1925-02-17 Regular CC Minutes2. REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, FEBRUARY 17, 1925. The meeting convened at 8 o'clock P. M. with Council-president Otia pre- siding. The roll was called and Councilmen Latharn, Neiss, Probst and President Otis, (4) were noted present. Absent: Councilman Tilden, (1). The regular order of business was syspended to permit a further hearing on the improvement of Bay Island Avenue, under Resolution of Intention No. 74, N.S. Afer discussion, Mr. Latham introduced and moved the adoption of "Resolution No. 850. Resolution Ordering Corrected Notice Inviting Sealed Proposals." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Councilman Neiss was excused from further attendance at this meeting. 3. The minutes of the regular meeting of February 3rd, 1925 were approved as 5;j read. The minutes of the regular adjourned meeting of February 10th, 1925 were approved as read. The following papers were ordered filed: Final copy of proposed police and fire pension ordinance. 6. Affidavit of posting Notice Inviting sealed proposals under Resolution of Intention No. 74, N. S. 7. V Report of East Bay Municipal Utility District. 8.V/ Oath of office of F. J. Wescher as police officer. Nominating petitions of various candidates for the General Municipal Election, March 10th, 1925. Certificate of list of candidates for the General Municipal Election, March 10th, 1925. 11.V Election proclamation, General Municipal Election, March 10th. 12.V Various applications to sell soft drinks. 13.V Mr. Latham introduced and moved the adoption of "Resolution No. 851. "Resolution of Acceptance." (Magnus Hollestedt). Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 14.v Mr. Probst introduced and moved the adoption of "Resolution No. 852. 15.'7 Resolution of Acceptance." (N. Lena and Emma Lena.) Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 853. Resolution of Acceptance." (Geo. C. Stephens and Frank L. Taylor.7 February 17, 1925. 16.7 Mr. Probst introduced and moved the adoption of "Resolution No. 854. Resolution of Acceptance. (Mary E. Foster.) Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 17.V Mr. Latham introduced and moved the adoption of Resolution No. 855. "ResoJution of Acceptance." (E. B. Stone.) Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimotsly. Mr. Probst introduced and moved the adoption of "Resolution No. 856, Resolution of Acceptance. (F. J. Hambly). Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 19.1 Mr. Latham introduced and moved the adoption of "Resolution No. 857. Granting a Permit for a License to Sell Soft Drinks." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 20.1/ Mr. Probc't introduced and moved the adoption of "Resolution No. 858. Authorizing Mayor and City Clerk to Execute Agreement with James Robertson." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 21." Mr. Latham introduced and moved the adoption of "Resolution No. 859. Adopting Plans and Specifications." (Calhoun Street) Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and oassed unanimously. 22. Mr. Probst introduced and moved the adoption of "Resolution No. 860. Resolution of Intention No. 76, New Series. (Calhoun Street) Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were received: 230// From Hon. James H. Johnson, acknowledging receipt of Resolution No. 833, re income tax, employees of public utilities. Ordered filed. 25.;' From the Alameda Improvement Club, extending council an invitation to meet with them Thursday evening, February 19th. Ordered filed. A Bill entitled For A Bill Ordinance No. New Series. An Ordinance Providing for the Licensing of Peddlers, Defining the Same, Providing a Penalty forthe Violation Thereof, and Repealing any and all Ordinances in Conflict Therewith." came up for passage. Mr. Latham moved that action on the ordinance be postponed until the next regular meeting of the Council to be held March 3rd, 1925 seconded by Mr. Probst and carried. A Bill entitled For "A Bill Ordinance No, New Series. An Ordinance Providing for the Regulation of Traffic by Means of Traffic Officers where the Traffic is Heavy and Continuous." was introduced and laid over under a provision of the charter. Mr. Lochiel M. King addressed the council re the possibility of Government Island being selected by the government as an air base. After discussion, Mr. Latham moved that the City Attorney be instructed to prepare a suitable resolu- tion protesting the United States Government using Government Island as an air-base, seconded by Mr. Probst and carried. Mr. King also called attention to the fact that considerable money had been appropriated by the United States government for dredging the channel in the Estuary; that before this money would be available it would be necessary to build a dyke connecting Government Island with the main land. After dis- cussion, Mr. Latham moved that the city manager and city attorney and President King of the Planning Commission be appointed as a special committee to take up the matter with various interests in Oakland, to the end that the dyke or bulkhead may be built, seconded by Mr. Probst and carried. Mr. Probst moved that the city attorney be instructed to prepare the necessary Resolution of Intention for the improvement of Versailles Avenue, from Buena Vista Avenue to Harrison Avenue, seconded by Mr. Latham and carried unanimously. Mr. Latham moved that the bids be opened, seconded by Mr. Probst and carried. Mr. Probst moved that the bids be referred to the City Engineer to report back to the council, seconded b7 Mr. Latham and carried. A general discussion followed between the property owners and the council. The City Engineer report ed that the bid of the Oakland Paving Company was low. Thereupon Mr. Neiss introduced and moved the adoption of "Resolution No. 870. Pnn1114-;r■I1 March 3rd1925. . la .v( In the matter of the hearing on the delapidated building at 838 Central Avenue, Building Inspector Maillot stated that the building was one of the worst in the city at this time and should be removed. Mr. Probst moved that the City Attorney be instructed to prepare the necessary papers in accordance with Ordinance No. 181 New Series. The motion was seconded by Mr. Neiss and carried. 19.V" In the matter of the removal of the delapidated building at 1,27 Lincoln Avenue Building Inspector Maillot reported that the building had been removed, thereupon Mr. Latham moved that further proceedings be dropped, seconded by Mr. Probst and carried. The following communications were received: 20.V From the City Clerk of Los Angeles containing Resolution passed by the Council relative to rates of public utility corporations. Mr. Probst moved that the matter be referred to the Committee of the Nhole sec)nded by Mr. Latham and carried. 21W From the City Planning Commission recommending the reclassification of the northwest corner of Santa Clara Avenue and Everett Street. Ordered filed. 221 From City Attorney Locke, re Versailles Avenue opening. Ordered filed. 23.,/ From the League of California Municipalities re pending legislation of interest to municipalities. After discussion, Mr. Latham moved that the communication be referred to the city manager to report back at the next meeting of the council, seconded by Mr. Probst and carried. Mr. Probst moved that the Alameda Improvement Club be in Central advised that the Southern Pacific Company refuses to remove the poles in question, seconded by Mr. Latham and carried. . Mr. Probst moved that the Improvement Club be advised that the matter is being taken care of at the present time by the Council. 10.1 From I. I. B. :Lenny, owner of Lincoln Theater at Bay Station, re- questing the reduction in license tax. Mr. Probst moved that the matter be referred to the City Manager and City Attorney as to the advisability of taxing moving picture theaters according to the seating capacity. The motion was second- ed by Mr. Neiss and carried unanimously. From the City Planning Commission, recommending the reclassification of the northwest corner of Eagle Avenue and Webster Street, from a Residence District, Class I to an Oil Supply Station District, Class V. From the Alameda Chamber of Commerce re improvements on the naval base 11.V site. After discussion, Mr. Neiss moved that the matter be referred to a meeting of the Committee of the V/hole, to be held on Tuesday evening, March 31st and that a Committee of the Chamber of Commerce be invited to be present, seconded by Mr. Latham and carried. ,1 Mr. Latham moved that public notice be given through the press that the March 17th, 1925. 15.
