1989-12-19 Regular CIC Minutes108 MINUTES OF THE REGULAR MEETING OF THE COMMUNITY IMPROVEMENT COMMISSION OF THE CITY OF ALAMEDA HELD TUESDAY - - - - - - - - - - - - DECEMBER 19, 1989 The meeting convened at 7:25 p.m., with Chairman Corica presiding. The invocation was given by Reverend Dorothy Kimbrell, and the Pledge of Allegiance was led by Commissioner Withrow. ROLL CALL Present: Absent: Commissioners Arnerich, Camicia, Withrow, and Chairman Corica - 4. Commissioner Thomas - 1. MINUTES Commissioner Camicia made a motion to accept the minutes of regular Community Improvement Commission Meeting of November 1989. Commissioner Withrow seconded the motion and it carried by unanimous voice vote - 4. REPORTS AND RECOMMENDATIONS 89 -58 From Assistant Executive Director regarding status of expanding the boundaries of the West End Community Improvement Project Area. the 21, was Diane Coler -Dark, 2857 Jackson Street, spoke in favor of a redevelopment area for Webster Street; stated Council should consider a stated amount of funding, or a stated number of years during which energy and money would be directed toward Webster Street, rather than perhaps having money diverted in the future to other projects. Richard Roth, 1533 Webster Street, stated he favors revitalization of Webster Street, believes Webster Street should be a separate district from the Marina Village District, a dividing line between Park and Webster Streets should be approximately at Grand Street; discussed the tax increment forecast; has concerns that Webster Street cannot generate enough funds; discussed the three properties to be completed by 1994 noted in the report and is concerned that after those properties are developed, nothing is planned to make Webster Street better in order to generate more funds; perhaps the small area really cannot justify itself, and that is why he would like Council to consider a smaller district. Commissioner Withrow made a motion to accept the report; Commissioner Arnerich seconded the motion which was carried by unanimous voice vote - 4.
