1924-03-04 Regular CC Minutes1.V 3.7 REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALANEDA, TUESDAY EVENING, MARCH 4TH, 1924. The meeting convened at 8 P. M. with Council-president Otis presiding. The roll was called and Councilmen Adams, Latharn,Tilden and President Otis, (4) were noted present. Absent: Councilman Probst, (1). The minutes of the regular meeting of February 19th, 1924 were appraTed as read. The following were received: Continuation Certificate on the bond of W. J. Plummer, Collector, Munici- pal Electric Light Plant. Ordered filed. Deed, Frank W. Haily and Ellen C. Hally to City of Alameda, re extension of Central Avenue, between Third and. Fourth Streets. Ordered filed. Copy of contract between City of Alameda and. O. Boroni, re manholes for Eighth Street sewer. Ordered filed. Oath of Office of Peter Jepsen, Special Police Officer. Ordered filed. The following communications were received: 5.■/ From the High School Parent-Teachers Association, re adequate police protection for school children. Ordered filed. From T. Evans, re Southern Pacific passenger service. Ordered filed. 7. From the League of California Municipalities re conference of city officials at Sacramento. Mr. Latham moved that City Manager Hickok attend the conference, seconded by Mr. Adams and carried. From the County Board of Supervisors re Bay Farm Island Road. Ordered. From the Alameda Improvement Club re various matters. Mr. Latham moved that the communication be referred to the City Manager, seconded by Mr Adams and carried. 10.4 From W. D. Hamman re efficiency survey for the City of Alameda. Mr. Latham moved that the City Clerk acknowledge the communication advising that a continuous audit of the books is now being made, seconded by Mr. Tilden and carried. From Mayor Frank Otis advising of the appointment of a COmmittee of seven to be known as the Alameda City Safety Council. Ordered filed.. 12.V From Otto Riehl, requesting permission of the Council to erect an advertising sign. Mr. Tilden moved that the matter be referred to the City Manager with power to act, seconded by Mr. Latham and carried. 13.V Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 723. Fixing the Compensation for Election Officers for the Special Election of March 11,1924." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 14.V/ Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 724. Ordering the Payment of $2500.00 for the Purchase s '1 A A. m A ros March 4th, 1924. and passed unanimously. 15.V Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 725. Transferring 1953.12 from the Electric Light Fun& to the Interest and. Redemption Fund." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 16. Mr. Latha introduced the following Resolution and moved its adoption: "Resolution No. 726. Transferring $2630.52 from the Electric Light Fund to the General Fund." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 17. Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 727. Transferring $2500.00 from the Electric Light Fund to the General Fund." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 18 V Mr. Latham introduced the following Resolution and moved its adoption: "Resolution No. 728. Transferring $2500.00 from the General Fund to the Compensation Insurance Fund." Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 19.A1 In the matter of the hearing on the delapidated building at 2321 Alameda Avenue, President Otis reported for the Committee appointed at the last meeting of the Council, stating that the Committee had visited the premises and that Mr. Kaliski promised to have the premises cleaned up and the building put in a sanitary and presentable shape, providing the Council would permit his present tenant to occupy the building to the expiration of the lease, which will expire November 1, 1924. Mr. Tilden moved that the report of the Committee be adopted, seconded by Mr. Latham and carried. 20.1 In the matter of the hearing on the applications for bus lines in Alameda Mr. Tilden moved that the hearing be continued to May 6th, 1924, seconded by Mr. Latham and carried. 21.V In the matter of the hearing on the widening of Park Street, Mr. Latham moved that the hearing be continued to May 6, 1924, seconded by Mr. Adams and. carried. 22. The City Manager made a verbal report, e parking of automobiles during business hours. Mr. Latham moved that the matter be referred to the City Manager and. City Attorney to prepare an ordinance covering the parking of automobiles, seconded by Er. Tilden and carried. 23.V In the matter of the hearing of change of grade of Webster Street, Mr. Latham moved that the hearing be continued to the regular meeting of the Council 24.1 A Bill entitled For "A Bill Ordinance No. New Series. March 4, 1924. Regulating the Business of Itinerant Peddlers and Solicitors in the City of Alameda." was introduced. Mr. Latham moved that the Ordinance be referred back to the City Attorney for amendment, seconded by Mr. Tilden and carried. 25./ The City Manager made a verbal report regarding the Liberty Shjpyard taxes, stating that the property had been sold with the understanding that the title wauld remain in the name of the United States Government for three years. Mr. Tilden moved that the matter be referred to a meeting of the Committee of the whole, seconded by Mr. Latham and carried. 261 The City Manager requested permission of the Council to purchase a Ford runabout for use in the Street Department at a cost not to exceed $448.00. Mr. Latham so moved, seconded by Mr. Adams and on roll call 'carried unanimously. 27./7" The City Engineer made a verbal report regarding the improvement of the. south ' end of St. Charles Street, stating that the city's portion of the cost of same would be $245.00. Mr. Latham moved that the city set aside this amount and that the cost of the balance of the work be assessed to the property owners, under the improvement Act of 1911, seconded by Mr. Tilden and on roll call carried unanimously. Mr. Latham moved that the City Engineer prepare plans and estimate of cost of improving the south ends of Hawthorne and. Caroline Streets and submit same at the regular meeting of the Council to be held. July 1st 1924, seconded by Mr. Adams and on roll call carried unanimously. Claims against the General Departments amounting to $6837.81; against the Police Department amounting to 0336.02; against the Fire Department amounting to .3496.00; against the Street Department amounting to $1733.49; against the Health Department amounting to 0123.39; against the Recreation Department amounting to 0651.38; against the Store Department amounting to $8.87; against the Electric Light Fund amounting to 8761.27; against the Initiative Relief Fund amounting to 108.00; against the Council Relief Fund amounting to $132.25; against the Police Pension Fund amounting to 0450.00; against the Fire Pension Fund amounting to 0185.00; against the Health Center Fund amounting to $321.25 against the Public Use Fund amounting to 0.2066.32 having been approved and audited by the proper officials were listed by the Clerk as follows:- General Departments.
