1925-01-20 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JANUARY 20, 1925. The meeting convened at 8 o'clock ith Council-president Otis presiding. The roll was called and Councilmen Latham, Neiss Probst and President Otis, (4) were noted present. Absent: Councilman Tilden, (1). The minutes of the regular meeting of January 6th, 1925, Paragraph 17, per- taining to the opening of streets in the west end of Alameda in the Woodstock Tract, was amended to read as follows:- "After discussion, Mr. Latham moved that the matter be con- tinued until the regular meeting of the Council to be held March 17, 1925, seconded by Mr. Probst and carried." The minutes of January 6th were then approved as amended. The minutes of the regular adjourned meeting of January 13th, 1925 were approved as read. The following were received and filed: 1. Communication from Building Inspector Maillot, re construction of multiple dwellings in Neptune Beach Park. 2.7 Affidavit of Posting Notice of Filing Assessment and Hearing, under Resolution of Intention No. 69, N. S. / 3." Reports of the Municipal Electric 1ectr1c Light Plant for the months of July, August and September, 1924. 4.)0 Deed of grant of Easement from Magnus Hollested to the City of Alameda, re strip of land from the south line of Calhoun Street 69.92 feet west of Mound Street, 5. Communication from the East Bay Municipal Utility District. 6.\/ Various applications for permit to sell soft drinks. 7./ Affidavit of posting Notice of Public Work, under Resolution of Intention No. 75, N. S. 8.V Map of proposed tracks of A. T. and Santa Fe Rwy. Co. and the W. P. Railroad Co., showing connection from Alameda Belt Line to car ferry slip. 9.1/ Track Map showing portion of Alameda Belt Line, Alameda. 10./ Petition and application of the Western Pacific Railroad Company and the Aitchison Topeka and Santa Fe Railway Company. 11.// Petition and application of the Alameda Belt Line, The Western Pacific Railroad Company and the Atchison-Topeka and Santa Fe Railway Company. The following communications were received: 12.7 From the City Planning Commission, recommending the denial of the petition for the reclassification of the northerly 50 feet of the lot situated on the northeast corner of Central Avenue and Sherman Street. Mr. Neiss moved that the report of the Commission be adopted, seconded by Mx. Latham and carried unanimously. 1 , From the Alameda Improvement Club, re the garbage situation. Mr. Probst moved that the matter be referred to the City anager seconded by Mr. Latham and carried. 14.7 From the Alameda Improvement Club, re shelter station at Webster Street and Central Avenue. Mr. Probst moved that the communication be referred to the January 20, 1925. 15. From the Alameda Improvement Club re police and firemen's salaries. Mr. Probst moved that the communication be filed, seconded by Mr. Neiss and carried. 16. From W. D. Hamrnan, re Efficiency Survey. Ordered filed. From the Alameda High School Parent Teacher Association, requesting exclusive 17.V use of one of the tennis courts in the parks for high school students. Mr. Latham moved that the matter be referred to the City Manager to report back to the Council at its next meeting, seconded by Mr. Neiss and carried. 18.I Mr. Neiss introduced and moved the adoption of "Resolution No. 835. Transferring Twenty Thousand Dollars from the School Construction Fund to the School General Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 19. Mr. Probst introduced and moved the adoption of "Resolution No. 836. Resolution Confirming Assessments." (Res. of Int. ; 69 N. S. Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted passed unanimously® 20.V Mr. Latham introduced and moved the adoption of "Resolutions No. 837. Granting a Permit for a License to Sell Soft Drinks." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. r` 21.V' Mr. Latham introduced and moved the adoption of "Resolution No. 838. and Requesting an Early Distribution of Legislative Bills." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 22.V In the matter of hearing on turn -out switches on the San Jose Avenue car line, Messrs. Hollings, Schlichting and Hargrave spoke in favor of the installation of the switches, and Messrs. Clark and Porter against such installation. Mr. Latham moved that the matter be submitted to a meeting of the Committee of the Whole, seconded by robst and carried. 23.1 In the matter of the hearing of the development of the south shore from Park Street east to Bay Farm Island Bridge, Mr. Abe Ruef one of the principal owners addressed the Council stating that he believed if given assurance that the city would stand a portion of the expense of the improvement, the property owners would be agreeable to the proposed development. Mr. Latham moved that it be the sense of the Council that they favor the project, also that they would be willing to submit a bond issue to the people of the City of Alameda to pay for a certain percentage of the cost of boulevard improvement and bulkhead, this percentage to be arrived at at a later date, seconded by Mr. Neiss and carried unanimously. Mr. Ruef stated to the Council that he would arrange a meeting between the large property holders, the City Planning Commission and the City Council for the purpose of further discussing the matter. January 20, 1925. 