COMMENDING STEWART G. CHEN FOR TWO YEARS OF SERVICE TO
THE CITY OF ALAMEDA AS COUNCILMEMBER
WHEREAS, Stewart G. Chen began his service with the City of Alameda in 2001
when he was appointed to the Social Service Human Relations Board, where he served
until October 2008; and
WHEREAS, while on the Social Service Human Relations Boards, Stewart G.
Chen served as Vice President of the Board and supported the Board's mission of
goodwill, tolerance, and understanding by serving on several of the Board's workgroups
including: Assessment and Awareness, Alamedans Together Against Hate, as well as
founding and chairing of the Sister City Workgroup; and
WHEREAS, in 2005, while chairing the Sister City Workgroup, Stewart G. Chen
was instrumental in establishing a Sister City relationship with Jiangyin, China and a
Friendship City relationship with Wuxi, China; and
WHEREAS, in 2010 Stewart G. Chen was elected to the City of Alameda
Healthcare District, and served until 2012; during his time with the Health Care District,
Stewart G. Chen assisted with the creation of the Kate Creedon Center for Advanced
Wound Care and the Orthopedic Spinal Surgery Department, helped balance the
hospital budget with a projected surplus, as well as maintain labor peace; and
WHEREAS, Stewart G. Chen was elected to the Alameda City Council on
November 6, 2012 and served until December 16, 2014; and
WHEREAS, in 2013, Stewart G. Chen brought forward three resolutions, the first
designating an open space wildlife reserve at Alameda Point, the second supporting
Assembly Bill 1324 which would increase vehicle registration surcharge fees to combat
car theft, and the third supporting comprehensive immigration reform; and
WHEREAS, during Councilmember Chen's tenure, the City Council completed
the no-cost conveyance of the former Alameda Naval Air Station, and approved the
Environmental Impact Report and associated planning and zoning amendments for
Alameda Point. The City also acquired its first grant for the Jean Sweeney Open Space
Park, and saw the grand opening of the Jack Capon Villa affordable housing units; and
WHEREAS, in addition, Stewart G. Chen played an active role in the Mayors
Fourth of July Parades, served as the Vice Chair of the Alameda County Human
Relations Commission, founded the Alameda Sister City Association and the Alameda
Asian Pacific Festival, served as a director of the Alameda County Healthy Homes
Department, and served as an alternate Commissioner to the Alameda County
Transportation Commission.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Alameda does hereby express its sincere appreciation for Stewart G. Chen's many
years of service to the Alameda community.
BE IT FURTHER RESOLVED that the City Council of the City of Alameda does
hereby congratulate Stewart G. Chen on his many accomplishments as a member of
the Social Service Human Relations Board, the Health Care District Board of Directors,
and the City Council and wishes him the very best in his future endeavors.

regularly adopted and passed by the Council of the City of Alameda in a special
meeting assembled on the 16th day of December, 2014, by the following vote to wit:

Mayor Gilmore — 5.
