REGULAR MEETING OF TI-U COUNCIL OF TI CITY OF ALAMEDA,
TUESDAY EVENING, APRIL 21ST, 1931.
The meeting convened at 8 o'clock with Council-president Schaefer presiding.
The roll was called and Councilmen Brodersen, Galcutt, Henning, Latham and
President Schaefer, (5) were noted present. Absent: None.
The minutes of the regular meeting of April 7th, 1931 were approved as read.
City Clerk W. E. Varcoe administered the oath of office to the newly elected
Councilmen, Wm. F. Murray and Otto A. Leydecker, who took their places at the
council table.
NEW BUSINESS:
' The reorganization of the Council was then proceeded with Mayor Schaefer
relinquished the Chair to City Clerk, W. E. Varcoe, who read Article II, Section' 1
Section 6, and Section 5, Sub-division 4, of the Charter pertaining to reorganiza-
tion. Nominations were then called for President of the Council. Mr. Brodersen
nominated Mr. Wm. H. Henning as President and ex-officio Mayor, seconded by Mr.
Leydecker. My. Murray moved that the nominations be closed and the Clerk instruct-
ed to cast the ballot in favor of Wm. H. Henning, seconded by Mr. Brodersen and
carried. Such was the order. Nominations were then called for Vice-President
of the Council. Mr. Henning nominated Nr. Emil M. Brodersen as Vince-president of
the Council, seconded by Mr. Leydecker. Mr. Murray moved that the nominations be
closed and the Clerk instructed to cast the ballot in favor of Mr. Brodersen,
seconded by Mr. Leydecker and carried. Such was the order. The Clerk then
relinquished. the Chair to Council-president Henning.
The duly organized council was then called to order by President Henning.
" Mr. Schaefer then addressed the newly elected president, congratulating him
on his election as Presiding Officer of the Council, and presented the key of the
City of Alameda to him. Mr. Henning thanked former Mayor Schaefer and then ad-
dressed the members of the Council and the citizens present.
Mr. Brodersen moved that a recess of fifteen minutes be declared, seconded
"--r by Mr. Murray and carried.
(5. Upon reconvening, all members of the Council were noted present.
Mr. Schaefer moved that the regulE,r order of business be suspended and that
when the Council adjournsit does so to meet in regular adjourned session Friday
evening, April 24th, 1931, at 8 o'clock, seconded by Mr°. Brodersen and carried
unanimously.
COMMUNICATIONS:
The following communications were read:
7./ From Fernside Home Owners Association requesting that a special meeting of
the Council be called for Tuesday evening, April 28th, 1931, to discuss the repeal
of the ordinance reclassifying property in the Fernside District. Mr. Schaefer
moved that a special meeting of the Council be called for on Tuesday evening,
April 28th, 1931, at 8 o'clock for the purpose of discussing the repeal of the
ordinance reclassifying property in the Fernside District, seconded by Mr. Brodersen
and carried unanimously.
8/ From the Alameda Gladiolus Society presenting members of the City Council
with flowers. Ordered filed. Mr. Murray moved that a letter of thanks be sent to
the Alameda Gladiolus Society for their thoughtfulness, seconded by Mr. Leydecker and
carried unanimously.
Mr. Brodersen moved that W. E. Varcoe be appointed City Manager pro tem to
serve until such time as the City Manager is appointed, seconded by Mr. Murray and
carried unanimously.
10. Mr. Brodersen introduced and moved the adoption of
"Resolution No. 1593
To Appoint and Fix Compensation of a Certified
Public Accountant, and Appointing a Committee
for such Purpose."
Mr.'Leydecker seconded the motion to adopt the Resolution and on roll call it Was
adopted and passed by the following vote:- Ayes: Councilmen Brodersen, Leydecker,
Murray and President Henning, (4). Noes: Councilman Schaefer, (1). Absent: None.
In accordance with the above Resolution, President Henning appointed Councilmen
Leydecker and Brodersen and members of the committee to report back to the Council
at the next regular meeting.

Department, $271.89; Fire Department, $468.59; Street Department, $2415.37;
Health Department, $136.24; Recreation Department, $459.28; Golf Course De-
partment, $1868.28; Store Department, $141.25; Social Service Department,
$472.93; Initiative Relief Fund, $62.50; Street Improvement Fund, $139.35;
Compensation Insurance Fund, $198.50 and East Bay Municipal Utility District
