1932-05-04 Regular CC MinutesREGULAR ,ETING OF TEIE COUNCIL OF THE CITY OF ALAMEDA, WEDNESDAY EVENING, MAY 4TH, 1932. The meeting convened at 8 o'clock with Counil-President Murray presiding. The roll was called and Councilmen Leydecker, Schaefer, Shanly and President Murray, (4) were noted present. Absent: Councilman Morris, (1). The minutes of the regular meeting of April 19th were approved as read. ORAL COVEUNICATIONS: 1.1 Councilman Schaefer presented the following communication, with the request that it be read by the Clerk, spread upon the Minutes and filed. Such was the order. The Council, City Hall, Alameda, California. "May 4 932. Gentlemen: Alameda has just passed through a political ordeal since the beginning of this year. The electorate of our City declared its will in no uncertain terms. It has been my endeavor to be a servant of the public in accordance with the desire of the overwhelming majority of Alamedans as expressed at the polls. However, a succession of occurences beyond control hindered the realization of the declared wish of the voters. Nevertheless I have at all times and do now hold myself obedient to and anxious only to serve the wish of the people. Not now, politically, changing circumstances have made changed conditions. In the time which has passed since the election of last. January, new problems have arisen and new crises confront our public. Issues which seemed all important following the election appear to have lost certain of their significance. Especially is this so when we realize the imminence of unemployment in our City and the poverty and actual want with which the depression is visiting us. Our City Council is confronted with the necessity of making provision for the present and soon must solve the more than ever serious questions involved in the preparation of a new budget for the future. Today is no time for continuing old disagreements. The demands of the moment cannot consider past differences. It is the duty of each of us in a position to serve the public to forget what has gone before, to waste neither time nor opportunity for our City's welfare and to cooperate on behalf of every element, every belief, every faction, in the service of our City. Gentlemen, it, is in, the spirit of fullest harmony that I participate in your deliberations and I 8121 assured you will join with me iA a like spirit. Respectfully yours, (Signed) VICTOR L. WRITTEN conmiCATIONS: The following communications were received: From the City Planning Commission, recommending that a temporary and revocable permit to bake doughnuts at 533 Taylor Avenue be issued. Mr. Schaefer moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Shanly and carried unanimously. From the City Planning Commission, recommending approval of sub-division of map "The Alameda Marina" presented by A. E. J. Duchesnay. Mr. Shanly moved the recommendation of the City Planning Commission be adopted, seconded by Mr. Leydecker and carried unanimously. 4•v7 , From the Chief of Police, recommending granting of parking zone on Central Avenue, in compliance with the request of Barker's Alameda Furniture Company. The communication was ordered filed. From the Citizenship Department of the Alameda Public Schools, inviting the Council to attend the citizenship graduating class exercises. President Murray stated on behalf of the Council the invitation was accepted. 6. From the Alameda Improvement Club, relative to amending and clarifying the City Charter. Referred to the Committee of the Whole. From the Alameda Improvement Club, relative to establishment of an In- // dustrial Zone. Referred to the City Planning Commission for consideration. 8.■/ From the Alameda Improvement Club, relative to cost of approaches to the San Francisco Bay Bridge. The communication was referred to the City Manager for r".' consideration. From the Alameda Women's Civic Club requesting use of the council chambers as a permanent meeting place. Mr. Schaefer moved that they be granted the use of the Council Chamber for the first Monday evening of each month, in accordance with their request. The motion was seconded by Mr. Leydecker and carried unanimously. UNFINISHED BUSINESS: 10.1 Application of the Melrose Rifle Club to use the old Liberty Building at the north end of Bay Street as an indoor rifle range, was again discussed. The Council was addressed by Messrs. Chandler Smith and Lewis in support of the application. Mrs. Alice Caton addressed the council relative to the condition of the building. After discussion, Mr. Schaefer moved the entire matter be referred to the City Manager for investigation and report. The motion was seconded by Mr. Shanly and same carried unanimously. 111 The matter of the removal of the dilapidated buildings at 533 and 535 Central Avenue was brought up. In view of the report of the Building Inspector, further action by the Council was laid over until its next regular meeting. 12. The request of the Alameda Gladiolus Society for an appropriation of $250.00 to conduct the annual flower show , previously referred to the Committee of the Whole was again presented to the council for consideration. Mr. Shanly moved that v% the Society be advised that the Council at this time was unable to appropriate any money for the financing of the proposed display. The motion was seconded by Mr. Leydecker and carried unanimously. 131 1 The request of the Junior Traffic police for a contribution of $25.00 for baseball uniforms and equipment was taken out of the Committee of the Whole for further consideration. After discussion, Mr. Shanly moved that the amount be allowed, in accordance with the request. The motion was seconded by Mr. Schaefer and on roll call ,carried unanirously. The matter of the purchase by the city of additionaproperty for park and civic purposes was taken out of the Committee of the Whole and further discussed by the Council. The Council was addressed by John Ferretti and. Leo S. Robinson. / After discussion, Mr. Leydecker moved that the proposed purchase of these pieces of property be laid on the table indefinitely. The motion was seconded by Mr. Shanly and carried unanimously. RESOLUTIONS:: 15.1 Mr. Shanly introduced and moved the adoption of "Resolution No. 1664. Creating Maitland Drive Improvement Fund and Transferring $1150.00 from the General Fund to said Maitland Drive Improvement Fund." Mr. Leydecker seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 16.1 Mr. Leydecker introduced and moved the adoption of Mr. Shanly seconded the and passed unanimously. FILING: "Resolution No. 1665. Authorizing Mayor to Execute Consent to License Agreement between the Regents of the University of California and.
