1932-04-19 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, APRIL 19TH, 1932.
The meeting convened at 8 o'clock with Council-president Murray presiding.
The roll was called and Councilmen Leydecker, Morris, Shanly, and President
Murray, (4) were noted present. Absent: Councilman Schaefer, (1).
The minutes of the regular meeting of April 5th, 1932 were approved as
read.
WRITTEN COMMUNICATIONS:

The following communications were received:
From the San Francisco Bay Cities Branch Railway Mail Association in
apprecitation. Ordered filed.
From Honorabies Shortridge, Johnson and Carter, acknowledging receipt
of letters re Federal salary reductions. Ordered filed.
From the County Board of Supervisors, re replacement of Park Street
Bridge. President Murray stated that he would appoint Mr. E. G. Ryder as the Park
Street Bridge Committee, succeeding former Councilman E. M. Brodersen. There
being no objection,the communication was referred to Mr. Ryder.
From the City Planing Commission relative to the matter of the proposed
diagonal street in the east end of Alameda. The communication was referred to a
meeting of the Committee of the Whole for consideration.
From the West End Merchants Association, re purchase of land and erection
of building for branch library in the West End. The communication was referred to
the Committee of the Whole for consideration.
From Strecker Blue Print and Photo Copying Company, relative to photostating
city records. Referred to the Committee of the Whole for consideration.
From Wm. J. Locke, requesting council to ask that written charges be filed
against him by the President of the League of California Municipalities. The com-
munication was filed without action.
From Alvin J. Kelly, requesting that the unused portion of peddler's license
tax be returned to him. Mr. Shanly moved that the unearned portion be returned in
accordance with the request, seconded by Mr. Leydecker and on roll call carried
unanimously.
From the Alameda Improvement Club, re curtailment of service of Southern 7'
Pacific Company. The communication was ordered filed.
O,V From A. H. Thau, re amending present city charter. There being no objection
the matter was referred to a meeting of the Committee of the Whole.
11.V From the North Side Protective Club re the re-installing of equipment
in the Muhicipal Electric Light Plant. The communication was ordered filed.
12. From the North Side Protective Club, re employment of an Assistant City
Attorney. The communication was again referred to the City Attorney for reply.
From Barker's Alameda Furniture Company, requesting that a loading zone be
established in front of their warehouse at 2420 Central Avenue. There being no
objection the communication was referred to the Chief of Pollee for investigation
and report.

14. From H. Y. Bradley, Insurance Advisor and Broker, recommending that members
of the Alameda Association of Insurance Agents participate in the distribution of
sixty per cent of the insurance commission from premiums eminating on policies
issued to the City of Alameda. Mr. Morris moved that the recommendation of the
Insurance Advisor be adopted, seconded by Mr. Leydecker and carried unanimously.
UNFINISHED BUSINESS:
15.1 Report of City Manager as to dilapidated buildings at 533-35 Central Avenue.
There being no objection, the matter was laid over to the next regular meeting of the
v'Council for action.

Report of City Manager re request of Melrose Rifle Club to operate a rifle range.
Mr. Reed and others were present in the Council Chamber protesting the granting of a
permit to use the building for the purpose specified. President Murray stated that
iit would be advisable for Mr. Reed to circulate a petition of protest in the matter.
Report of City Manager re request of the Alameda Tax Payers Association for
Vthe arrangement of meeting nights in McKinley Park. Clubhouse. Ordered filed.
NEW BUSINESS:
Mr. Leydecker moved that the services of Neil B. Pierson as City Manager be
dispensed with for the best interests of the city as of this date. The motion was
/Seconded by Mr. Morris ad on roll call carried unanimously.
Mr. Leydecker moved that Neil B. Pierson be granted one-half month's :salary•
The motion was seconded by Mr. Morris and on roll call carried unanimously.
20. Mr. Leydecker moved that Mr. Ralph Bryant be appointed City Manager at a
salary of $5,000.00 per year, the pointment to be effective as to May 1st
1932. The motion was seconded by Mr. Morris and on roll call carried
/unanimously.
21./ M. Leydecker moved that City Clerk, W. E. Varcoe, be authorized to act
as Acting City Manager, to May 1st, 1932. The motion was seconded by Mr. Morris
and carried unanimously.
RESOLUTIONS:
220/ Mr. Morris introduced and moved the adoption of
"Resolution No. 1661.
Transferring $1968.75 from the Electric Light Fund
to the Interest and Redemption Fund."
Mr. Sh4nly seconded the motion to adopt the Resolution ani on roll call it was
adopted and passed unanimously.
23.' Mr. Morris introduced and moved the adoption of
"Resolution No. 1662.
Transferring 44656.33 from the Electric Light Fund
to the General Fund."
Mr. Leydecker seconded the motion to adopt the Resolution and on roll call it
adopted and passed unanimously.
24. Mr. Morris introduced and moved the adoption of
"Resolution No. 1663.
Authorizing Installation of Parking Sign on West
Side of Oak Street, 90 feet North from Alameda
Avenue, and Parking Sign on North side of Alameda
Avenue, 90 feet West ffom Oak Street."
Mr. Shanly seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
