1932-01-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JANUARY 19TH, 1932. The meeting convened at 8 o'clock with Council-president Henning presiding. The roll was called and Councilmen Brodersen, Leydecker, Murray, Schaefer and President Henning were noted present. Absent: None. 1. The minutes of the regular meeting of January 5th, 1932 were approved as read. WRITTEN COMMUNICATIONS: The following communications were received:- From the Pacific Coast Building Officials Conference requesting the city ' to consider active participating membership, Mr. Brodersen moved that the communi- cation be referred to the Committee of the Whole for consideration, seconded by Mr. Leydecker and carried unanimously. From Monterey-Salinas Land Title Company relative to purchase of photo recorder. Mr. Schaefer moved that the matter be referred to the Committee of the Whole for mnsideration, seconded by Mr. Brodersen and carried. 4.V From the Alameda Home Protective League, relative to expiration of Glass Works reclassification. Mr. Leydecker moved that the matter be referred to the Committee of the Whole, seconded by Mr. Brodersen and carried unanimaisly. From Elbridge F. Russell, requesting participation in insurance premium. Mr. Brodersen moved that the matter be referred to the Insurance Advisor, seconded by Mr. Leydecker and carried uhanimously. 6., From the North Central California Highway Association, relative to a meeting pertaining to highway system, gas tax and traffic laterals. Mr. Leydecker moved that the communication be referred to the Bridge Committee, seconded by Mr. Brodersen and carried. unanimously. From the City Planning ComMission, again recommending the denial of the reclassification of the southwest corner of Santa Clara Avenue and Bay Street, to a Business District, Class V. Mr. Murray moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Schaefer and on roll call lost by the following vote:- Ayes: Councilmen Murray and Schaefer, (2). Noes: Councilmen Brodersen, Leydecker and President Henning, (3). Absent: None. Mr. Leydecker moved that the matter be held over to the next meeting of the Council and that the Mayor appoint a committee of two to look into the matter of this reclassification and report back after interviewing property owners at the next meeting of the Council. The motion was seconded by Mr. Brodersen and same carried unanimously. Thereupon President Henning appointed Councilmen Leydecker and Murray as such committee. 8.V From the City Planning Commission, recomi_ending the reclassification of the property on the east side of Lafayette Streett seventy feet southerly from Pacific Avenue to a Residence District, Class 111. Mr. Schaefer moved that the recommendation of the Planning Commission be adopted, seconded by Mr. Leydecker and on roll call carried unanimously. From the City Planning Commission relative to electioh of officers for the year 1932. Ordered filed. 10.V From the City Manager relative to application of Alameda Belt Line, re right of way acorss Benton Field,-Military Reservation. Mr. Brodersen moved the adoption of the recommendation of the City Manager. The motion was seconded by Mr. Schaefer and same carried unanimously. 11.V From the City Manager relative to lighting the ball field at Washington Park for use of the National Guard. Mr. Leydecker moved that the lights be in- stalled at a cost of $190.00. The motion was seconded by Mr.Schaefer and on roll call carried unanimously. 12.' From the City Manager relative to development of Brooklyn Basin. Mr. Schaefer moved that the City Attorney be empowered with the Mayor to draft the necessary Resolution of protest and that copies be forwarded to various representa- tives in Washington as outlined. The motion was seconded by Mr. Leydecker and same carried unanimously. From the Mayor, Auditor and City Manager, rec ount of Money. Ordered filed. NEW BUSINESS: 14.v John H. Fittpatrick of 4164 Quigley Street, Oakland, addressed the Council requesting a gratuitous license for three weeks in order to peddle plants. After discussion, Mr. Schaefer moved that the matter be referred to the City Manager with power to act after conferring with various florists in the City. The motion was seconded by Mr. Leydecker and same carried unanimously. ' 15n1 ' An application for a gratuitous license was received from A. H. Vermillion, 2110 San Jose Avenue to peddle spices, etracts, etc., Mr. Murray moved that—the application be denied, seconded by Mr. Brodersen and same carried unanimously. REM LUT I ONS : 16.V Mr. Brodersen'introduced and moved the adoption of Mr. was 17./ "Resolution No. 1644. Resolution Endorsing Application of Alameda Belt Line for an Act of Congress to Authorize the Secretary of War to Grant a Right of Way to the Alameda Belt Line Across the Benton Field Military Reservation, Alameda, California." Schaefer seconded the motion to adopt the Resolution and on roll call adopted and passed unanimously. Mr. Brodersen introduced and moved the adoption of "Resolution No. 1645. Transferring $1590.00 from the Acquisition and Improvement Fund to the General Fund." Mr. Schaefer seconded the motion to adopt the Resolution and. on roll call adopted and passed unanimously. 18.V Mr. Leydecker introduced and moved the adoption of "Resolution No. 1646. Transferring $2500.00 from the Electric Light Fund to the Compensation Insurance Fund." Mr. Schaefer seconded the motion to adopt the Resolution'and on roll call adopted and passed unanimously. ORDINANCE FOR ADOPTION: The following Ordinance can up for adoption and was read by the 19.V "Ordinance No. New Series. Reclassifying Property. (North Line of Alameda Avenue, 3501 West of Willow Street. it it was it was Clerk:- Mr. Murray moved that the Ordinance was read be adopted, seconded by Mr. Schaefer and on roll call it was adopted and passed unanimously. ORDINANCE FOR INTRODUCTION: The following Ordinance was introduced and laid over under a provision the Charter:- FILING: "Ordinance No. New Series. Reclassifying Property. (1620 Lafayette Street)." of The Clerk stated that since the last meeting the following papers had been filed:- 21.V' 22.V.,, V/ 23.V 24. Balance Sheet, Alameda Belt Line, August 31, 1931. Oath of office, H. F. Schlichting, as member of Planning Commission. Blanket policy covering bonds of city employees. Affidavit of publication of Resolution No. 1643, re election.
