MINUTES
Commissioner Lucas moved approval of the Minutes of the Regular
Community Improvement Commission Meeting held November 19, 1991.
Commissioner Arnerich seconded the motion which was carried by

REPORT AND RECOMMENDATION
91-90 Report from Community Development Director regarding
Amendments to the Community Improvement Plan for the Alameda
Business and Waterfront Improvement Project.
Commissioner Lucas moved acceptance of the report and
recommendation. Commissioner Camicia seconded the motion.
Commissioner Roth stated there must be an easier way to deal with
the inconsistencies and he would like this matter held over until he
can look at it further.
President Withrow requested the Community Development Director
highlight the sensitive elements.
The Community Development Director stated the proposal before
Council is to institute a routine mechanism for inconsistencies that
are not substantive while leaving a regular amendment process for
substantive changes to the Plan.
In answer to Councilmember Roth's inquiry, the Community Development
Director confirmed that, after initial adjustments are made, if
someone proposes minor amendments, that person will not need to
wait; he will get his proposal accomplished and [staff] will
accomplish the clean-up later.
The motion was carried by unanimous voice vote - 5.
