1931-11-03 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
RUESDAY EVENING, NOVEMBER 3rd, 1931
The meeting convened at 8 o'clock with Council- President Henning presiding.
The roll was called and Councilmen Brodersen, Leydecker, Murray, Schaefer
and President Henning, (5) were noted present. Absent: None.
The minutes of the regular meeting of October 21st, 1931, were approved as
read.
WRITTEN COMMUNICATIONS:
The following communications were received:
From Hon. S. M. Shortridge, Hiram W. Johnson and Albert E. Carter re, discharging
freight at Encinal Terminals for Army Air Base. Ordered filed.
From Floyd Thompson, Secretary of the Golf Commission, relative to adoption of
plans and specifications for improvement of Golf Course Club House, and requesting
the Council to call for bids for same. Mr. Brodersen moved that the plans and spec-
ifications as presented be adopted, seconded by Mr. Murray and carried unanimously.
Mr.-Brodersen then moved that the Clerk be instructed to advertise for bids to be
received December 1st, 1931, at 8 o'clock, seconded by Mr. Leydecker and carried
unanimously.
From T. C. West, re employment of local attorney as special counsel for City.
Ordered filed. There being- no objection, the City Attorney was requested to "inform
Mr. West said appointment was made by the City Attorney and not by the Council.
4.V -From S. V. Davidson, re antique carpet weaver for sale by him. Ordered filed.
5. From City Attorney, E. J. Silver, giving opinion on the request of Josephine
Feldhammer, a member of the Board of Education, for a leave of absence from November
18th, 1931, to January 18th, 1932. Mr. Brodersen moved that Miss Feldhammer be
granted the leave as requested by her, seconded by Mr. Leydecker and on roll call
carried by the following vote, to wit : - Ayes: Councilmen Brodersen, Leydecker and
President Henning, (3)'. Noes: Oouneilman Schaefer, (1). Not Voting: Councilman
Murray, (1). In explanation of his action Councilman Murray stated he respectfully
wished to disagree with the opinion of the City Attorney.
From the City Planning Commission, recommending denial of petition to reclassify
the property situated on the south line of !mina Avenue, 150 feet west of Oak Street
to a Business District, Class III. Mr. Murray moved that the recommendation of
the Planning Commission be adopted, seconded by Mr. Brodersen and carried uanimously.
From the Chapel of the Chimes Radio Station, re advertising Alameda. Mr. Brod-
ersen moved that the Council favor the advertising of the City of Alameda through this
medium, provided it be done without cost to the City, seconded by Mr. Leydecker and
carried unanimously.
From the City Manager recommending lights be installed in McKinley and Washington
Parks at a cost of $320.00 and $147.00 respectively, said work to be done by F. C.
Deetken. Mr. Schaefer moved that the recommendation of the City Manager be adopted,
seconded by Mr. Brodersen and on roll. call carried unanimously,
From the City Manager, requesting further time re rat barrier ordinance. Mr.
Schaefer moved that the request be granted, seconded by Mr. Murray and carried
10. From the City Attorney, relative to the application of the American Institute
of Fraternal Citizenship, Inc. for a permit to sell calendars in the City of Alameda.
Mr. Brodersen moved that the matter be referred to the Committee of the Whole, for
further discussion, seconded by Mr, Leydecker. After discussion, Mr. Brodersen with-
drew his motion with the consent of his second, and moved the request be denied, sec-
onded by fir. Leydecker and carried unanimously.
1 . From Citizens Recall League, relative to election dates. Mr. Schaefer moved
that this matter be considered under the head of new business, seconded by Mr. Murray
and carried unanimously.
ISHED BUSINESS:
The following communications were taken out of the Committee of the Whole : -

