1932-08-02 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA TUESDAY EVENING,AUGUST 2,1932 The meeting convened at 8 o'clock P.M. with Council-president Murray presiding. The roll was called and Councilmen Leydecker, Morris, Schaefer, Shanly and Presi- dent Murray (M were noted present. Absent: None. Mr. Schaefer moved that Loreme Beatie be appointed City Clerk pro tem, seconded by Mr. Leydecker and same carried unanimously. The minutes of the regular meeting of July 19th, 1932 were approved with this amendment: Paragraph No. 8 should read as follows:"From the North Side Protective Club, requesting use of the Council Chambers, Monday evening August 8th at 8:00 o'clock for the purpose of a public meeting. Mr. Schaefer moved that the request be granted. Mr. Leydecker seconded the motion and same carried unanimously". ORAL COMMUNICATIONS: Mr. William R. Calcutt addressed the Council relative to purchase of furniture, requesting reply to his recent letter to the Council concerning same. No action. WRITTEN COMMUNICATIONS: From the Alameda Chamber of Commerce regarding reduction in Governmental expendittes. There being no objection this communication was referred to the City Manager for budget consideration. V From the City Clerk, W. E. Varcoe, resigning his position on account of ill health. Mr. Leydecker moved that the resignation be accepted, seconded by Mr. Morris and same carried unanimously. / From the City Manager, recommending that no contribution be made to the proposed Rate Department of the League of California Municipalities. Mr. Shanly moved that the recommendation of the City Manager be adopted, seconded by Mr. Leydecker and same carried unanimously. J5. / From the City Manager, recommending that permit be granted to the Yale Manufacturing Company for erection of a 7-1/2 foot fence on their property at 1910 Clement Avenue. Mr. Schaefer moved that the recommendation of the City Manager be adopted, seconded by Mr. Shanly and same carried unanimously. 6.t./ From the Unemployed Citizens' League, requesting refund of license tax in amount of 07.50, covering skating; rink at 1217 Lincoln Avenue. Also letter attached from the City Manager recommending the request be granted. Mr. Shanly moved that the recommendation of the City Manager be adopted, seconded by Mr. Leydecker and on roll call carried unanimous- ly. From the Oakland American Legion Convention Committee, requesting that a sum of $100,00 be appropriated to cover street decorations for their coming State convention. Shanly moved the request be denied, seconded by Mr. Morris and same carried unanimously. 8. vi From the Municipal Electric Light & Power, requesting authorization to discontinue the operation of municipal bus lines. Mr. Schaefer moved that the matter be referred to a meeting of the Committee of the Whole, seconded by Mr. Shanly and same carried unanimously. From the Alameda Board of Education regarding refund of $4,693.75. Communication ordered filed. _.10. // From the City Manager recommending that the Southern Pacific Company be granted privilege of stopping trains going eastward on near side of Park Street and Encinal ...venue and that flagman at this point be not removed. Mr. Leydecker moved that the recommendations of the City Manager be adopted, seconded by Mr. Shanly and same carried unanimously. From the City Manager recommending an agreement be entered into between the United. States Department of Agriculture and the City of Alameda for the wrecking of old build- ings on Government Island. Mr. Schaefer moved that the recommendation of the City Man- ager be adopted and that the Mayor execute such agreement. Motion was seconded by Mr. Leydecier and on roll -call carried unanimously. • 7 From Russell J. Franck, protesting payment of any bills contracted for Mayor's and/or City Manager's office. There being no objection, the communication was ordered filed. From Mr, B. F. Lamborn, regarding taxes levied on municipally owned tide lands. There being no objection, the matter was referred to the City Attorney for reply to Mr. Lamborn. From the City Planning Commission recommending discontinuation of parking on north side of Clinton Avenue for approximately 200 feet west of Willow Street. There being no objection, the matter was referred to the City Manager for investigation, and to/eport back at the next meeting of the Council. 15. V From Mrs. L. E. Ritchie, protesting the reclassification of the southwest corner of Park and Central Avenues, to Class V District. Also communication from Ader & Mathebat, the owners of the property in question, and a communication from the City Planning Commission recommending the denial of the petition for the reclassification of this property. After discussion, Mr. Schaefer moved that the matter be referred to the City Manager for investigation and that no action be taken by the Council until the next regular meeting, to be held ugust 16th;1932. Seconded by Mr. Leydecker and same carried unanimously. 6. V From Oakland Title Insurance Company, relative to exchange of property with A. E. J. Duchesnay at south end of Park Avenue. There being no objection, the matter was referred to the City Manager and City Attorney for investigation and recommendation. 17. v7 From the Tilden Lumber Company, requesting closing of the end of Webster Street at the Estuary. After discussion, Mr. Shanly moved that the request be denied. Seconded by Mr. Leydecker and same carried unanimously. / 18. 4 From Alameda Insurance Agents' Association, complaining of California State Auto- mobile .Association's signs. Mr. Leydecker moved that the matter be referred to the City Manager for investigation and to report back at the next regular meeting of the.Council. 19. From Louis Monett, in commendation of Mayor Murray. Ordered filed. NEW BUSINESS: 20. V Mr. Shanly advised that the Council is at the present time without a Vice-president and moved that Mr. Leydecker be appointed as such. The motion was seconded by Mr. Morris, and on roll call carried by the following vote: Ayes: Councilmen Morris, Shanly and Presi- dent Murray (3). Noes: None. Not Voting: Councilmen Leydecker and Schaefer,(2). Absent: None. ORDINANCES FOR PASSAGE: The following Ordinances came up for passage and were read by the Clerk: 21. "Ordinance No. , New Series Authorizing Annual Vacations for City Officials and Employees, and Repealing all Ordinances in Conflict Herewith, Including Ordinance No.461, N.S.", Mr. Schaefer moved that the ordinance as read be adopted, seconded by Mr. Morris, and on roll call carried unanimously. 22. "Ordinance No. , New Series An Ordinance Creating a Municipal Golf Commission, Providing for the Appointment Thereof and Specifying Its Powers and Duties Thereof, and Repealing Ordi- nance No. 293, New Series.", Mr. Shanly moved that the ordinance as read be adopted, seconded by Mr.Leydedwand on roll call carried unanimously. ORDINANCE FOR INTRODUCTION: The following ordinance was introduced and laid over under a provision of the Charter: 23. FILING: "Ordinance No. , New Series .Authorizing Extending Time and. Interpreting Section 'X' of Lease DatelAugust 7th, 1928, by and between City of Alameda and Chadwick Thompson and Virgil G. Skinner, and Alameda Airport, Inc., their Assignee".
