1930-05-06 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OP THE CITY OF ALAMEDA TUESDAY EVENING MAY 6TH,1930. The meeting convened at 8 o'clock with Council-president Schaefer presidin The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham and President Schaefer, (5) were noted present. Absent: None. The minute's of the regular meeting of April 15th, 1930 were approved as re' NEW BUSINESS. • City Manager Hickok filed with the council a report on the installation nd operation of a bus system to serve Bay Farm Island and the West End. Communications relative to the matter were received and read from Park Street Merchants Association, Alameda'Improvement Club, and C. C. Howard. Mr. R. F. Dickey was present and again stated his clients were ready to operate a bus lihe, providing the investment companies interested and the City of Alameda agree to make up any deficit. City Manager Hickok reported that the Board of Education agreed to pay 1600.00 per year to the City of Alameda, providing the city operate a municipal bus line and consent to operate the busses for the benefit of the school children as at present being operated by them. Mr. Latham moved that the Board of Public Utilities be instructed to install a bus line on Bay Farm Island and also in the West End, in accordance with that outlined in the City Manager's report; that the service on the Bay Farm Island line be extended to Park Street, if possible. The motion was seconded by Mr.. Calcutt and on roll call carried by the following vote, to wit:- Ayes; Councilmen Brodersen, Calcutt, Latham and President Schaefer, (4). Noes; None. Not voting: Councilman Henning, (1). Relative to the matter of bids received covering Washington Park Bathhouse concession at the last meeting of the council, after discussion, Mr. Latham moved that the bid of R. C. Strehlow, Jr., be accepted. The motion was seconded by Mr. Calcutt and on roll call carried unanimously. 3 Discussion was had by members of the council relative to the proposed pur- chase of the Alfred W. Pye property for park purposes. Mr. Henning moved that the city offer Mr. Pye $10,000.00 for the property and that an option be obtained at this figure, pending adjustment in defect in title. The motion was seconded by Mr. Latham and on roll call carried unanimously. 4•v The Clerk stated that as Acting Purchasing Agent, of the city, bids were advertised for the delivery of 2,000 bbls. more or less, of road oil; that one bid had been received from Heafy-Moore Go. Mr. Latham moved that inasmuch as the bid was at a lower figure than that of last year, the bid be accepted. The motion was seconded by Mr. Henning and on roll call carried uhanimously. The Clerk stated that as Acting purchasing Agent two bids were received covering crushed rock and screening requirements of the city. Samples covering the two bids were submitted by the City Engineer. After discsussion, rr. Henning moved that the bids be rejected and that the Clerk re-advertise for same; seconded by Mr. Latham and carried unanimously. 6/ Mr. Calcutt called the Council's attention to the manner in which the tele- phone company render their bills pertaining to inter-zone messages, stating that there is no way in which these bills as rendered, can be checked,and suggested the City Attorney be requested to take the matter up with the telephone company in an endeavor.to have bills rendered so that the inter-zone messages referred to could be recorded. There being no objection, such was the order. Mr. C. L. Traver, together with Senator Hurley and Mr. Sollan, addressed the council relative to the reconditioning of the Borax Works building and requested permission bf the council to proceed with this work. After discussion, Mr. Latham moved that permission be granted. The motion was seconded by Mr. Brodersen and carried unanimously. RESOLUTIONS: Mr. Latham introduced and moved the adoption of "Resolution No. Re Lease, Government Island." The passage of the Resolution failed, inasmuch as there was no second to the motion to adopt the Resolution. Mr. Calcutt moved that the City Attorney be instructed to ascertain how E. C. Sessions was permitted to build a fence on Government Island to the detriment ofthe City of Alameda, and whether such permission was given by the United States Govern- ment. The motion was seconded by Mr. Brodersen and carried unanimously. 10.V Mr. Calcutt introduced and moved the adoption of "Resolution No. 1498. Transferring $4,138.98 from the Electric Light Fund to the General Fund." