TUESDAY EVENING, OCTOBER 7th, 1930.
The meeting convened at 8 o'clock with Vice-president Oalcutt presiding.
The roll was called and Councilmen Brodersen, Henning, Oaloutt and Latham,(4)
were noted present. Absent: Council-President Schaefer, (1).
Mr. Latham moved that Hazel D. Tearle be appointed City Clerk pro tem; second-
ed by Mr. Brodersen and carried unanimously.
The minutes of the regular meeting of September 16th, 1930, wero approved as
read, and the minutes of the adjourned regular meeting of September 22nd were also ap-
proved as read.

Mr. Brodersen brought up the matter of the improvement and widening of
Webster Street. Mr. Latham moved that all motions heretofore made pertaining to the
improvement of Webster Street be rescinded, seconded by Mr. Brodersen and carried. Mr.
7rank R. Neville presented a petition signed by owners of property on Webster Street,
requesting the council to proceed with the widening of Webster Street and the installs
tion of ornamental lighting standards similar in design to those now installed between
the Segregation Line and the entrance to Posey Tube. Mr. Brodersen moved that proceed-
ings be commenced for the improvement of Webster Street, between the north line of
Central Avenue and the Segregation Line, by widening said street four feet on both sides
and that ell wires be placed underground, and that the telephone company be notified to
that effect, this work to be done under the Acquisition and Improvement Act of 1925.
Also, that ornamental lighting standards be installed, the cost of this improvement to
be bourne by the abutting property owners. Mr. Henning seconded the motion, and on
roll call it was carried by the following vote:- Ayes: Councilmen Brodersen, Henning
and Latham, (3). Noes: Councilman Calcutt, (1). Absent: Council-president Schaefer,
(1). In voting "No", Mr. Calcutt stated he believed the Council had no authority to
dictate to the Board of public Utilities the type of standard to be installed or the
piecing of wires underground,
Mr. Brodersen brought up the matter of a Community Christmas celebration. A
communication was received from the Park Street Merchants' Association withdrawing
their request for the sum of $500 for a Christmas celebration, which was ordered filed.
A communication was received from the Convention Committee coixeending the Park Street
Merchants' Association which was ordered filed. A request was received from the
Alameda Christmas Festival Committee for an appropriation of $500 from the advertising
fund, to be used for a Christmas celebration. Mr. Brodersen moved that the Council
appropriate said sum, to be expended under the jurisdiction of the City Manager; second-
ed by Mr. Latham and on roll call carried unanimously.
Mr. Latham moved that Hazel D. Tearle be appointed City Manager pro tem; in
the absence of Mr. Hickok, seconded by Mr. Henning and carried unanimously.
Mr. Latham moved that it be the sense of the Council that the City of Alameda
purchase the Mazzini property north of the City Hall, for civic purposes, and that the
City Attorney and City Manager be instructed to make an appraisal of the property and
suggest ways and means to finance the purchase of same, seconded by Mr. Henning and
carried unanimously.
Mr. Henning movedethat it be the sense of the Council that, the City purchase
the Powell property on the South Shore, between Park and Willow Streets, and that the
City Manager and City Attorney be instructed to make an appraisal of said property,
and suggest ways and means to finance the purchase of same, seconded by Mr. Latham.
On roll call the motion was carried by the following vote:- Ayes: Councilmen Bredersen,
Henning and Latham, (3). Noes: Councilman Calcutt, (1)• Absent: Council-president
Schaefer, (1).
Mr. Henning moved that the Council, on its own initiative, rezone the
property on the northeast corner of Santa Clara Avenue and Oak Street, owned by the
Knights of Pythias, approximately 45 feet on Santa Clara Avenue by 90 feet on Oak Street,
to Class V, in'order that a modern service stationmay be erected thereon, the owner
thereof to pay the fee of $20 as required by ordinance, seconded by Mr. Brodersen and
carried unanimously.

Mr. Henning seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Henning introduced and moved the adoption of
"Resolution No. 1540.
Transferring $5000.00 from the General Fund
to the Municipal Bus Fund."
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

The City Clerk stated that since the last meeting of the council

From the City Manager, Mr. C. E. Hickok, re sufficiency of bonds of
City Treasurer. Mr. Latham moved that the recommendations contained therein
be adopted. Mr. Brodersen seconded the motion and same carried unanimaisly.
23. From the Alameda Real Estate Board, giving a list of insurance agents,
and real estate men who write insurance, who maintain offices in the City of
Alameda. Ordered filed.
2 From the City Planning Commission re reclassification of the property
situated on the southwest corner of 8th street and Santa Clara Avenue from
Class II to Class V, and recommending the denial of the petition. Mr. Charles
Simpson, representing the owner, addressed the Council stating the owner's
desires in the matter. After discussion, the matter was referred to the
Committee of the Whole.

