1931-08-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, AUGUST 18TH, 1931.
The meeting convened at 8 o'clock P. M. with Council-president Henning
presiding.
The roll was called and Councilmen Brodersen, Leydecker, Murray, Schaefer
and President Henning, (5) were noted present. Absent: None.
The minutes of the regular meeting of August 4th, 1931 were approved
as read.
WRITTEN COMMUNICATIONS:
The following communications were received:

From the Alameda Athletic Club, requesting use of the Council Chambers
Thursday evening, August 20th, 1931, from 8 to 10 P. M. for the purpose of hold-
ing a public meeting. Mr. Schaefer moved that the request be granted, seconded
by Mr. Leydecker and carried unanimously. '
From the Park Street Merchant's Association, relative to the distri-
bution of handbills and circulars in the City of Alameda. Mr. Murray moved that
the communication be referred to the Committee of the Whole for consideration,
seconded by Mr. Brodersen and carried unanimously.
From the City Planning Commission relative to the erection of a
marquise on the new, theater building in the course of construction on Central
Avenue, near Park Street. Mr. Schaefer moved that the recommendations contain-
ed therein be adopted, providing its conctruction complies and conforms with
the Building Code. The motion was seconded by Mr. Murray and same carried
unanimously.
From the League of California Municipalities, inviting the council to
attend meeting of the city officials at Eureka, on August 21st,1931. Mr.
Brodersen moved that the invitation be accepted and that the members of the
Council who desire to do so should attend at their own expense. The motion was
seconded by Mr. Schaefer and carried unanithously.
From L. L. Page, requesting permission to improve the east half of
Mound Street, between Calhoun and Clay Streets, under private contract. Mr.
Brodersen moved the request be granted, seconded by Mr. Schaefer and same carried
unanimously.
From the Alameda Improvement Club re proposed road to Army Air Base
ancL western waterfront. Inasmuch as this matter is at present in the hands of
the City Manager and conferences have been held with the parties interested, the
communication was ordered filed, and the Clerk instructed to notify the Club
as to previous action taken.
From the Alameda Improvement Club, requesting reconsideration by the
Council of its action taken at the meeting of August 4th, relative to the
disposition of the request of the Fire Chief to attend Annual Convention at
San Diego. After discussion, Mr. Murray moved that the Council reconsider
its action. The motion was seconded by Mr. Schaefer and upon roll call lost
by the following vote:- Ayes: Councilmen Murray and Schaefer, (2). Noes:
Councilmen Brodersen, Leydecker and President Henning, (3).
From C. C. Howard, relative to transportation problems. Ordered
filed.
From the Alameda Gladiolus Association requesting an appropriation
of not less than $253.00 be made available for the 1932 Gladiolus show. Mr.
Schaefer moved that the communication be referred to the Publicity and Convention
Committee, seconded by Mr. Murray and carried un.lnimously.
From the National Association of Letter Carriers, requesting that the
sum of $200.00 be appropriated out of the advertising fund, for space on the
back of the Convention Program., After discussion, Mr. Leydecker moved that
a sum in amount of $100.00 to cover a half page ad in this program be appro-
priated out of the advertising fund. The motion was seconded by Mr. Brodersen
and on roll call carried unanimously.
COMMITTEE REPORTS:

From the special committee appointed by the Mayor to investigate
expenditures of city monies for the construction of a sea-wall on Bay Farm
Island, request two weeks further time. Mr. Schaefer moved the requst be
granted, seconded by Mr. Brodersen and carried unanimously.
12./ From the Publicity and Convention Committee recommending that $150.00
be appropriated to the Alameda Dahlia Growers for the coining dahlia show;
also recommending the denial of the request from the Oakland Tribune for
$200.00 covering advertisement in the Tribune Annual. Mr. Schaefer moved that
the report of the Committee be adopted, and that the amount of :1)150.00
awarded the Alameda Dahlia Growers, be spent under the supervision of the City
Manager seconded by Mr. Leydecker and on roll call carried unanimously.
13.\/ From the Transportation Committee advising that a complete report of
their activities would be filed at the next meeting of the Council. The communi-
cation was filed.
14.'4 President Henning announeed the appointment of the following members
of the Council to confer with the County Board of Supervisors, relative to
obtaining a portion of the gasoline tax money for the proposed improvement of
Webster Street, Councilmen Leydecker and Brodersen and President Henning.
President Henning further stated that a meeting had been held with the County
Board of Supervisors and that the Committee had been assured that a tentative
amount of $25,000.00 would be laid aside for this proposed improvement upon
further discussion and the calling for bids. Mr.'Schaefer moved that the report
be received by the council, with commendation of the Committee for their efforts.
The motion was seconded by Mr. Brodersen and carried unanimously.
UNFINISHED BUSINESS:
15.
The Clerk stated in response to Notice to Bidders for Sale of Real
Property, he was in receipt of one bid for the sale of the city's one-fourteenth
interest in the proposed E. K. Taylor Park property . Mr. Schaefer moved that
the bid be opened and read, seconded by Mr. Murray and carried unanimously.
Thereupon the Clerk opened and read the bid as folows:
From Geo. H. Noble, Amount $300.00 plus all taxes which
may be accrued. The bid was accompanied by a certified check in
amount of $30.00 as a guarantee of purchase.
Mr. Brodersen moved that the matter be referred to the City Attorney to report
back to the council. The motion was seconded by Mr. Murray and same carried unani-
mously.
NEW BUSINESS:
16. Mr. Schaefer requested permission to leave the state for thirty days.
Mr. Murray moved the requeStbe granted, seconded by Mr. Brodersen and carried
unanimously.
17; Mr. Murray discussed with the council the matter of placing a large sign
along the right of way of the Southern Pacific Company at the Army Air Base
site. After discussion, Mr. Murray agreed to furnish copy for the said sign and
thereupon moved that a sum of $100.00 be appropriated out of the advertising
fund for the purchase of the sign. The motion was seconded by Mr. Brodersen and
on roll call carried unanimously.
Mr. Brodersen moved that the council contact the engineers in charge of the
work at the Army Air Base,Government Island and Glass Works, requesting them
wherever possible to employ Alameda residents. The motion was seconded by Mr.
Murray and carried unanimously.
19./ Mr. Leydecker called the attention of the council to the.condition and
appearance of the old hulks at the Alameda Airport Yacht Harbor, and moved that
a committee of two be appointed by the Mayor to investigate and report back as to
the possibility of improving present appearances. The motion was seconded by Mr.
Brodersen and carried unanimously. President Henning appointed Councilmen
Leydecker and Schaefer to serve as such committee.
President Henning addressed the council relative to the condition of side-
walks throughout the City and requested the City Engineer to investigate
and cause same to be repaired.

Mr. Brodersen moved that all bills as listed be paid, seconded by Llr. Murray
and on roll call carried unanimously, with the exception that Councilman
Schaefer voted, "No" on the payment of the bill to the Transportation Committee
in amount ofa65.25 and. Councilman Brodersen and President Henning voiced their
usual objections to the payment of the claim of the East Bay Municipal Utility
District.
There being no further business to transact, the Council adjourned to
to meet in regular session, Tuesday evening, September 21st, 1931 at 8 o'clock.