24.V The matter of the hearing on the removal of the delapidated building at 2321 Alameda Avenue, Building Inspector Maillot reported that the building had been removed. Mr. Latham moved that further proceedings be dropped, seconded by Mr. Neiss and carried. 25. The matter of the removal of the delapidated buildings on the north side of Lincoln Avenue, between Walnut and Oak Streets, Building Inspector Maillot reported that the buildings had been removed. Mr. Probst moved that further proceedings be dropped, seconded by Mr. Latham and carried. 26.y In the matter of the removal of the delapidated building at 1727 Lincoln Avenue, Building Inspector Maillot requested a postponement of two weeks. Mr. Latham so moved, seconded by Mr. Probst and carried. 27.s In the matter of the property owners protest filed under Resolution of In- tention No. 74, New Series, the improvement of Bay Island Avenue, from Regent Street to Pearl Street, the City Engineer reported that the protest amounted to 68.35 per cent of the frontage. Mr. Neiss stated that he believed this improve- ment should be made and introduced and moved the adoption of "Resolution No. 839. Resolution Overruling Protest." (Res. of Int. #74,N.S. Bay Island Ave. between Regent and Pearl St.) Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 28. Mr. Probst introduced and moved the adoption of "Resolution No. 840. Resolution Ordering the Work." (Res. of Int. #74, N.S. Bay Island Avenue between Regent and Pearl Street.) Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 29. A Bill entitled For "A Bill Ordinance No. New Series. Regulating the Construction of Summer Cottages / Built on Tidelands." came up for passage and was read by the Clerk. Mr. Neiss moved that the Ordinance be adopted, seconded by Mr. Latham and on roll call carried unanimously. 30. ' A Bill entitled "A Bill For Ordinance No. New. Series. Regulating the Parking of Vehicles on Central Avenue and Santa Clara Avenue, between Oak ,'� Street and Park Avenue." t' came up for passage and was read by the Clerk. Mr. Probst moved that the Ordinance be adopted, seconded by Mr. Latham and on roll call it was adopted and passed unanimously. 31.1 A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance granting to Alameda Belt Line, a railroad Corporation, and its Successors and Assigns, the Right to use Portions of certain streets, highwgys and pro- perties within the City of Alameda for the purpose of January 20, 1925. railroad upon, along,. and across designated portions of said streets, highways, and properties." was introduced and laid over under a provision of the Charter. A Bill entitled For "A Bill Ordinance No. New Series. An Ordinance granting to THE ATCHISON, TOPEKA AND SANTA FE RAILWAY COMPANY, a railroad corporation, and THE WESTERN PACIFIC RAILROAD COMPANY, a railroad corpora- tion and to each of them and to the successors and assigns of each of them, the right to use portions of certain streets, highways and properties within the City of Alameda for the purposes of the construction, maintenance and operation of lines of railroad." * was introduced and laid over under a provision of the Charter. (See Page 459) 33d A Bill entitled For "A Bill Ordinance No. New Series. Amending Section 504 of the Municipal Code by In- creasing the License Fee or Tax on Fortune Tellers, Phrenologists, etc." was introduced and laid over under a provision of the Charter. 34.' In the matter of the petition of the members of the fire and police department, requesting the council to place upon the ballot a wage scale contained therein, previously referred to the Committee of the Whole, Mr. Probst moved upon the advice of the City Attorney that the petition be filed, seconded by Mr. Latham and carried. 35. In the matter of the police and firemens pension ordinance to be submitted to the people at the coming election to be held on March 10th, 1925, Mr. Latham moved . that inasmuch as certain changes had been made in this ordinance that it again be ferred to the Committee of the Whole, seconded by Mr. Probst and carried. 36.1 Mr. Neiss introduced and moved the adoption of "Resolution No. 841. Authorizing the City Manager to Request the East ay Water Company to Install Larger Water Mains and Improved Fire Hydrants on Certain Streets." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 37.1 Mr. Probst moved that the matter of opening and improving Pease Alley through to San Jose Avenue be referred to the City Manager and City Engineer, with the request that they report back to the Council, seconded by Mr. Neiss and carried. 38.x/ Mr. Probst called the attention of the Council to the repair of the roadway on Webster Street, between the Tracks of the Key System Transit Company, and moved that the City Manager and City Engineer request the Company to complete these repairs in a satisfactdry manner, seconded by Mr. Latham and carried.
