MINUTES OF THE SPECIAL COMMUNITY IMPROVEMENT COMMISSION MEETING
TUESDAY- -FEBRUARY 16, 1999- -7:25 P.M.
Chair Appezzato convened the Special Meeting at 7:55 p.m.
Commissioner DeWitt led the Pledge of Allegiance. Pastor Robert
Broekema, First Christian Reformed Church gave the Invocation.

(99-09) Minutes of the Special Community Improvement Commission
Meetings of January 5, 1999 and the Special Joint Meeting (Closed
Session) of the City Council and the Community Improvement
Commission held on January 19, 1999. Approved.
Commissioner Daysog moved approval of the Minutes.
Commissioner DeWitt seconded the motion, which carried by unanimous
voice vote - 5.
CONSENT CALENDAR
None.
REGULAR AGENDA ITEMS
(99-10) Recommendation to authorize
Commission Budget Adjustment; and
(99-10A) Recommendation to authorize two
Management Analyst and an Intermediate
Housing Development Division.
Commissioner DeWitt moved approval of the staff recommendation.
Commissioner Daysog seconded the motion; stated the Housing
Division reviews the way to stretch limited funding; said division,
and [Housing Development Manager] Steve Belcher do amazing work.
Under discussion, Commissioner Kerr stated there has been a fair
amount of reorganization in the [Development] area; requested the
Commission be provided an organizational chart .

(99-11) Resolution No. 99-81, "Amending Community Improvement Commission
(CIC) California Environmental Quality Act Guidelines to Enable the CIC
to Act as Lead Agency as Determined by the CIC Executive Director."
Adopted.
Commissioner DeWitt moved adoption of the Resolution.
Commissioner Kerr seconded the motion, which carried by unanimous voice
vote - 5.

There being no further business, Chair Appezzato adjourned the Special
