequate mains for fire protection in the vicinity of Mound and Clay Streets and Versailles Avenue. There being no objection, the matter was referred to the City Attorney for report as to its leagity. 23.x' From the City Manager, relative to the cost of proposed location of a diagonal street from Bay Farm Island Bridge to the corner of High and Washington Streets. After discussion, the City Manager was requested to ascertain the esti- mated cost of the property necessary to be acquired. 24.E A communication was presented by City Manager Hickok, from the Southern Pacific Company, relative to the possible construction of a highway to connect the entrance of the Posey Tube with the existing automobile highway to the Alameda . Mole. The oommunication was ordered filed. 25.x'` Messrs. Barker, E. K. Taylor and Traver addressed the council relative to the possibility of the United States government fixing Government Island as a base for several of its departments, and stated that the Government would be willing, in lieu of the deeding to the government of fifteen acres of land, to relinquish the lease that it now holds. After discussion, the City Attorney was instructed to draft a resolution to present at the next regular meeting of the council and stating that provided the United States Government expresses its intention as above outlined, the council will call an election and submit the question to the electorate. HEARINGS: 26 A hearing was held upon the application of Harry We:theral, for permit to sell soft drinks, action on which was postponed from the last meeting of the council. Chief of Police, Wm. H. Wahmuth, Mr. Charles Reinecker and Mrs. M. Hansen addressed the council in the matter. After discussion, Mr. Brodersen moved that the license be granted, seconded by Mr. Henning and carried unanimously. Mr. Brodersen there- upon introduced and moved the = doption of "Resolution No. 1497. Granting a Permit for a License to Sell Soft Drinks." Mr. Henning seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 27.v/ An application for permit to sell soft drinks was received from George Whitsen, 1205 -B -Lincoln Avenue. This application did not receive the approval or recommenda- tion of the Chief of Police. Mr. Brodersen moved that acti on by the council be postponed until the next regular meeting at which time Mr. Whitson be requested to be present, as well as Chief of Police WTstmuth, seconded by Mr. Henning and . carried unanimously. 28. In the matter of the applioation of A. E. J. Duchesnay, to close the south end of Park Avenue, postponed from the last two meetings of the council, inasmuch as Mr. Dechesnay was not present at this meeting, Mr. Latham moved that further action by the council be dropped. The motion was seconded by Mr. Henning and parried unani- mously. 29.x' In the matter of the removal of the dilapidated building at 1562 Lincoln Avenue, a communication was read from Mr. C. C. Howard, relative to same. Building Inspector Rogers recommended that further proceedings in the matter be dropped, inasmuch as the premises had been repaired. After discussion, the matter was left in the hands of the City Manager and Building Inspector to make an inspection of the premises and report back at the next regular meeting of the council. The following Ordinances came up for passage and were read by the Clerk: - 30. "Ordinance No. New Series. Reclassifying Property. (Lot situated on the southwest corner of Buena Vista Avenue and Arbor Street.)" 31. Mr. Brodersen moved that the Ordinance as read be adopted, seoonded by Mr. Henning and on roll oall it was adopted and passed unanimously. "Ordinance No. ;:. New Series. Reclassifying Property. (Southeast corner of Grand Street and Alameda Avenue.) Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Henning and on roll call it was adopted and passed unanimously. The following Ordinances were introduced and laid over under a provision e Charter: - "Ordinance No. New Series. Reclassifying Property. (Southeast corner Third Street and Pecif is Avenue.)" "Ordinance No. New Series: An Ordinance providing for the erection of Traffic Stop Signals on both sides of San Antonio Avenue at its intersection with Sherman Street and providing for the erection of Traffic Stop Signs on both Sides of Sherman Street at its Intersection with San Antonio Avenue, and Requiring the drivers of all vehicles to come to a f111 stop at said Avenue and Street Intersection before Crossing said avenue and said street." The City Manager reported to the council that Mr. Hacke, requested additional time relative to the wrecking of the Borax Works building. Mr. C. L. Traver stated to the council that he has an oppertunit yY of Leasing the building. After disoussion the City Manager and Councilmen Brodersen and Henning were pointed to act as a committee to confer with the owners upon their arrival, relative to the matter. The matter of the one hour parking signs on Webster Street, between Central Avenue and Santa Clara Avenue, was discussed. After disoussion, Mr. Latham'moved that the City Manager be requested to remove the signs at present installed, calling for one hour parking on both sides of Webster Street, between Santa Clara and .Central Avenues and that the City Attorney correct the ordinarxre under which the authority for the erection of these signs was granted. The motion was seconded by Mr. Brodersen and carried unanimously.
