TUESDAY EVENING, FEBRUARY 19 1924.
The meeting convened at 8 P. Y. with Council—president Otis presiding.
The roll was called and. Councilmen Adams Latham, Probst, Tilden and President
Otis, (5) were noted present
The minutes of the regular meeting of February 5th, 1924 were approved as
read.
The following were received:,
1.1 Copy of contract between City of Alameda and Charles Smith, re fire house
plumbing. Ordered filed.
2. Grant of Easement, Alaska Packers Association to the City of Alameda, re

Mr. Latham introduced the following Resolution and moved its adoption:
Resolution No. 719.
Transferring 1:;4500.00 from the General Fund to the
Compensation Insurance Fund."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Probst introduced the following Resolution and moved its adoption:
"Resolution No. 720.
Resolution Rescinding Resolution No. 718, to Submit
Certain Charter Amendments."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
In the matter of the hearing of the removal of the delapidated building at 2321
Alameda Avenue, Mr. Latham moved that the hearing be continued to the next regular
meeting of the Council to be held. March 4th, 1924. Mr. Probst seconded the motion and
on roll call carried unanimously.
Mr. Tilden moved that a committee, consisting of the Mayor, Councilman Adams
and the City Manager be appoInted to investigation the condition to the property
referred to, seconded. by Mr. Adams and carried.
Mr. Probst introduced the foliowing Resolution and moved its adoption:

The following communications were received:
13.v/ From the Alameda City Social Service Board, advising of the leave of absence
of Beulah E. Spunn for the month of February 1924. Ordered filed.
14.V From U. D. Hammen, re efficiency survey for the City of Alameda. Mr. Latham
moved that the matter be referred to a meeting of the Committee of the Whole seconded
by Mr. Probst and carried.
15.V From Reichel & Bredhoff, requesting permission to curb, gutter, sewer and
macadamize Adams Street, between High and. Fountain Streets. Mr. Latham moved that
the request be granted, seconded by Mr. Probst and carried..
'16.V' From the AlameHa Chamber of Commerce re parking of automobiles on Park Street.
Mr. Latham moved that the communication be referred to the City Manager to report back
the next regular meeting of the Council, seconded by Mr. Probst and carried.
From the Alameda Chamber of Commerce, protesting removal of the High Street
Bridge. President Otis stated that in as much as the County BOard of Supervisors had
issued a statement that the bridge would not be removed and that steps were being taken
towards its repair, no action of the Council was neces sary. The communication was
ordered filed.

19. ,f From the Treasurer Auditor and Mayor Otis fixing rate of interest on public
moneys deposited in banks. Ordered filed.
,20./ From the City Planning Commission regarding the opening of certain ts in
the west end of Alameda in Woodstock Tract. Mr. Latham moved that the communication
be referred to a meeting of the Committee of the Whole, seconded by Mr. Probst and
carried.
21. From Mrs. E. L. Bush, requesting two weeks delay in re application of American
Dredging Company. Ordered filed.
22.'! From City-Attorney, Wm. J. Locke, re pole line easement through Liberty Shipyard.
Ordered filed.
23.1/ In the matter of the application of the American Dredging Company to deposit
dredged materiais on the Liberty Shipyard, Tract 30, the application being defective
same was ordered filed without further action of the Council
A communication was received from the Planatal Company for permission to dump
dredged materials on the western one-half of Treat 30. Accompanying the application
was a bond of 'i"5,000.00. Mr. C. W. Curran addressed the Council requesting a delay
of two weeks on account of the illness of his Attorney, M. J. Silver. Mr.., Behnemen
and Mrs. E. L. Bush and others, addressed the Council in protest. Messrs. Judge L.
R. Weinmann, A. K. Tiahenor, and. Lochiel Y. King addressed the Council in favor of
granting the request. After discussion Mr. Latham moved that the matter be submitted,
seconded by Probst and eal=ied. Thereupon Mr. Latham introduced the following Resolu-
tion and moved its adoption:

Resolution Granting Permit."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

From O. Borino, 215 40th St. Oakland. 0220.00 each. The bid
was accompanied by a certieid check in the sum of $200.00. After discussion and
upon recommendation of the City Engineer, Mr. Latham moved that Mr. Boroni be awarded the
contract, seconded by Mr. Probst and on roll call cPrried unanimously.

came up for passage and was read by the Clerk. Mr. Lath moved that the Ordinance
be adopted, seconded by Mr. Probst and carried.
A number of ladies representin3 various women's clubs throughout the city
were present and addressed the Council requesting better police protection for
children during the time of arrival and departure from sahools. After discussion
Mr. Latham moved that the matter be referred to the City Manager with power to act,
seconded by Mr. Probst and carried unanimously.
In the matter of the Bay Farm Island Roadway, City Manager Hickok suggested
to the Council that they recommend to the County Board of Supervisors that they
assist in the completion of this road through revenue derived out of tax levied upon
the sales of gasoline. Mr. Latham moved that the matter be referred to the City
Manager and. City Clerk with instructions that they write such a communication to the
Board of Supervisors, seconded by Mr. Probst and carried.

against the Street Department amounting to $1828.75; against the Health Department
amounting to 9,.99; against the Recreation Department amounting to $1916.07;
against the Store Department amounting to $51.99; against the Irnitiative Relief Fund
amounting to $68.00; against the Council Relief Fund amounting to $128.42; against
the Electric Light Fund amounting to '11,517.23; against the Health Center Fund

on roil call carried unanimously.
A recess was taken for the purpose of meeting with the Board of Education
re proposed city election to be held March 11, 1924. Upon reconvening all members of
the Council were noted present.

There being no further business to transact the Council adjourned to meet in
regular session Tuesday evening, March 4, 1924, at 8 o'clock P. M.
