TUESDAY- -JUNE 17, 1997- -7:25 P.M.
Chair Appezzato called the meeting to order ac 7:45 p.m.
ROLL CALL- PRESENT:

and Chair Appezzato - 5.
None.
Commissioner Lucas led the Pledge of Allegiance.
Pastor Robert Broekema, First Christian Reformed Church, gave the
Invocation.
REGULAR AGENDA ITEAS
(97-019) Public Hearing to Review Progress on the Five-Year
Implementation Plan for the City's Redevelopment Areas.
Commissioner DeWitt stated that the Marina Village Area is a good
example of how an improvement program can work and work well; he is
interested in live/work spaces, and hopes that the Planning
Department can look into the matter; also, staff should determine
whether there is funding available to pick up trash and provide
maintenance at the entrance to and exit of the Tube.
Chair Appezzato summarized the Progress Report.
Commissioner Kerr inquired whether the reference to a residentially
developable site on Marina Village Parkway [Page 6 of the Report]
referred to the [former] Drive-In Site.
The Community Development Director responded that the residentially
developable site is in reference to an existing approved
Development Plan of Marina Village known as the Master Plan, and
that the development would not effect the Head Houses.
Commissioner Kerr inquired on the status of the Commercial
Recruiter, to which the Community Development Director responded
•that progress was being made on a variety of parameters, and there
would be a second quarterly report to the City Council on the exact
achievements.

Commissioner Daysog stated that he also has concerns regarding
trash clean-up, and it would be great if there were Redevelopment
funds available for the clean-up or street cleaning of Webster
and/or Park Streets.
Commissioner Lucas stated that she supports Commissioner DeWitt's
position on work-live studios along the Waterfront. She further
stated that it has become clear the community wants a Trader Joe's
or a similar store, and the Community Development Department should
look into the matter and report back with a suggestion on location.
Chair Appezzato stated that he had personal contact in his office
with the top officials of Trader Joe's; that they indicated a
desire to come to Alameda, the demographics seem to be acceptable,
the difficulty is in finding a location, and they are looking at
certain sites; and he concurs with Commissioner Lucas that whatever
the Community Development Department can do to add to that effort
should be done.
In response to the City Manager's inquiry concerning the
Commission's desire for additional information regarding said
matter, Chair Appezzato stated that the Community Development
Department should report back.
Commissioner Lucas stated that the Trader Joe's issue may take some
time, and there could be an off-agenda report when information
becomes available on the matter.
Commissioner Lucas moved approval of the staff recommendation.
Commissioner Kerr seconded the motion, which carried by unanimous
voice vote - 5.
(97-020) Report from the Community Development Director Regarding
Information on Newsrack Manufacturers and Costs. (Lucas)
Commissioner Lucas thanked the Community Development Department for
reporting on the issue; she stated that everyone is aware that the
newsracks need to be kept in good condition to reflect well on the
community; and she moved acceptance of the report.
Commissioner Kerr seconded the motion.
Under discussion, Commissioner Kerr stated that the Community
Development Department should investigate whether a few sample
newsracks could be donated to the City.
Commissioner DeWitt stated that he would like to see some of the
well-designed newsstands in Alameda.

On the call for the question, the motion carried
vote - 5.
