1930-08-05 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, AUGUST 5TH, 1930. The meeting convened at 8 o'clock with Council-president Schaefer presiding. The roll was called and Councilmen Brodersen, Calcutt, Latham and Presi- dent Schaefer, (4) were,noted, present. Absent: Councilman Henning, (1). The minutes of the regular meeting of July 15th, 1930 were approved as read. NEW BUSINLFSS. The City Manager filed his estimate of the annual budget. Mr. Calcutt moved that the Board of Public Utilities consider the advisa- bility of a five cent fare on the municipal bus lines, where transfer privileges are not desired. The motion was seconded by Mr. Brodersen. and carried unanimously. Mr. Latham called the Council's attention to the fact that Earl Fry, Golf Professional, at the municipal links had qualified in competition to participate in the National Professional Golf Association championship to be held at Long Island, New York, and moved that the City Attorney be instructed to look into the legality of appro-eriating c:500.00 out of the aavertising fund to cover the expenses of sending Mr. Fry to participate in this tournament. The motion was seconded by Mr. Brodersen and carried -unanimously. 4.v/ Mr. Latham moved that the council extend a vote of thanks to Congresswoman Florence P. Kahn and. Congressman Carter and others, for their recent efforts in securing for Alameda the location of the Army Air Base. The motion was seconded by Mr. Brodersen and carried unanimously. 5. .Mr. Brodersen moved that the City Manager be instructed to investigate and make a survey as to the condition of our beaches relative to treacherous and deep holes, looking toward the matter of safeguarding the lives of bathers, and that a report to the council be made as to his findings. The motion was second- ed by Mr. Latham and carried unanimously. 6./ Mr. Latham moved that the City Manager be instructed to have the pier at the foot of Park Street, formerly used by the Municipal Electric Light Plant, removed if possible. The motion was seconded by Mr. Brodersen and carried unanimously. 7.7 Attention or the council was called to the lack of sidewalks in certain portions of the West End. There being no objection the City Engineer was instruct- ed to make a survey of same and report back to the Council. Mr. Brodersen moved that the City Manager notify headquarters of all political candidates to have their signs removed from poles and trees in the City of Alameda. The motion was seconded by Mr. Calcutt and carried unanimously. Mr. Brodersen moved that "NO TRESPASSING" signs be erected in the west end of Alameda where the arks formerly stood. The motion was seconded by Mr. Latham and on roll call carried unanimously. A request from the San Francisco Junior Chamber of Commerce, relative to a float for the 2nd Annual San Francisco Harbor Day parade, was received. Mr. Latham moved that the communication be filed, seconded by Mr. Brodersen and carried - unanimously. 2./ The matter of a one-hour parking limit and diagonal parking on Park Street, between Encinal and San Antonio Avenues, eminating from the Park Street Merchants' Association, was discussed. Mr. Latham moved that the City Attorney be instructed to prepare an ordinance covering one-hour pirking limit as requested. The motion was seconded by Mr. Brodersen and carried unanimously. RESOLUTIONS: 12.Y Mr. Latham introduced and moved the adoption of "Resolution No.. 1513.. Transferring $6800.00 from the Electric Light Fund to the General Fund." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 13/ Mr. Calcutt introduced and moved the adoption of 1 "Resolution No. 1514. Transferring $3291.04 from the Electric Light Fund to the General Fund. Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1515. Transferring $10,000.00 from the Electric Light to the General Fund." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 151 Mr. Brodersen introduced and moved the adoption of "Resolution No. 1516. Establishing Municipal Bus Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 16,VI Mr. Calcutt introduced and moved the adoption of "Resolution NO. 1517. Transferring $10,000.00 from the General Fund to the Municipal Bus Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 1518. Transferring $8400.00 from the Electric Light Fund to the General Fund." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 1$d Mr. Latham introduced and moved the adoption of 19. "Resolution No. 1519. Transferring $5618.00 from the General Fund to the Acquisition and Improvement Fund." Mr. Calcutt seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Drodersen introduced and moved the adoption of "Resolution No. 1520. Resolution Revoking Peddler's License Issued to Sam Getzovitz." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 20.V Mr. Calcutt introduced and moved the adoption of "Resolution No. 1521. Adopting Plans and Specifications for the Construction of Storm Water Sewer. (High Street)" • Mr. Latham seconded the motion to adopt the Resolution and on roll call itcwas adopted and passed unanimously. ING: The Clerk stated that since the last meeting of the council the following papers and been filed:- 21.# Executed lease, R. C. Strehlow, Jr., re Washington Park Bathhouse. 22.V Affidavit of publication, Notice of Right to Appeal, re removing of / weeds. 23.1 Declaration of Completion, Resolution of Intention No. 95, N.S. Park Street widening. 24.1 Mr. Latham introduced and moved the adoption of "Resolution No. 1522. In the Matter of the Acquisition and. Improvement District No. 3 of the City of Alameda. Resolution Fixing Time and Place of Final Hearing." Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. COMMUNICATIONS: The following communications were received:- 25. From the City Manager relative to abandoned ships and wrecks on Government Island. Mr. Latham moved that the recommendation of the City Manager be adopted, seconded by Mr. Drodersen and on roll call_ carried by the following vote:- Ayesi Councilmen Brodersen, Latham and President Schaefer, (3). Noes: None. Not voting: Councilman Calcutt, (1). Absent: Councilman Henning, (1). 