19.E From A. J. Mervey relative to gasoline tax monies. There being no objection this
communication was referred to the Gas Tax Committee of the Council.
21./. From the Alameda Athletic Club relative to football game for unemployed.
The communication was,ordered filed and the Clerk was instructed to notify the
Alameda Athletic Club the Council declines,the offer wth thanks.
From the City Manager recommending that the sum of $1,000.00 be transferred
from the General Fund to the Initiative Relief Fund as a loan. Mr. Brodersen,
introduced and moved the adoption of
"Resolution No. 1634.
Transferring $1000.00 from the General
Fund to the Initiative Relief Fund".
Mr. Murray seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
23./ From Carl Bottino re surfacing of certain roads on Bay Farm Island. The com-
munication was filed and the Clerk instructed to notify Mr. Bottino of the unofficial
action taken by the Committee of the Whole at its last meeting, and advise him the
Council is now awaiting word from the property owners as to their, intention before im-
provement can be made.

From the City Manager re purchase of lot on the northeast corner of High Street
25.V and San Jose Avenue. Ordered filed.
28.7 From the City Manager recommending construction of fences at Lincoln Park at a
cost of $633.46. Mr. Schaefer moved that the recommendation of the.City Manager be
adqted, seconded by Mr. Brodersen and on roll call carried unanimously.
NEW BUSINESt:
27.v/ ° The Clerk stated that in response to advertised notice he was in receipt of three
bid i for the resurfacing of tennis courts at Washington Park. Mr. Brodersen moved that
the 'bids be received and opened, seconded by Mr. Murray and carried unanimously. There-
upon the Clerk opened and read the bids as follows:
From Malott & Peterson, accompanied by a certified check of $125.00, offer-

ingto do the work for $1224.00
From Hutchinson Company, accompanied by a certified check of $90.00, offer-
ing to do the work for the slim of Four and Nine-tenths Cents per square foot. (4.9g)
From P. N. Henning, accompanied by a certified cheek of $130.00 offering
to db the work for $1256.00 under Alternate Plan "A" and Plan "B".
Mr. Brodersen moved, that the bids be referred to the City Manager and City Engineer
to report back at the next meeting of the Council, seconded by Mr. Murray and carried
unanimously
28.V The Clerk presented and read his certification relative to petitions filed for
the ieca11 of Councilman Emil Brodersen, certifying that there was a sufficiency of
name o to call a special election for such recall.
29.1 ' The Clerk presented and read his certification relative to petitions filed for
the recall of Mayor William H. Henning, certifying that there were an insufficiency of
name to call a special election for the recall.
30.V A communication and opinion was read from Bestor Robinson, special counsel of
the City of Alameda, relativ, to recall elections.
There being no objections the Council recessed.
Upon reconvening, all members of the Council were noted present.
31.V 'Mr. Leydecker moved that the election for the recall of Councilman Emil Brod-
ersen be set for December 3, 1931, seconded by Mr. Brodersen and on roll call carried
unanlinously.
'The communications from the Citizens Recall League and from Bestor Robinson were
then tiled.
33./ 'Mr. Brodersen discussed the matter of the placing of "STOP" signs at the corner
of Webster Street and Linpoln Avenue, and moved the action taken at the last meeting
of the Council be rescinded. Seconded by Mr. Leydecker and carried unanimously. Mr.
Brodersen then moved that the,Oity Manager have installed at the Segregation Line
25-Mile speed limit signs and at Pacific Avenue 20-Mile speed limit signs, thereby
slowing up traffic at the crossing of Lincoln Avenue and Webster Street, seconded by
Mr. Leydecker and carried unanimously.
34.v/ lar. Murray discussed With the Council the necessity of reflector signs at the
intersection of Mound Street and Otis Drive, and moved that the City Manager be in-
structed to install same at this crossing and at all other crossings along Otis Drive
where the streets do extend through, seconded by Mr. Brodersen and carried unanimously.

Mr. Brodersen moved that the bills as listed be paid subject to the usual objection
as voiced by President Henning and. Councilman Brodersen relative to the payment of
the Water main extensions and Public Use Charge of the East Day Municipal Utility
District. Motion was seconded by Mr. Leydecker and on roll call carried unanimously.
There being no further business to transact, the Council adjourned to meet in
regular session Tuesday evening, November 17th, 1931, at 8 o'clock.
