1987-07-21 Regular CIC Minutes72 REGULAR MEETING OF THE COMMUNITY IMPROVEMENT COMMISSION OF THE CITY OF ALAMEDA HELD TUESDAY JULY 21, 1987 The meeting convened at 7:27 p.m. with Chairman Corica presiding. The Pledge of Allegiance was led by Commissioner Thomas. ROLL CALL: Present: Absent: Commissioners Camicia, Haugner, Monsef, Thomas, and Chairman Corica - 5. None. ORAL COMMUNICATIONS, AGENDA 87 -40 - Charles Tillman, 2415 Roosevelt Drive, inquired about Alameda Marina Village homes which are sold to the low- and moderate- income groups through the Affordable Housing Program. In response, the Finance Director explained tax increments are broken out so that 20% is for low- and moderate - income housing, and per an Owner Participation Agreement and City Cooperation Agreement, 95% of the 80% tax increment balance is used to partially off set the debt service on the $33,000,000 of assessment district bonds. The Director added that in 1985 the Redevelopment Agency issued 2.3 million dollars of tax allocation bonds and the proceeds of bonds are used to fund low- and moderate- income housing within the Project area; that the Redevelopment Agency approves an affordable housing budget annually; and that the budget this year was $734,27000. Mr. Zenoni further stated that if a person is interested in the program, he or she would go to Alameda Marina Village and submit his or her name, although the four grants given this year have exhausted the funds in this year's budget. Chairman Corica stated that a $200,000. home is not, in his mind, within the low- and moderate- income bracket. The Finance Director stated that low- income participants would come in under the rental program. City Manager noted low - income dollars generated are to be committed to the 185 units of senior housing, and that the Housing Authority Executive Director and Community Development Director are discussing the matter. Commissioner Thomas inquired about the proposed low- income units at the Caravel Apartments, to which the City Manager responded that the Caravel Apartments' low - income funds will be reprogrammed, if the Commission so desires, to support the 185 units of senior housing that is now under development by the Housing Authority. 73 The Finance Director commented that the low- income program will be in the second year afforable housing budget (Oct. 1, 1987 to September, 1988). In response to Commissioner Thomas' inquiry regardin4=how many moderate - income units remain, the City Manager stated it depends upon the number of dollars provided. Commissioner Thomas noted she was concerned about the lack of advertising of the program, to which the City Manager stated, if Council desires, an ad could be placed in the newspaper. The City Manager added that the City is in the process of discussing with the developer the possibility of committing the funds designed for the moderate - income program into the 185 senior housing program. Commissioner Thomas noted that she thought there was a specific commitment for 23 low- to moderate - income units. Chairman Corica stated that the City should advertise the availability of the programs. Fred Scullin, 1120 Chestnut Street, commented that the Agreement between the Commission and Alameda Marina Village states (Sec. 2.03) that the Participant (AMV) shall select qualified households. Mr. Scullin questioned a sum reflected in the current CIC budget for auditing purposes, and suggested that target figures be provided to Commissioners which were originally designated for specific years. RESOLUTIONS 87 -41 Resolution No. 87 -33 "Approving a loan from the City of Alameda to finance Commission activities and authorizing the Executive Director to execute an agreement to repay funds to the City of Alameda." Adopted. Commissioner Camicia made a motion to adopt the resolution; Commissioner Haugner seconded the motion which carried by unanimous voice vote - 5. 87 -42 Resolution No. 87 -34 "Approving and adopting a budget for the fiscal years 1987 -88 and 1988 -89." Adopted. Commissioner Camicia made a motion for adoption; Commissioner Monsef seconded the motion which carried by unanimous voice vote - 5. 74 ORAL COMMUNICATIONS, GENERAL 87 -43 Mr. Ed Clark, 1422 Cottage Street, requested' that the paring lot between Lincoln Avenue and Haight Street be included in the Commission's budget.
