MINUTES OF THE SPECIAL COMMUNITY IMPROVEMENT
COMMISSION (CIC) MEETING
TUESDAY- -JUNE 9, 1998- -6:35 P.M.
Chair Appezzato convened the Special Meeting of the CIC at 6:35
p.m.
ROLL CALL - PRESENT:

Commissioners Daysog, DeWitt, Kerr, and
Chair Appezzato - 4.'
Commissioner Lucas - 1.
(98-30) Conference with Real Property Negotiator; Property: East
Housing Parcel #170 (42.6 acres) and Parcel #171 (30 acres);
Negotiating Parties: Community Improvement Commission and not yet
selected developer; Under Negotiation: Price and terms.
Preceding the Closed Session, the following persons spoke under
public comment:
(98-31) Leonard Spadoni, Alameda, stated the CIC is discussing 72
acres; Bay Area Economics prepared a Housing Feasibility Study
for Alameda Reuse and Redevelopment Authority which discussed the
formation of a non-profit organization; further stated that he is
opposed to the Bruzzone development; the CIC should not move too
swiftly to choose any one developer's vision; the CIC has been
following the vision of the developer, not the vision of the
community; the public has been left out; decision should be reached
in more than one closed session; there is growing interest among
West End residents; public input is needed.
Chair Appezzato responded that no decision will be made tonight;
all decisions are made in public after public hearings.
Commissioner Kerr stated housing issues were addressed by Base
Reuse Advisory Group (BRAG) for three years.
Commissioner DeWitt inquired whether Mr. Spadoni was in favor of a
certain developer.
Mr. Spadoni responded that he did not have an opinion [on developer
selection]; that he does not want the CIC to move too fast, and
does not like Bruzzone providing in lieu fees; ARRA will not get
the property for at least another year; the Commission needs to
consult the public.
In response to Michael Yoshi's inquiry regarding the purpose of the
meeting tonight, Legal Counsel Carol Korade stated the meeting is
a briefing on negotiations and the initial process; all decisions
are made in public.

(98-32) Jeanne Nader, Alameda, stated a Housing Feasibility Study
presents an array of scenarios with mixed incomes and a variety of
housing stock; said document should be reviewed; that she supports
a mixed housing stock.
Legal Counsel Korade stated the Planning Board establishes the
zoning.
(98-33) Patrick Lynch, Alameda, stated the developer should be
selected by the competitive bid process; that he does not want
Catellus; Catellus's interest is not the same as Alameda's;
Catellus has an advantage in negotiation due to SuperFund
experience; the City cannot be protected against liability; EIR
(NEPA) requires documentation of compliance with Executive Order
12898 regarding impacts on low-income communities and communities
of color; impacts must be mitigated.
(98-34) Michael Yoshi, Alameda, stated there should be concern
regarding the community process of decision making; there must be
integrity in the process; people involved in the process should be
applauded; residents must have input into the shaping of their
neighborhood; the City's policy on affordable housing
implementation and planning for affordable housing is an issue; the
CIC should not leap ahead; the long term vision of the entire
community must be considered.
Chair Appezzato requested speakers to submit their concerns in
writing; and stated that he would like specific concerns and their
origins and he would respond to each one.
Chair Appezzato adjourned to the Closed Session.
Following the Closed Session, the Special Meeting was reconvened
and Chair Appezzato announced that the Commission discussed real
property negotiations on East Housing; no action was taken.
Adjournment
There being no further business before the Community Improvement
Commission, Chair Appezzato adjourned the meeting at 7:10 p.m.
