TUESDAY EVENING, MARCH 25, 1924.
The meeting convened at 8 o'clock with Council—president Otis presiding.
The roll was called and Councilmen Adams, Latham, Probst, Tilden and President
Otis, (5) were noted present. Absent: None.
Mr. Latham moved that in the absence of W. E. Varcoe, City Clerk,H. E. Dudgeon
be appointed City Clerk pro tem, seconded by Mr. Probst and carried.
Mr. Latham introduced the following Resolution and moved its adoption:
"Resolution No. 733.
Re. the Deposit of $26,875.00 in the City Treasury,
and Transferring $1875.00 Thereof to County Treasury."
Mr. Adams seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
President Otis stated that this meeting of the Council was. held primarily
for the discussion of the proposed extension of the Belt Line Railroad in which
representatives of the various railroads, industries and other interested parties'
were invited to participate.
City Manager Hickok explained the necessity for the proposed extension of the
belt line railroad, stating that it would cost 9130,00 to extend it to the Alaska
Packers Association property and $227,000 additional to extend the railroad from the
west line of the Alaska Packers Association property to the western shore of Alameda
near the Borax Works. This cost was for a single track road.
Mr. A. K. Tichenor, Superintendent of the Alaska Packers Assocition, spoke
in favor of having more than one railroad operating as a terminal company, on an
equal basis. He stated that his Company expected to expend
1,100,000 by the first
of August of this year in construction work and that at the present time ninety—
per cent of the deep water channel was completed.
A communication containing a Resolution was presented by the Alameda Chamber
of Commerce and read, urging the Council to entertain proposals for the formation
of a terminal company to include the Santa Fe, Southern Pacific and Western Pacific '
railroads, for the extension andoperation of Alameda's Belt Line railroad. Ordered
filed.
Mr. Lyons of the Traffic Department of the California Packing Corporation
also strongly urged the Council not to entertain proposals from one company alone,
stating that the experience of his Company had been that where only one company
served a line, it was difficut to get the best switching service, which is abso-
lutely essential in importing perishable products needed for their industry.
Mr. Carl Strom member of the Committee appointed by the Chamber of Comerce,
urged the Council to solicit the co—operation of the three railroads, stating that
the interests of the varied industries could better be served by more than one
railroad.
A communication from City Attorney, Wm, J. Locke, reporting on the status of
the three franchises under which the Southern Pacific Company is now operating its
railroad systems in the City of Alameda, accompanying the same with a map, was read
and ordered filed.

Mr. John R. Hayden, General Freight Aoent of the Santa Fe Railroad,
statied that his Company was willing to join with either or both of the other
companies in the formation of a terminal company, providing the railroad is
eYtended through to the west end of Alameda, and that the City would co—operate
with them in the matter of necessary franchises.
Mr. Charles W. Elsey, Vice—president of the Western Pacific Railroad,
took the same position as did the Santa Fe Railway, with the understanding that
the City of Alameda will look with favor to future developement of the line.
He stated that his Company would favor the organization )f a terminal company.
Mr. H. C. Hallmark, Traffic Manager of the Southern Pacific Company
'presented a letter defining the position of that Company, which was read and
ordered filed.
After further discussion, Mr. Tilden moved that the matter be referred
to a meeting of the Committee of the Whole and that the Santa Fe, and Western
Pacific Companies be requested to present in writing something definite as to
their plans and just what they would be willing and ready to do, seconded by
Mr. Latham and carried.
Mr. Latham moved that the Council meet:as a Committee of the Whole,
Tuesday evening, April 1, 1924, immediately after the Council meeting to be
held on that evening, seconded by Mr. Probst and carried.
There being no further business to transact the Council adjourned to
meet in regular session Tuesday evening, April 1, 1924 at 8 o,clock P. M.