From the City Planning Commission recommending the granting of a re-
vocable permit for the use of the swimming tank located on the Whitten property

on the Bay Shore, between Caroline and Hawthorne Streets. Mr. Henning
moved that the request be granted. Mr. Brodersen seconded the motion and
carried unanimously.
From the City Planning Commission requesting information DS to
terms of contract proposed to be entered into between the City of Alameda
and the U. S. Government for the transfer of fifteen acres of land on Gov-
ernment Island, and requesting that it be furnished with a map showing
location of the fifteen acres to be transferred. The Clerk was instructed
to send a copy of the proposition to be submitted to the voters, on Nov-
ember 4th, 1930, to the Planning Commission and to advise the Commission
that s copy of the map is on file in the office of the City Clerk.
27.V rom the City Planning Commission recommending the grenting of
a revocable permit for the use of property at the northeast corner of Park
and Central Avenues as an outdoor salesroom for automobiles, this permit
to be revoked at the plessure of the Council. Mr. Henning moved that the
recommendation be adopted. The motion was seconded by Mr. Brodersen and
carried unanimously.

From the City planning Commission recommending the reclassification
of 2150 Central Avenue from Class II to Class V. Mr. Latham moved that the
recommendation be adopted. Mr. Brodersen seconded the motion. Mr. Latham
then withdrew his motion with the consent of the Second. Mrs. Kirby addressed
the Council opposing the reclassification. Mr. Henning moved that the recom-
mendation of the City Planning Commission be riot adopted. The motion was
seconded by Er. Brodersen and on roll call carried unanimously.
29./ From the City Planning Commission recommending the reclassification
of the lot on the north side of Eagle Avenue 101 feet east of Webster Street,
from Class 1 to Class VII. Mr. Latham moved that the recommendation of the
Planning Commission be adopted. The motion was seconded by Mr. Brodersen
and carried unanimously.

From the City Planning Commission recommending the reclassification
of all lots fronting onhoth sides of Webster Street between the north line of
Central Avenue and the south line of Pacific Avenue, from Class V back to
Class III, excepting lots already used for Class V purposes. Mr. Brodersen
moved that the recommendations of the Planning Commission be adopted. Mr.
Henning seconded the motion and carried unanimously.
From City Manager Hickok relative to the petition presented b,a Prod
O. Imlay for permission to establish and operate a private patrol system in
Alameda, and recommending that the permit be not granted. Ordered filed.
32. Prom City Manager Hickok relative to accepting right of way for the
Industrial Highway,west'of Webster Street. Ordered filed. lar. Letham intro-

Mr. Brodersen seconded the motion to adopt the Resolution and on roll call
it was adopted and passed unanimously.
Prom Plumbing Inspectors' Association of California relative to the
convention to be held in Fresno, December 5, 6 end 7, and requestieg the City
of Alameda to send a representative to said convention. Mr. Henning moved
that the Sanitary Inspector be authorized to attend this convention and that
a sum not to exceed 40.00 be appropriated for his expenses. Er. Brodersen
seconded the motion and on roll call carried unanimously.
A copy of resolution adopted by the Fresno City Commission
to the proposed daylight saving law was received. Ordered filed.
Prom Kilpatrick and Goodman, complaining relative to condition of
premises west of 2510 Central Avenue. There being no objection, this mutter
was referred to the City Manager.
From the Alameda Improvement Club requesting the Council to proceed
with the opening, pavin6 end lighting off SPruce, Brush, Cypress, Main and
2nd Streets in the West End. Ur. Brodersen moved that the City Manager and
City Engineer make an estimate of the cost of this work, and that the matter
be referred to the Committee of the Whole for further consideration. Er.
Eenning seconded the motion,. and carried unanimously.
Prom Alameda Unit Republican Women's Federation of Ca'lifornia, for
permission to use the Council Chamber on the evenin_7 of October 24th,1930.
Mr. Latham moved that the request be granted; seconded by Mr. Henning and
carried unanimously,

38.V Trom E. H. Rogers, Building Inspector dying a report on
the conference recently held at Long Beach, and recommending certain °Lenges
to our Building Code. Hr. Henning moved that the report be adopted end
the City Attorney be instructed to prepare the necessary ordinance. The
motion was seconded by Ur. Brodersen and curried unanimously.
39./ A petition was received, signed by twenty-eight Alamedans, re-
questing that the name of Bay Island Avenue be changed to "Otis Drive"
A petition was also received containing eighty-two signers relative to
the neme of the proposed new playground on the South Shore at the foot
of Pearl Street, requesting that said park be named the "Herbert Hoover
PleygroundU These petitions were referred to the Committee of the Whole.
