1931-03-17 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, MARCH 17TH, 1931.
The meeting convened at 8 o'clock P. M. with Council-president Schaefer
presiding.
The roll was called and Councilmen Brodersen, Calcutt, Henning, Latham
and President Schaefer, (5) were noted present. Absent: None.

The minutes of the regular meeting of March 3rd, 1931, were approved as
NEW BUSINESS:
1./ City Manager C. E. Hickok presented his resignation to the council to
take effect at the close of business April 20th, 1931. Mr. Henning moved that
the ,resignation be accepted. The motion was seconded by Mr. Brodersen and on
roll call carried unanimously. Councilmen Calcutt, Latham and President
Schaefer stated that in voting for the acceptance of the resignation of Mr.
Hickok, they did so with regret.
2.V e Mr. Latham moved that the City Manager be granted a seven days vacation,
commencing the latter part of March. The motion was seconded by Mr. Calcutt and
carried unanimously.
3./ Mr. Brodersen moved that City Clerk, W. E. Varcoe, be appointed to act
as City Manager pro tem during City Manager Hickok's absence, and also that
he serve as City Manager pro tem on April 21st, 1931. The motion was seconded
by Mr. Henning and carried unanimously.
A communication was received from the Publicity and Convention Committee
relative to advertising expenditures. Mr. Brodersen moved that the communica-
tion be referred to the City Attorney for report at the next meeting of the
council. The motion was seconded by Mr. Latham and carried unanimously.
RESOLUTIONS:
5." Mr. Latham introduced and moved the adoption of
"Resolution No. 1584.
Transferring $2000.00 from the General Fund to
the Initiative Relief Fund."
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it
was adopted and passed unanimously.
Mr. Brodersen introduced and moved the adoption of
"Resolution No. 1585.
Transferring $5365.49 from the Electric Light
Fund to the General Fund."
Mr. Henning seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Latham introduced and moved the adoption of
"Resolution No. 1586.
Transferring $20,000.00 from the Electric Light
Fund to the General Fund."
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
8.v Mr. Henning introduced and moved the adoption of
"Resolution No.1587.
Transferring $1756.25 from the Electric Light
Fund to the Interest and Redemption Fund."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
9. Mr. Brodersen introduced and moved the adoption of
"Resolution No. 1588.
Authorizing Installation of "Park Parallel on Suniays
and Holidays Only" Signs on Webster Street from Cent.ral
Avenue to Lincoln Avenue."
Mr. Henning seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
10.V Mr. Latham introduced and moved the adoption of
"Resolution No. 1589.
Resolutioh Refunding License Fees.
(Soft Drink Licenses)."
Mr. Brodersen seconded the motion to adopt the Resolution and on roll call it
was adopted and passed unanimaudtr.
FILING:
The Clerk stated that since the last meeting the following papers had
been filed:
Executed contract, Hutchinson Company, Third Street.
Bond of E. S. Bottemiller, as house mover.
COMMUNICATIONS:
The following communications were received:-
13.V' A petition of protest, relative to the installation of sidewalks along
the western line of Third. Street. Inasmuch as this installation has been authorized
by the council under Resolution of Intention, this petition of protest is of no
effect. Ordered filed.
14./ Notice of Annual meeting of stockholders, Alameda Belt Line. Ordered
filed.
15.V Noticeof Public Hearing, Application of Pacific Telephone & Telegraph
Company, to lay cable between Oakland and. Alameda. Mr.Latham moved that the
City Manager attend this meeting, representing the City of Alameda. The motion
was seconded by Mr. Henning and carried.
16. From Mrs. K. Diggins, protesting installation of new style electroliers
on Lincoln Avenue, between Bay and Sherman Streets. There being nothing before
the council in this connection, the communication was ordered filed.

18.V From the San Francisco-Oakland. Bay Bridge Advisory Committee, advising
addition of the name of Emil M. Brodersen to the committee. Ordered filed.
19. From the League of California Municipalities, requesting the council to
oppose passage of Senate Bills 526 and 527 and. Assembly Bill 573. Mr. Henning
moved that the request be complied with and our Senators and Assemblyman be
notified accordingly. The motion was seconded by Mr. Latham and same carried
unanimously.
20.V From the City Planning Commission, recommending the denial of the
petition for the reclassification, of the lot on the northeast corner 7:' of San
Jose Avenue and High Street, from a Residence District, Class I, to a Business
District, Class V, Communications were also read from the Alameda Improvement
Club requesting the council to affirm the Planning @omission's ruling, and a
letter of protest from the East Alameda Improvement Club was likewise read.
Mr. Latham moved that the recommendation of the Planning Commission be adopted.
The motion was seconded by Mr. Brodersen and same carried unanimously.
21." From City Manager Hickok, relative to cost of additional side fence
adjoining Lincoln Park ball field. Ordered filed. Petition from various
citizens and tax payers requesting the erection of fence on the south side of
Lincoln Park ball field. Mr. Latham moved that plans and spacificatinns be
prepared for the erection of the fence, in accordance with the communication
from the City Manager, and that the City Clerk advertise for bids for its
erection. The motion was seconded by Mr. Calcutt and on roll call carried
unanimou sly.
From the City Manager, containing balance of report of Ader & Mathebat,
Insurance Advisors. The Clerk was instructed to send to the council members a copy
of this report.
From City Attorney, E. J. Silver, relative to public liability, property
damage and automobile insurance. The communication was ordered filed.
24.v From Fernside Home Owners Association, relative to approaches and highways
to the proposed transbay bridge. Mr.' Helmet Strouss, President of the Association,
addressed the Council relative thereto. There being no objection, the communication
was referred to Mr. Brodersen of the Bridge Committee for discussion at the public
meeting to be held. Friday evening, March 20th, to which Mr. Strouss and representa-
tives of the Fernside Home Ownars Association were invited.

From L. L. Page, requesting permission to improve Calhoun Street, between
Mound and Court Streets, under private contract. Mr. Latham moved that permission
be granted, seconded by Mr. Henning and carried unaniMously.
ORDINANCE FOR INTRODUCTION:
The following ordinance was introduced and laid over under a provision of the
Charter : -
"Ordinance No.
New Series.
Adopting Rulers or Order for the Conduct of
Council Meetings, and Providing for the Pre-
liminary Consideration of Reports and Other
Matters Prior to said Meetings."
The Clerk stated that the time had arrived for the canvas of election
returns. The Council then proceeded with such canvas. Mr. Latham introduced and
moved the adoption of
"Resolution No. 1590.
Resolution Declaring Result of Election."
Mr. Calcutt seconde&the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
28.V Mr. Henning moved that the City Clerk be instructed to advertise for bids
for the construction of the Lincoln Park Tennis courts; these courts to be graded
from center to ends and that the plans and specifications presented by the City
Engineer be adopted. The motion was seconded by Mr. Latham and on roll call
carried unanimously.
Claims against the GenarallDepartments amounting to $4308.14; Police De-
partment, $211.27; Fire Department, $1120.44; Street DepartMent, $2722.28; Health
Department, $206.57; Recreation Department, $312.20; Golf Course Department,
$1108.49; Store Department, $156.89; Social Service Department, $402.94; Initiative
Relief Fund, $1104.60 and Compensation Insurance Fund $147.98 having been approved
and audited by the proper officials were listed by the Clerk as follows:-

Mr. Henning moved that the claims as listed be paid, seconded by Fir. Brodersen,
and on roll call carried unanimously.
There being no Turtharlusiness to transact, the Council adjourned
meet in regular session Tuesday evening, Arril 7th, 1931, at 8 o'clock.
