1924-01-21 Regular CC Minutes1.v REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, OCTOBER 21, 1924. The meeting convened at 8 p. m. with Council-president Otis residing. The roll was called and Councilmen Latham, Neiss, Probst, Tilden and President Otis, (5), were noted present. Absent: None. The minutes of the regular meeting of October 7, 1924, were approved as read. Mr. Probst introduced and moved the adoption of "Resolution No. 811. Transferring 1,000.00 from the Library Fund to the General Fund as a loan." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following papers were ordered filed: 2./ Affidavit of posting Notice Inviting Sealed Proposals, re Resolution of Intention No. 73, N. S. (Bay Island Avenue). z 3.1 Affidavit of publication of Notise Inviting Sealed. Proposals, re Resolu- tion of Intention No. 73, N. S. (Bay Island Avenue). Oath of office of Angelina Vaughan as policewoman. Oath of office of Arthur Kennerson, as special police officer. 6 . Deed from the Regents of the University of California to the City of Alameda re additional property adjoining the sub-station on Webster Street. The following communications were received: From the City Planning Commission recommending denial of petition to reclassify the northeast corner of Sherman Street and Central Avenue. Mr. Neiss moved that in as much as the description of the property on the posted notices is at variance with the request, that notices again be posted and that the matter be remanded back to the City Planning Commission for a further hearing, seconded by Lir. Probst and carried. 8.V From the City Planning Commission, re the Boning of tidelands along the south and east shores of the City of Alameda. Mr. Latham moved that the communica- tion be referred to the City Attorney, seconded by Mr. Probst and carried. 9./// FroM city attorney, Wm. J. Locke, re proposed dog ordinance. Mr. Probst moved that the communication be filed, seconded by Mr. Tilden and carried. 10. From the Seagrave Company, relative to payments to be made by the City of Alameda under their recent bid for a fire service truck. After discussion, Mr. Latham moved that inasmuch as the Seagrave Company were the lowest bidders, the Mayor be instructed to enter into a contract for thepurchase of the apparatus, and that the provisions incorporated in the communication above referred to be incorporated in said contract, seconded by Mr0 Probst and carried unanimously. Mr. Latham moved that the certified checks of the unsuccessful bidders be returned, seconded by Mr. Probst and carried unanimously. Mr. Tilden moved that the Contract with the Seagrave Company be prepared by the City Attorney, City Manager and the Mayor, seconded by Mr. Neiss and carried. From the Alameda Improvement Club, re various matters. Regarding the Tjr-a, rA4+,, October 21, 1924. Committee of the ',fhole, at their convenience, and that Dr. Carpenter be instruct- ed to attend this meeting, seconded by Mr. Latham and carried. 12.1/ 'In the matter of the appointment of an Assistant City Manager, Mr. Probst moved that the Alameda Improvement Club be advised that the Council feels that it is not advisable at the present time to create such a position, seconded by Mr. Tilden and carried. 13A( In the matter of, directing the City Planning Commission to make a study of street and other public improvements, Mr. Tilden moved that this matter be referred to the City Planning Commission with a request that they report back their findings to the Council, seconded by Mr. Latham and carried. 14.1/ In the matter of the opening of certain streets, Mr. Probst moved that the City Clerk notify the Alameda Improvement Club that the Council has these matters under advisement and that progress is beimg made, towards the completion of the openings referred to, seconded by Mr. Latham and carried. 15. Prom the Southern Pacific Company, re Eighth Street line. Mr. Lat] ed that the communication be filed), sedanded by Mr. Probst and carried. 16.V From the P. T. A. of the Alameda High School, re appointment of a policewoman. The City Clerk was instructed to advise them that this matter /had already been attended to and the communication was ordered filed. 17.V From E. M. Shaw, re opening of Eagle Avenue and closing of Concordia Street. Mr. Tilden moved that the communication be referred to the City Planning Commission to report back their recommendations to the Council seconded by Mr. Probst and carried. 18.V From the Board of Education re the passage of an ordinance requiring all vehicles to come to a complete stop before reaching school grounds. Mr. Latham moved that the communication be referred to the City Attorney, seconded by Mr. Probst and carried. 19.4 From Andrew Ratto, requesting permission to erect a fence in excess of six feet on his property. Mr. Tilden moved that the application be denied, ;seconded by Mr. Latham and carried. 