26.v From Nickles George requesting license to engage in the practice of phrenology, fortune telling, etc. Mr. Calcutt moved that the application be denied, seconded by Mr. Brodersen and carried unanimously. 27.,/ From R. A. Stassforth, protesting removal of flagman at Park Street and Encinal Avenue. There being no objection this matter was laid over until a further report is received from the City Manager. 28.1 From the California Real Estate Association requesting appropriation in 1931 budget covering advertising. Mr. Latham moved that the communication be , filed, seconded by Mr. Calcutt and carried unanimously. 29.4 From the Alameda Exchange Club, requesting permission to install several 30/ 31./ 320( 33.V drinking fountains throughout the city. Mr. Latham moved that the matter be re- ferred to the City Manager to make a report as to probable cost of installation and water to be used. The motion was seconded by Mr. Brodersen and carried unanimously. From the International City Managers' Association, inviting the coancil to participate in the 17th Annual Convention, to be held. at the Palace Hotel, San Francisco, September 24th to 27th. Mr. Calcutt moved that the invitation be accepted and that the councilmen be notified as to the dates. The motion was second- ed by Mr. Latham and carried unanimously. From C.L. Traver & Con, relative to automobile liability insuranae, and appointment of an insurance advisor. Mr. Latham moved that the matter be referred to the Committee of the Whole, seconded by Mr. Brodersen ani carried unanimously. From A. C. Hoepner, relative to appointment of an insurance advisor. This communication was also referred to the Committee of the Whole. From Assessor F. J. Croll, submitting assessment figures for the year 1930. Ordered filed. From the Mayor, containing personnel of committee to represent city of Alameda at all conventions held in the city. Ordered filed. 35•V/ From the Alameda Housewives' 'League, protesting the discontinuance of the Well Baby Clinic. Mr. Latham moved that it be the sense or the council that the clinic be continued, seconded by Mr. Brodersen and carried unanimoaely. 3 C From the City Planning Commission, relative to the reclassification of a lot situated on the east line of Park Avenue 154 feet, 8 inches north of Central Avenue from a Church District, Class IV, to a Business District, Class=I, Mr. Latham moved that it be the sense of the council that they will pass an ordinance covering this reclassification at its next meeting upon proper recommenda- tion from the City Planning .Commission. The motion was seconded by Mr.„';CalCutt and carried unanimously. 37._ From the Alameda Improvement Club, requesting that a survey be made of our beaches relative to treacherous and deep holes. Inasmuch as this matter had been covered by previous action, the Clerk was instructed to notify the Lmprovemeat Club accordingly. From the Alameda Improvement Club, containing suggestions-asto Council's Ordere of Business. Mr. Latham moved that the matter be referred to a meeting of the Committee of the Whole, and that the Mayor appoint a-committee consisting_ of himself and two councilmen to draft an order of-business covering future council meetings. The motion was seconded by Mr. Brodersen and carried unanimously. 390 From the Alameda Improvement Club, containing survey of special committee as to conditions ar parks and playgrounds. There being no objection this communica- tion was referred to a meeting of the Committee of the Whole. 400//' From Alameda Aerie #1076, Fraternal Order of Eagles, requesting an appro- priation of $200.00 from the advertising fund for convention purposes. Mr. Broder- sen moved that a sum not to exceed $200.00 to be used forprinted matter only be appropriated in accordance with the request, and to be spent under the suparvision of the City Manager. The motion was seconded by Mr. Latham and on roll call carried unanitously. 41,V From the Alameda Gladiolus Society thanking the council for moneys appro- priated. Mr. Latham moved that the thanks of the council be extended the Society for the flowers found on the council table at this evening's meeting. The motion was seconded by Mr. Brodersen and same carried unanimously. HEARINGS: 42.1/ The matter of the hearing on the application of John Gordon for a soft drink license, postponed from the last meeting of the council was discussed. Mr. Calcutt moved that the application be denied, seconded by Mr. Brodersen and carried unani- mously. 43. Applications for soft drink licenses were received from San Francisco' Bay Airdromes, Inc., Peter V. Crestetto, Wm. Beeme and P. 'Thomas, John Reardon and M. R. Blankenship. Mr. Calcutt introduced and moved the adoption ar "Resolution No. 1523.' Granting a Permit for a License to Sell Soft Drinks. " Mr. Latham seconded the motion t) adopt the Resolution and on roll call it was adopted and passed unanimously. ORDINANCES FOR INTRODUCTION: The following ordinances were introduced arid ' laid over under a provision of the Charter:- 44.V "Ordinance No. New Series. Reclassifying Property. Lot situated on the easterm line of Park Avenue, 154 feet 8 inches northerly from the north line of Central Avenue.)" 45. "Ordinance No. New Series. Amending Section 16 of Ordinance No. 379, N. S., commonly known as the Zone Ordinance of the City." ORDINANCES FOR PASSAGE:- The following ordinances came up for passage and were read by the Cle&:- 46./ "Ordinance No. New Series. (West line of Chestnut Street 242 feet 6 inches North of Santa Clara Avenue)" Mr. Latham moved that the ordinance as read be adopted, seconded by Mr. Brodersen and on roll call it was adopted and passed unanimously. "Ordinance No. NeW Series. Reclassifying Property. (North Line of Lincoln Avenue 90 feet, westerly from the west line of Fourth Street, theme westerly 30 feet.)" Mr. Latham moved that the ordiname as read be adapted,seconded by Mr. Brodersen and on roll call it was adopted and passed unanimously.