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 11./ Mr. Calcutt introduced and moved the adoption of "Resolution No. 1499. Transferring $30,000.00 from the Electric Light Fund to the ,General Fund." Mr. Henning seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 12.4/ Mr. Brodersen introduced and moved the adoption of "Resolution No, 1500. Resolution Calling for Bide on Liability Insurance." Mr. Henning seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. FILING: The Clerk stated that since the last meeting of the council the following papers had been filed: 13.V Report of Alameda Belt Line for January and February, 1930. • 14.V.,,, Affidavit of publication of Notice to Bidders on Road Oil. 15.I Affidavit of publication of Notice to Bidders on Rock and Screenings. 16. Report of the Municipal Electric Light Plant for March, 1930. 17.t/ Oath of office, Ford E. Samuel as member of the Board of Education. 18.V Oath of office, Clara E. Thorpe, as member of the Board of Free Library Trustees. COMMUNICATIONS: The following communications were received: 19.V From West Coast Steel Company, relative to road maintenance machinery. Ordered filed. 20.1 From the Recreation Department, inviting council to attend annual May Day Festival. Piled. 21d From W. D. Hamma re efficiency survey for City of Alameda. Filed. 22.1 From E. Backus re distributing circulars from door to door. Filed. 23: From Iris D. Watson, demanding $20,000.00 for injuries received. Inasmuch as copies of the communication had been forwarded to City Attorney Silver and to Ader and Mathebat, representing the insurance company, the communication was ordered filed. 24.1 From the Payor, appointing Ford E. Samuel as a member of the Board of Education. Ordered filed. 25.1 From the Mayor, appointing Mrs. Clara E. Thorpe, as a member of the Board of Free Library Trustees. Ordered filed. 26.' From the League of Cal fornia Municipalities, re public safety convention. Ordered filed. 27.1 From the East Bay Vicinity Council of United Spanish War Veterans, thanking the council for action relative to the employment' of veterans. Ordered filed. 28. From the Metropolitan Life Insurance Company, relative to Clean Up Campaign. Ordered filed. 29. From Building Inspector Rogers, pertaining to the height of three- story buildings. After discussion, action was postponed to the next regular meeting, at which time Fire Chief Steinmetz is requested to be present. 30. V From the Alameda Improvement Club, requesting information as to proposed charter change election. There being no objection the Clerk was instructed to notify the Alameda Improvement Club that the matter would be submitted at the August Primary Election. From the Alameda Improvement Club, relative to condition of roadbed of the Southern Pacific Company, west of Webster Street on Lincoln Avenue. There being no objection, the matter was referred to the City Manager. 32. From O. Anderson, requesting permission to move a cottage from the south- west corner of Pacific Avenue and Webster Street, to a lot on the west side of Stanton Street, between Numbers 1439 and 1445. Attached to the request was the consent of various property owners. Mr. Latham moved that the request be granted, seconded by Mr. Brodersen and carried'unanimously. 31., 33./ From the City Planning Commission recommending the reclassification of the lot on the southwest corner of Lincoln Avenue and Grand Street, to a Residence District, Class II. Mr. Latham moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Calcutt and on roll call carried unanimously. 34,1 From the City Planning Commission recommending the reclassification of the lot situated on the north line of Lincoln Avenue, 100 feet east of Chapin Street to a Residence District, Class 1 3/4. Mr. Brodersen moved that the recommend- ation of the City planning Commission be adopted, seconded by Mr. Henning and on roll call carried unanimously. 35.1 From the City Planning Commission recommending the reclassification of the lot on the southwest corner of Santa Clara Avenue and Willow Street, to a Residence District, Class II. Mr. Calcutt moved that the recommending of the City Planning Commission be adopted, seconded by Mr. Latham and on roll call carried unanimously. 36.1 From A. Feldhanuner, relative to Park Street light poles. Ordered filed. HEARINGS. 87.1 A communication was received from City Manager Hickok relative to dilapidated building at 1562 Lincoln Avenue. Mr. Henning moved in view of the fact that the city could not proceed further legally that the entire matter be dropped. The motion was seconded by Mr. Brodersen a nd same carried unanimously. 38.V/ In the matter of the hearing of the application of George Whitsen for a soft drink license, a communication was read from Mr. Nhitsen withdrawing his application. The communication and application were ordered filed. 