1924-02-05 Regular CC Minutes
A MEETING OF THE COUNCIL OF THE CITY OF ALAME DA , TUESDAY EVENING, FEBRUARY 5TH, 1924. The meeting convened at 8 r. nvi. with Council- president Otis presiding. The roll was called and Councilmen Adams, Latham, Probst, Tilden and President Otis, (5) were noted present. Absent: None. The minutes of the regular meeting of January 15th, 1924 were approved as read. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 711. RESPECT TO T9E ME!!IORY OF WOODROW WILSON. WHEREAS, the Supreme Ruler of the Universe has called to eternal rest our former president WOODROW WILSON, who occupied such a dominant position during the late world war as a masterful leader of men, and whose exemplary character, high ideals and lofty purposes endeared him to the people of all nations, NOW THEREFORE BE IT RESOLVED, by the Council of the City of Alameda, that in the death of W00DROW WILSON the United States has lost a noble citizen and a great statesman, whose efforts in behalf of the peace of the world assure him a conspicuous place in history and a loving memory in the hearts of all mankind, AND BE IT FURTHER RESOLVED that these resolutions be spread in full on the minutes, and that when this council adjourns this day it adjourn out of respect to the mory of W00DROW WILSON. r. Probst seconded the motion to adopt the Resolution and on roll call it s adopt- ed and passed unanimously by a rising vote. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 712. Transferring $15,000 from the Electric Light Fund to the General Fund . " Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopt- ed and passed unanimously. 3. °' Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 713. Transferring .2,829.66 from the Electric Light Fund to the General Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 714. In Re Janitor of Health Center Building. Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 715. Adopting Plans and Specifications for the Con - Struction of eight Manholes for the Sewer Running in Eighth Street Between Central Avenue and the Forth Side Sewer." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously.. 6. Mr. Tilden introduced the following Resolution and moved its adoption: February 5th, 1924. Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Probst introduced the following Resolution and moved its adoption: "Resolution No. 717. Declaring the Necessity for School Improvements." Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 718. Submitting Certain Proposals by the Council for nding the Charter of the City of Alameda, said Proposals to be Voted upon at a Special Election to be held in said City on March llth, 1924." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following were received: Copy of lease between City of Alameda and dames Robertson. Ordered filed. Affidavit of Geo. J. Petty, Vice - president, Pacific Telephone and Telegraph Company, showing gross receipts of that Company for the year ending December 31,1923, also, amount due the City of Alameda under franchise granted by Ordinance No. 30, N.S. Ordered filed. Report of the Industrial Railroad for six months ending December 31, 1923. Ordered filed. Report of the Municipal Electric Light Plant for the month of November,1923. Ordered filed. Contract between City of Alameda and R. Zelins , re painting on new fire house. Ordered filed. Contract between City of Alameda and Boyle- Dayton Company, re gasoline equip- ment, new fire house. Ordered filed. Contract between City of Alameda and McIntosh Bros., re general contract, new fire house. Ordered filed. Contract between City of Alameda and Carl Werner, re new fire house. Ordered filed. The following communications were received: From the Board of Public Utilities re colored globes on street lamp posts at street intersections. Iulr. Latha m moved that the report of the Board of Public Utilities be approved and that they install colored globes at all street intersections, seconded by Ivir. Probst and on roll call carried unanimously. From Herman Krusi, requestinga thirty day leave of absence. Mr. Latham moved that the request be granted, seconded by lair. Probst and carried. From City Attorney Locke, re removal of Southern Pacific Tracks on eighth Street. Ordered filed. From City Attorney Locke, re right of way for pole line easement through the Liberty Shipyard. Ordered filed. From the Auditor and Treasurer, re proposed amendments to city charter. ©rder.ed filed 22./ February 5th, 1924. From the City Planning Commission, d ng reclassification of the property situated on the south side of Webb Avenue, 88 feet, 5 inches east of Park Street, from a Business District, Class 111 to a Garage District, Class V and recommending that said pro-party be reolas ified. Mr. Probst moved that the recommendation of the City Planning Commission be adopted, seconded by Mr. Tilden and carried. 23,1 From the Golden Gate Gun Club, revesting permission to Shoot on the tide- lands of this city formerly known as Bird's Marsh. Mr. Latham moved that the re- quest be granted, subject-to'revocation at any time and under the jurisdiction of the City Manager, seconded by Mr. Probst and carried. 24.V In the matter of the hearing for the operation of a bus line in the City of Alameda, the City Manager reported that the Railroad Commission would upon February 21, 1924 hold a hearing upon the application of the Peerless Stages Inc., and suggested a postponement. Mr. Latham moved that further hearing in the matter be continued until the regular meeting of the Council to be held on ch 4, 1924, seconded by Mr. Probst and carried. 25.J In the matter of the hearing on Park Street widening, in view of the fact that the San Francisco-Oakland Terminal Railways proposed double tracking Park Street, Mr. Latham moved that further hearing be continued until the regular meeting of the Council to be held March 4, 1924, seconded by Mr. Probst and carried. 26.V In the matter of the opening of certain west end streets in the Woodstock Tract, Mr. W. H. L. Hynes, representing certain owners, addressed the Council re- questing further delay. Mr. Hollings addressed the Council requesting that action be taken towards opening. After discussion, Mr. Latham moved that the matter be referred to the meeting of the Committee of the Whole, seconded by Mr. Tilden and carried. 27.v In the matter of the removal of the delapidated buildingsat 2317-19-21 Alameda Avenue, owned by Mr. L. Kaliski, the City Manager reported that the buildings at 2317-19 Alameda had been removed,but the building at 2321 Alameda Avenue still remained, that the majority of the Council members present had visited the building and knew the conditions that existed, and also that the Building Inspector and Fire Chief had condemned the building. Mr. Tilden moved that the matter be referred to the City Attorney to take the necessary steps towards the removal of same, seconded by Mr. Probst and carried. 2 V In the matter of the hearing of the application of the American Dredging Company to deposit dredged material on the property known as the Liberty Yard, Alameda, California, the Clerk stated that he was in receipt of a new application covering the request and proceeded to read the same. Mr. C. W. Curran,was present and requested that the matter lay over until the next regular meeting of the Council to be held February 19th to allow certain property owners time to prepare a petition to protest against the granting of the application.
