TUESDAY EVENING, FEBRUARY 17TH,1931
The meeting convened at 8 o'clock with Council-President Schaefer presiding.
The roll was called and Councilmen Brodersen, Calcutt,Henning, Latham and
President Schaefer, (5) were noted present. Absent: None,
Mr. Calcutt moved that H. D. Tearle be appointed City Clerk pro tem; seconded
by Mr. Brodersen and carried unanimously.

NEW BUSINESS
The Clerk stated that in response to the advertised NOTICES INVITING SEALED
PROPOSALS for the improvement of Third Street, four (4) bids had been received. Mr.
Henning moved that the bids be received and opened. Mr. Calcutt seconded the motion
and it was carried unanimously. Thereupon the Clerk opened and read the bids, as
follows:

Mr. Latham moved that the bids be referred to the City Engineer to report back at this
meeting. Seconded by Mr. Henning and carried unanimously.
Mr. Edward Albert, of the Social Service Board, addressed the Council re-:
questing an appropriation of 03000 to take care of the unemployed in Alameda. After
discussion, Mr. Calcutt moved that an appropriation of 03000 be made from the General
Fund. Seconded by Mr. Latham and on roll call, carried unanimously.
Mr. Brodersen brought up the matter of the condition of the tennis courts
in various parks. The request of the Alameda Tennis Club for the resurfacing of
the South Tennis Court in Lincoln Park, which had been referred to the Committee of
the Whole, was, upon the motion of Mr. Brodersen and seconded by Mr. Latham, taken
February 17 1931.
out of the Committee of the Whole, and discussed. After discussion, Mr. Broder-
sen moved that this tennis court be reconditioned into a modern type court and
that the Clerk advertise for bids on same. Seconded by Mr. Latham and on roll
call carried unanimously.
4.7 Mr. Henning requested permission to leave the State at intervals during
the next ninety days. Mr. Latham moved that the request be granted. Seconded by
Mr. Calcutt and carried unanimously.
RESOLUTIONS,.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1578
IN THE MATTER OIP ACQUISITION AND IMPROVEMENT
DISTRICT NO. 4 OF THE CITY OF AIJAI3DA
ORDER DIRECTING PREPARATION OF SPECIFICATIONS
(Franklin and E. K. Taylor Parks)"
Mr. Brodersen seconded the motion to adopt the Resolution, and on roll call it
was adopted and passed unanimously.
6. The Clerk presented to the Council a Resolution providing for the con-
struction of a concrete sidewalk on the north side of Pacific Avenue, commencing
at a point 308 feet easterly from the east line of Third Street. Mr. Brodersen
moved that action upon this resolution be postponed sixty days. Seconded by Mr.
Henning and on roll call carried by the following vote: Ayes, Councilmen Broder.,.
sent Henning, Latham and President Schaefer. Noes, Councilman Calcutt. Absent,
None.
7.! Mr. Henning introduced and moved the adoption of
"Resolution No. 1579
Transferring 500.00 from:the General
Fund to the Initiative Relief Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
City Engineer Hamilton reported,as to the results of the bids sub mitted
for the improvement of Third Street, stating that Hutchinson Co., was lowest of
the bidders. Thereupon Mr. Henning introduced and moved the adoption of
"Resolution No. 1580

Mr. Brodersen seconded the motion and it was adopted and passed unanimously. Mr.
Henningmoved that the checks of all unsuccessful bidders be returned. Seconded
by Mr. Brodersen and carried unanimously.

Gasoline Tax. Mr. Latham moved that the Council endorse the Bill. Seconded
by Mr. Brodersen and carried unanimously.
21./ From Wm. H. Wilson, protesting the removal of old houses to Foley
Street. Ordered filed.

From E. H. Ropes, Major, Corps of ingineers, War Department
re-
lative to a Public Hearing on February 17th, 1931. Ordered filed.
23./ From R. B. Tappan, Police Judge, relative to Assembly Bill No. 308.
Mr. Latham moved that this matter be referred to the City Attorney for a re-
port back at the next meeting of the Council. Mr.Brodersen seconded the
motion and it was carried unanimously.
24.V From the Board of Public Utilities with copy of letter to Mr. F. J.
Malley, Secretary of North Side Protective Club, relative to dismantling of
the Municipal Electric Light Plant. Ordered,filed.
250v From D ora B. Pitman and S. O. Bowles, protesting the removal of
trees at High Street and Lincoln Avenue. Ordered filed.
260' From Rodman, Harding, Polak Co., Ltd., requesting permission to
erect a fence on curb line in front of their property at 2301 Blanding Avenue.
Mr. Friedman, Engineer of the Company, addressed the Council in support of
the request. After discussion, Mr. Latham moved that the matter be referred
to the City Attorney and City Manager to report back at the next meeting.
Seconded by Mr. Brodersen and carried unanimously.

From City Manager Hickok, submitting a report from Ader & Mathebat,
Insurance Advisors, on Automobile, Public Liability and Property Damage Insur-
ance carried by the City of Alameda. This was referred to the Committee of the
Whole and the Clerk was requested to send a copy to each member of the Council.
From Republican Women's Federation of California, Alameda Unit, re-
questing permission to use the Council Chambers of the City Hall for a public
meeting Friday evening, February 27th. Mr. Brodersen moved that the request
be granted. Seconded by Mr. Henning and carried unanimously.
From A. Feldhammer, requesting information relative to the Municipal
Electric Light Plant. Mr. Latham moved that this be referred to the Board of
Public Utilities for answer. Seconded by Mr. Brodersen and carried unanimously.
30. From R. Thomas Hughes, Realtor, requesting permission to engage local
lady solicitors to hand out free excursion tickets to Richmond Industrial City.
Mr. Brodersen moved that the City Manager issue the permit as requested. Sec-
onded by Mr. Henning and carried unanimously.
31•V Mr. Calcutt brought up the matter of insufficient lighting on the
2500 and 2800 blocks on Calhoun Street, and moved that the Board of Public
Utilities be requested to install electroliers along above mentioned blocks.
Seconded by Mr. Latham and carried unanimously.
320 An application was received from Craig and Cregan for a permit to
sell soft drinks at 1410 Webster Street. Mr. Calcutt moved that a temporary
permit be granted without cost to the applicants pending the taking effect of
the ordinance recently passed repealing Ordinance 262, N. S..Seconded b Mr.
Latham and carried unanimously.