39./ Applications for a permit to sell soft drinks were received from Louis Monett, 1211 Park Street; Ben Carminat, 1706 Lincoln Avenue; Trygve Gunderson, 1212 Lincoln Avenue; Pete Carrere, 201 Second Street and C. J. Costello, 2001 Webster Street, Mr. Homing introduced and moved the adoption of "Resolution No. 1501. Granting a Permit for a License to Sell Soft Drinks." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted.and passed by the following vote, to wit:- Ayes: Councilmen Brodersen, Henning, Latham, and President Schaefer, (4). Noes: None. Not voting: Councilman Calcutt, (1). ORDINANCES: 40/ 4 42:/ The following Ordinances came up for passage and were read by the Clerk:- "Ordinance No. .. Series. Reclassifying Property. (Southeast corner of Third Street and pacific Avenue.)" Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Brodersen and on roll call it was adopted and passed unanimously. "Ordinance No. New Series, An Ordinance Providing for the erection of Traffic Stop Signals on both sides of San Antonio Avenue at its intersection with Sherman "Street and providing for the erection of Traffic Stop Signs on both sides of Sherman Street at its Intersection with San Antonio Avenue, and Requiring the drivers of all vehicles to come to a full stop at said Avenue and Street Intersection before Crossing said Avenue and said street." Mr. Latham moved that this ordinance be withdrawn and one calling for two stop signals only be substituted in its place. There being no objection, such was the order. 44.V 45•V. 47./ 48./ The following Ordinances were introduced and laid over under a provision f the charter:- "Ordinance No. New Series. Reclassifying Property. (Southwest corner of Santa Clara Avenue and Willow Street." "Ordinance No. New Seriep. Reclassifying Property. (Lot north line of Lincoln Avenue, 100 feet east of Chapin Street." "Ordinance No. New Serie-B.— Reclassifying Property. (Southwest corner of Lincoln Avenue and Grand Street)" "Ordinance No. New Seri-e= Amending Section 1 of an Ordinanee entitled "Ordinance No. 314, N. S. An Ordinance Authoriz- ing Annual Vacations for City Officials and Employees." "Ordinance No. New Series. Amending Section 1 of an Ordinance entitled "Ordinance No. 377 N. S. An:Ordinance Regulating the Parking of Vehicles on a Portion of Webster Street and also on Portions of Encinal Avenue." "Ordinance No. New Series, Authorizing Lease to R. C. Strehlow "Ordinande No. New SeriE-= An Ordinance Providing for the Erection of Traffic Stop Signals on Both Sides of Sherman Street Approaching the Intersection with San Antonio Avenue." IT 50/ The report of the Special Committee to investigate the matter of sub- mitting to the electors of Alameda the question of municipal operation of a bus transportation system was filed. After dicussion, Mr. Caloutt moved that the recommendations contained therein be adopted. The motion was seconded by Mr. Latham and on roll call carried by the following vote : - Ayes; Counoil- men Caloutt, Latham and Schaefer, (3). Noes: Councilman Brodersen, (1). Not voting : - Councilman Henning, (1). The City Manager presented a report from Burnett Hamilton, City Engineer, relative to refuse washed upon the beach at Cottage Baths. The report was ordered filed. 51.E The City Manager discussed with the Council the matter of the acquisition of certain property oovering installation of a diagonal street from High Street and Washington Street to Bay Farm Island Bridge. After discussion, Mr. Latham moved that Mr. Leon H. Ader be employed to obtain options on the property necessary to be acquired, and that his compensation therefor be fixed at five per cent of the agreed purchase price. The motion was seconded by Mr. Caloutt and on roll call carried unanimously. 52:1 The matter of one hour parking signs on Wenster Street, between Buena Vista Avenue and the Segreation Line was discussed. Mr. Latham moved that the one -hour parking signs be removed and that the ordinance creating parking limits of one hour between Buena Vista Avenue north to the Segreation Line be amended accordingly. The motion was seconded by Mr. Henning and on roll call carried unanimously. Claims against the General Departments amounting to $4327.13; Police Depart- ment $468.25• Fire Department,$1416.86; Street Department, $2552.69; Health Department, 1490.59; Recreation Department, $916.60; Golf Course Department, $1556.69; Social Service Department, $471.97; Store Department, $77.30; Compensation Insurance Fund, $68.98; East Bay Municipal Utility District Pay- ments Fund, $2592:92; Initiative Relief Bond, $16.00; Pension Fund, $1340.91; and School Fund $329.47 having been approved and audited by the proper officials were listed by the Clerk as follows : - General Departments Adams, C. Mr. Henning stated he desired to vote for the payment of all bills with the exception of those submitted by the East Bay Municipal Utility District.
