1925-04-07 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA TUESDAY EVENING, APRIL 7, 1925. The meeting convened at 8 o'clock P. M. with Council-president Otis presiding. The roll was called and Councilmen Latham, Neiss, Probst and President Otis, (4) were noted present. Absent: Councilman Tilden, (1). The minutes of the regular meeting of March 17th, 1925 were approved as read. The minutes of the special meeting of March 31st, 1925 were approved as read. Communication from Council, City of Los Angeles, re rates of public utility corporations. Mr. Probst introduced and moved the adoption of "Resolution No. 882. Transferring •:32,625.00 from the Electric Light Fund to the Interest and Redemption Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 883. Transferring .450.00 from the Electric Light Fund to the General Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Neiss introduced and moved the adoption of "Resolution No. 884. Transferring :3,353.95 from the Electric Light Fund to the General Fund." Mr. Probst introduced and, moved the adoption of "Resolution No. 886. Granting a Permit for a License to Sell Soft Drinks." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were received: From the Alameda Improvement Club, pertaining to the planting of grass and shrubbery between property and curb lines. Ordered filed. Fro0 the Alameda Improvement Club re improvement and opening of various streets in the west end. Ns.. Probst moved that the communication be referred to the City Planning Commission, seconded by Mr. Latham and carried. From the Alameda Improvement Club, re replacement of present bridges across the Estuary. Ordered filed. om the Mayor Auditor and City Manager, re count of money. Ordered Filed. 22.V From the City Planning Commissio 23.t/ 24.V1 eclassification of the lot situated on the west side of Park Street, distant 95 feet, 41- inches northerly from Eagle Avenue, thence northerly along Park Street 50 feet, 2-4- inches, from a Residence Distri t Class I, to a Business District, Class III. Ordered filed. From the City Planning Commission, re the reclassification of Webster Street, from Central Avenue to the Segregation Line to a Business District Class III. Mr. Probst moved that the City Attorney be instructed to prepare the necessary ordinance covering this reclassification, seconded by Mr. Latham and carried. From the City Planning Commission, re the reclassification of the lot situated on the south side of Pacific Avenue commencing at a point 150 feet west of Oak Street, thence westerly 50 feet from a Residence District, Class II to a Nursery District, Class V, recommending that a temporary permit be issued under Zoning Ordinance, No. 227, N. S. Mr. E. M. Shaw and Mr. Gambarini addressed the Council and Mr. King of the City Planning Commission explained the proceedings to date. After discussion, Mr. Neiss moved that the recommenda- tions of the City Planning Commission be disapproved, seconded by Mr. Probst and on roll call carried by the following vote- Ayes: Councilmen Probst, Neiss and President Otis, (3). Noes: Councilman Latham, (1). Absent: Councilman Tilden, (1). 25.1/ From City Attorney, Wm. J. Locke, re zoning of the tide and submerged lands on the south and east portions of the city. Mr. Latham introduced and moved the adoption of "Resolution No. 887. Requiring the City Planning Commission to Recommend Zone Regulations for the South and East Tidelands." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. n " r. — _ rr — -in o= April 7th, 1925. 27. v/ 29.V 30.1/ 31.V 32./ 33, 34. 3 36.N1 From Fire Chief Walter T. Steinmetz, recommending the extension of Fire Limits No. 1 and 2. The recommendation was approved by the City Manager. Mr. Neiss moved that the City Attorney prepare the necessary ordinance covering the extensions referred to, seconded by Mr. Probst and carried. From the Alameda Chamber of Commerce, out of the Committee of the Whole, naval base development. Mr. Neiss moved that it be the sense of the coun- cil theyfavor the development of the naval base site and that there be in- cluded in the next budget an amount for the hiring of a harbor engineer or engineers for the purpose of submitting plans to the council for its develop- ment. The motion was seconded by Mr. Probst and carried. From the Alameda Chamber of Commerce, out of the Committee of the Whole, re planting of trees along the boulevard through Bay Farm Island. Mr. Latham moved that it be the sense of the Council they favor the planting of trees as ter the request and that an amount sufficient to cover the cost be included in the next budget for consideration, seconded by Mr. Probst and carried. From the South Alameda Community Club, out of the CoMmittee of the Whole, re municipal park and bathing beach on Bay Farm Island. Mr. Neiss moved that the matter be referred to the City Manager for report, seconded