1924-01-15 Regular CC Minutes'JD 3./ REGULAR MEETING DF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, JANUARY 15th, 1924. The meeting convened at 8 P. M. with Council-president Otis presiding. The roll was called and Councilmen Adams, Latham, Probst and President Otis, (4) were noted present. Absent: Councilman Tilden, (1). The minutes of the regular meeting of January 2nd, 1924 were approved as read. The following were received: Oaths of office of J. E. King, Russell C. Fryer, Peter Jackson, Peter F. Merlone, Oliver P. Wagner, James Taylor, Charles Fish and Ralph J. Croil as special police officers. Ordered filed. ,Oath of office of Horton D. Maynard as a member of the Board of Education. Ordered filed. Affidavit of publication of "Notice to Bidders", re new firehouse. Ordered filed. 4.V Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 706. Transferring S1500.00 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 5.v Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No, 707. Transferring $1500.00 from the General Fund to the Health Center Building Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 708. Accepting Franklin Park." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 7.v Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 709. Declaring the Necessity for School Improvement.' Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 8.1 Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 710. Appointing Carl Werner as Achitect for Firehouse to be Constructed on Pacific Avenue and Grand Street." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. January 15th, 1924.. 9. V The Clerk stated that the time had arrived for the opening of bids for the construction of the new firehouse, and that a number of bids had been received. Thereupon Mr. Latham moved that the bids be received and opened, seconded by Mr. Probst and carried. The Clerk then opened and read the bids as follows: Adolph Wegner Murch-Williams Construction Co. Architect to report back. After discussion, the City Manager and Architect recommended the awarding of the contracts to McIntosh Bros., in the amount of $13,720.00; Charles . Smith, 01 297.00, R. Zelinsky,$795.00 and the Boyle-Dayton Company, $513.60. Mr. Latham moved that the recommendations be accepted and that the Mayor be authorized to enter tino contracts with those named, said contracts to be attested by the City Clerk, seconded by Mr. Probst and on roll call carried unanimously. 10.v Mr. Latham moved that the certified checks and bonds of the unsuccessful bidders be returned, seconded by Mr. Probst and carried. The following communications were received: 11.V From Henry A. Weichhart, re freight trains on Lincoln Avenue. Mr. Latham moved that the communication be referred to a meeting of the Committee of the Whole, seconded by Mr. Probst and carried. 12.\ From the Treasurer, Auditor and Mayor, fixing the rate of interest for public moneys. Ordered filed. 13, From Superintendent of Radio, re radio communication. Mr. Latham moved that the matter be referred to a meeting of the Committee of the Whole, seconded y Mr. Probst and carried. 14. From Leon H. Ader, City Treasurer, appointing Homer R. Dallas as Deputy. Ordered filed. • 15. V From City Attorney, Wm. J. Locke, relative to exemption of certain pieces of newly acquired school property, from taxes. Ordered filed. January 15th, 1924. 16.V From the Alameda Improvement Club reremoval of Southern Pacific tracks on Eighth Street, between Lincoln and. Central Avenues. Mr. Latham moved that the communication be referred to the City Attorney to report back to the Counci seconded by Mr. Probst and carried. 17./ From the Alameda Improvement Club, recommending the granting of the appli- cation of the Peerless Stages, Incorporated. Ordered filed. 18.v' From the Alameda Improvement Club protesting dumping of slickens on the so—called Liberty Shipyard. Ordered filed. 19.1/ From the Alameda Chamber of Commerce, relative to traffic data on Park Street. Ordered filed. 20.!/ From C. F. Fischer, requesting removal of his name from petition of protest, re Park Street widening. Ordered filed. 210/ From the City Planning Commission recommending reclassification of 2310 Alameda Avenue, from a Class II District, to a Class III District. Ordered filed. 22.V From the City Planning Commission recommending reclassification of 1738 Santa Clara Avenue, from a Residence District, Class I to a Kindergarten District Class IV. Ordered filed. 23.V From Hon. E. K. Taylor, protesting deposit of spoil or slickens on the north side of Alameda. Ordered filed. , The Clerk stated that he was in receipt of a petition of protest against permit being granted to the American Dredging Company to dump dredged materials on the Liberty Shipyard. Ordered filed. 25.V From the East End Non—partisan Club, recommending to the Council the acceptance of the offer of the Peerless Stages, .Inc. Ordered filed. , 26./ From representatives of various improvement and civic bodies, recommending to the Council the acceptance of the offer the Peerless Auto Stage Co. Ordered filed. 27./ The report of the Committee on Transportation Facilities appointed by the Council was read. Mr. Latham moved that the report be approved and filed, seconded by Mr.Adams and carried. 28,V In the matter of the transportation for the West End of Alameda, by the approval of the report of the Transportation Committee appointed by the Council, further hearing was postponed until the next regular meeting of the Council to be held February 5, 1924. 29.1/ In the matter of the hearing re Park Street widening, Mr. Latham moved that the matter be continued until February 5, 1924, seconded by Mr. Probst and carried. 30.V In the matter of the application of the American Dredging Company to deposit , dredged materials on the Liberty Shipyard, Mr. Latham moved that the matter be con- tinued to the next regular meeting of the Council to be held February 5, 1924, ,seconded by Mr. Probst and carried. Mr. Probst moved that the City Manager be authorized to look into the matter of acquiring a corner of the property at the northeast corner of Fourth Street and Central Avenue, for the purpose of widening Central Avenue, and to report back, seconded by Mr. Latham and carried. January 15th, 1924. 32. Mr. Probst moved that the City Manager be instructed to take up with the Southern Pacific Company the matter of the hard- surfacing between the tracks on Central Avenue, from Sherman Street west, seconded by Mr. Latham and carried. Mr. Adams moved that the Mayor be authorized to renew the lease of James. .Robertson for apportion of the Corporation Yard, for one year at a monthly rental of $100.00 per month, seconded by Mr. Latham and on roll call carried •unanimously. 34..V A Bir entitled For "A BilI Ordinance No. New Series. Reclassifying Property, (2310 Alameda Ave.)" was introduced and read by the Clerk and laid over under a provision of the Charter. 35. A Bill entitled "A Bill For Ordinance No. New Series. Reclassifying Property. 1738 Santa Clara Ave." was. introduced and read by the Clerk and laid over under a provision of the .Charter. Mr. Latham moved that it be the sense of the Council that the Ordinance as introduced be passed at the next meeting of the Council, seconded by Mr. Probst and on roll call carried unanimously.
