MINUTES OF THE SPECIAL MEETING
OF THE COMMUNITY IMPROVEMENT COMMISSION
JANUARY 7, 1997
The meeting was called to order at 7:55 p.m. by Chair Appezzato.
ROLL CALL - PRESENT: Commissioners Daysog, Kerr, Lucas, DeWitt
and Chair Appezzato - 5.
ABSENT: None.
MINUTES
(97-01) Minutes of the Special Community Improvement Commission
meeting of December 17, 1996. Approved.
Commissioner Lucas moved approval of the Minutes. Commissioner
DeWitt seconded the motion, which carried by the following voice
vote - Ayes: Commissioners DeWitt, Lucas, and Chair Appezzato - 3.
Noes: None. Abstentions: Commissioner Daysog and Commissioner Kerr
- 2.
REGULAR AGENDA
(97-02) Resolution No. 97-65 "Accepting the Preliminary Plan for
the Alameda Point Improvement Project ("APIP); Directing
Preparation of the Redevelopment Plan; and Authorizing Transmittal
of Information to Affect Taxing Agencies and Officials." Adopted.
Commissioner Daysog stated that preliminary figures of
approximately $8 million in services are required for Naval Air
Station (NAS) Alameda. Services generally come from the General
Fund; redevelopment fund tax increments cannot be used to pay for
services, only for improving the infrastructure of the area; the
majority of taxes will be gone from NAS; the General Fund will need
to begin covering a lot of services; a $200,000 residential home
in a redevelopment area provides approximately $104 to the General
Fund, a $200,000 home in Alameda, outside of a redevelopment area
will bring in $518; and if there are 100 homes worth $200,000 in
the redevelopment area, in one year the General Fund would be
foregoing $480,000-- money which could fund a program.
Commissioner Daysog further stated that he is not opposed to
redevelopment; it (redevelopment] works and is important; he is
opposed to residential areas in redevelopment areas because of lack

of generating property taxes; and a household [redevelopment] will
consume more in General Fund [in] services than it will pay into
the General Fund; the matter is a policy question; therefore, he
would like to move to exclude parcel number 2 from the
redevelopment area which is residential area, re -draw parcel number
2, allow the housing at the top -most part to remain in the
redevelopment, and include the strip of land in between parcel 2.
Commissioner Kerr stated that additional land may not be added to
the proposed redevelopment area, however, property may be
subtracted; she will support the widest possible area, leaving room
to subtract if we [Council] want to.
MOTION FAILED FOR LACK OF A SECOND.
Commissioner Lucas moved approval of staff recommendation [adoption
of the Resolution).
Commissioner Kerr seconded the motion.
Under discussion, Commissioner Daysog stated that it is important
to move ahead with redevelopment; he will continue to press on a
policy matter regarding residential and fiscal impacts; however, he
will support the motion, as it is important to move ahead.
Chair Appezzato stated that he concurred with Commissioner Kerr;
redevelopment of Marina Village is a model project on how
redevelopment should be handled; and he is not sure that the City
has as many tools as needed to develop the Navy Base; however,
having the largest redevelopment area as possible will be a benefit
as the City goes forward, and he will support the Resolution.
On the call for the question, the motion to Adopt the Resolution
carried by unanimous voice vote - 5.
ADJOURNMENT
There being no further business before the Commission, Chair
Appezzato adjourned the meeting at 8:04 p.m.