by Mr. Latham and carried. From City Attorney, Vm. J. Locke re certain bills pending at Sacra- mento. Ordered filed. In the matter of the hearing on the delapidated building at 838 Central Avenue, Building Inspector Maillot reported that the building had been com- pletely removed. Thereupon Mr. Probst moved that further proceedings be dropped, seconded by Mr. Latham and carried. An application for a gratuitous license was received from Mrs. G. S. Olds, for the purpose of soliciting the sale of hosiery. Mr. Latham moved that the request be granted, seconded by Mr. Probst and carried. unanimously. The Clerk stated that the time had arrived for the opening of bids re Government Island dyke and that one bid had been received. Mr. Latham moved that the bid be opened, seconded by Mr. Probst and carried. Thereupon the Clerk opened and read the bid as follows:- From Healy, Tibbitts Construction Co. 294.00 A certified check in the sum of :1,000.00 accompanied the bid. After discussion, Mr. Neiss moved that the bid be rejocted and that the certi- fied check be returned to the bidder, seconded by Mr. Probst and carried. Mr. Neiss called the attention of the Council to the approaches on either side of Bay Farm Island Bridge, declaring same to be too narrow for the safety of increased traffic over the bridge, and moved that the Council com- municate with the County Board of Supervisors in an endeavor to have the approaches widened, at a point of intersection of the approach proper with the flare-out to the bridge. The motion was seconded by Mr. Latham and carried unanimously. to Mr. Latham called to the attention of the council/the obsolete and delapidated condition of the bridges crossing the Estuary at Park Street, 37. April 7th, 1925. replaced by more modern structures out of the revenue derived from the gasoline tax. The motion was seconded by Mr. Probst and carried unanimously. In the matter of dredging in the Estuary and depositing dredged materials on Government Island, Hon. Albert E. Carter, Hon. Leroy Goodrich, Lochiel M. King, Mr. Pond of the United States Engineer's office, Major Geo. L. Dillman and Mr. Wainer of the Western Milling Company, participated in a discussion with the members of the council. Mr. Neiss moved as a result of this discussion, that the restrictions imposed by the City of Alameda under Resolution No. 881, limit ing the height of dredged material to 18 feet above mean lower low water after settling, be removed and that one-half of the expense of moving the buildings now located on Government Island be borne by the City of Alameda, providing the City of Oakland does likewise. The motion was seconded by Mr. Latham and on roll call carried b:' the following vote:- Ayes: Councilmen Probst, Neiss and Latham, (3). Noes: Council-president Otis, (1). Absent:Councilman Tilden, (1). Mr. Otis explained his reason for voting "No" stating he believed a limitation should be placed on the height of the fill. 38.V Mr. H. M. Bradley, representing Alameda Veteran's Council, addressed the Council requesting permission to hold a carnival on Bay Island Avenue, from Park Street to Park Avenue, from April 26th to May 2nd, 1925, inclusive. Mr. Latham moved that permission be granted, seconded by Mr. Neiss and carried. 39. A Bill entitled "A Bill For Ordinance No. —0 New Series. Reclassifying Property. "N.W. Corner of Eagle Ave. and Webster St.) came up for passage and was read by the Clerk. Mr. LathaM moved the adoption of the Ordinance, seconded by Mr. Probst and on roll call it was adopted and passed unanimously. 40.7 A Bill entitled 42.V For "A Bill Ordinance No. New Series. An Ordinance providing for the Licensing of Peddlers, Defining the same, Providing a Penalty for the violation thereof, and repealing any and all ordinances in conflict therawith." came up for passage. Mr. Latham moved that the action of the Council be post- poned until the next regular meeting of the Council, seconded by Mr Probst and carried. A Bill entitled For "A Bill Ordinance No. New Series. Regulating the License Tee on Theaters, Moving Picture shows and such like places of amusement." was introduced and laid over under a provision of the Charter. A Bill entitled For "A Bill Ordinance No. New Series. Reclassifying Property. April 7th, 1925. 43.1 The City Manager reported that the United States Army Engineers are at the present time making an examination and survey of the inner harbor under appropriation made by the Government, and suggested that it might be well for the council to request the United States Army Engineers to include in the present survey the outer harbor, or naval base site,of the City of Alameda. Mr. Latham moved that the City Manager communicatenith the United States Army Engineers office and with the authorities at Washington, D. C., to see if this action could not he brought about, seconded by Mr. Probst and carried.