20.V In the matter of the hearing of the dilapidated buildihg situated at 2047 Lincoln Avenue. Mr. Strang, representing the Alameda Investment Company stated to the Council that the property was sold to Hilda B. Jork under a contract of sale, but that the owner could not at this time be located. Yr. Tilden moved that the matter be referred to the City Attorney to prepare the necessary papers towards the removal of the building in question seconded by Mr. Probst and on roll call carried unanimously. • 21, The Clerk stated that the time had arrived for the opening of bids under Resolution of Intention No. 73, U. S. (Bay Island Avenue) and that no bids had been received. Mr. Latham moved that the City Clerk re-advertise for bids, Seconded by Mr. trobst and carri ed. 22. Mr. Latham introduced and moved the adbption of "Resolution No. 812. Rescinding Resolution No. 427 in so far as it Relaties to the Council Relief Fund." Mr. Probst seconded the motion to adopt the Resblution and on roll call it was October 21 2 Mr. Tilden introduced and moved the adoption of 'Resolutinn No. 813. Endorsing the Mokelumne River as a Source of Water SupplT for the East Bay Cities." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted 'and passed unanimously. 24. In the matter of the improvement of Bay Island Avenue, through to Versailles Avenne, after discussion Mr. Tilden moved that the City Manager and City Engineer prepare plans and specifications for the improvement of Bay Island Avenue, through to Pearl Street, seconded by Mr. Probst and carried. 25./ Mr. Latham moved that the City Manager be instructed to communicate with the Southern Pacific Company, in an endeavor to have a shelter station erected at Fernside Boulevard and. High Street, seconded by Mr. Probst and carried. Mayor Otis was excused and Vice-president Probst assumed the chair. 27./ Mr. Latham moved that the Mayor be instructed to communicate with Congressman McLafferty, and. Senators Shortridge and Johnson, in an endeavor to have Government Island returned to the city, inasmuch as the lease was made as a war time measure and the property was to be used only for the building of ships, and that the City Attorney and. City Manager unit with the Mayor in the preparation of such a communication, seconded by Mr. Neiss and carried. 2 Mr. Tilden moved that the rental of $20.00 offered by the United. States Desrtment of Agriculture for the use of Government Island be not accepted, seconded by Mr. Latham and carried unanimously. In the matter of the opening of Webb Avenue, Mr. Latham moved that the same be referred to the City Planning Commission, seconded by Mr. Neiss and carried. The City manager rendered a verbal report re bus line on High Street, connect- ing with the Fourteenth Street line in Oakland. I_ The City Manager stated that he had received a request from the P.T. A. of the Alameda High School, that a hot water heater be installed in the comfort station at Lincoln Park ; and also that bleachers be constructed on the side lines at said park. After discussion the matter was taken under consideration. 32. The City Manager stated that in response to demand an extra patrolma was 'employed and is now patrolling Webster Street. 33J In the matter of the removal of the poles along the Southern Pacific Right of Way, on Central Avenue, after discussion the same was referred to the City Attorney. The City Manager rendered a verbal report egarding the acquiring of property on Bay Farm Island for park purposes. In the matter of acquiring 1°1.68 acres of land adjoining Washington Park, at the request of Councilman Neiss, this matter was laid over until the next regular meeting of the Council for discussion to permit all members of the Council being 4resent for such discussion. 36 In the ratter of the Bay iFarm Island Roadway, Mr. Tilden moved that the final location of the road be referred to the City Planning Commission to report back, seconded by Mr. Latham and carried. October 211924. , 37V the matter of the Industrial Highway along the University of California property, Mr. Latham moved that it be left in the hands of the City Manager, seconded by Mr. Neiss and carried. 38. The matter of the widening of Webster Street was discussed and the City Manager rendered a verbal report concerning same. Mr. Latham moved that the matter be left ii the hands of the City Manager, seconded by Mr. Tilden and carried. 39. In the matter of the filling of the hole bordering the Southern Pacific right of way at the west end of Alameda near Third Street, after discussion, Mr. Nelas moved that the City Clerk be instructed to advise the Chamber of Commerce that this would shortly be done, seconded by Mr. Latham and carried. Clains against the General Departments amounting to $2,682.69 against the Police Department amounting to 1 02.64; qgainst the Fire Department amounting to 187.95; against the Street Department amounting to $1,772.42; against the Health Department amounting to 152.71; against the Recreation Department amounting to 105.30; against the Council Relief Fuhd amounting to 133.71; against the Health Center Fund amounting to 42.52; against the Store Department amounting to $23.23 and against the Electric Light Fund amounting to $918.36 having been sproved and audited by the proper officials were listed by the Clerk as follows:- General Departments.
