1924-05-07 Regular CC Minutes6.V 7.i REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, WEDNESDAY EVENING, MAY 7TH, 1924. The meeting convened at 8 o'clock with Council- esident Otis presiding. The roll was called and. Councilmen Adams, Latham Probst, Tilden and. President Otis, (5), were noted present. Absent: None. The minutes of the regular meeting of April 15th, 1924 were approved as read. The minutes of the adjourned regular meeting of April 22nd, 1924 were approved as read. Mr. Probst introduced and moved the adoption of "Resolution No. 749. Transferring $6,000.00 from the School General Fund to the General Fund. Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and p:zsed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No. 750. Transferring $2,758.83 f±om the Electric Light Fund to the General Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Probst introduced and moved the adoption of "Resolution No. 751. Adopting Plans and. Specifications for the Improvement of Bay Island Avenue." Mr. Latham seconded the motion to adopt the Resolution and on roll call it adopted and passed unanimously. The following were received: Bond of Leon H. Ader, as Treasurer and ex-officio Tax Collector. ed filed. was Order Bond of Beulah E. Spunn, as Executive Secretary of the Social Service Board and. Health Center Board. Ordered. filed. Oath of office of M. Z. White, as member of the Board of Trustees of the Alameda Free Library. Ordered filed. Oath of office of Gewge S. Willi s, as a member of the Board of Education. Ordered filed. The Clerk stated that in accordance with the Notice for the sale of bonds, the time had arrived for the moved that the bids be receive& and. Thereupon the Clerk opened and read. Wm. Tilden' :' introduced and moved the adoption of "Resolution No. 752 Resolution Awarding Bonds." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were received: From East End Non - partisan Club, re Municipal Belt ..Line Railroad. Order date of delivery, date, of delivery, ed filed. From the Alameda Improvement Club, re various matters. Mr. Latham moved that the City Clerk be instructed to answer the communication, seconded by Mr. Probst and carried. From City Manager Hickok, re sick leave of city employees. Mr. Probst moved that the communication be referred to a meeting of the Committee of the Whole, seconded by Mr. Latham and carried. From the City Planning Commission, re the reclassification of the property on the northwest corner of Ninth Street and Santa Clara Avenue. Mr« Probst moved that the report of the Commission be adopted, seconded by Mr. Latham and carried. From Hally & Company, requesting that the Council take steps to have certain streets in the east end of Alameda improved under public contract. Mr. Tilden moved that it be the sense of the Council that the work should be done in accordance with the request and that the matter be referred to the City Manager, City Attorney and City Engineer to prepare the necessary papers, seconded by Mr. Latham and on roll call carried unanimously. An application was received from the Alameda Park Company, requesting permission to deposit dredged materials upon their - property. Mr. Gerald Hagar, representing Mrs. Schaarschmidt, was present in the Council Chambers and address- ed the Council in opposition thereto unless such steps were taken as would insure the proper impounding of all materials and silt occassioned by such dredging, and submitting photographs showing dame that had already been done to date. Mr. Robert Strehlow, St., not being present in the Council Chambers, Mr. Latham moved that when the Council adjourn it does so to meet in regular adjourned session on Friday evening, May 9th, 1924, at 7:30 o'clock, and that Mr. Strehlow and all other parties interested be instructed to attend that meeting. The motion was seconded by Mr. Tilden and carried. From the City Planning Commission requesting a conference with the Council relative to the future development of the Belt Line Railroad. Mr. Probst moved that such a meeting be arranged for at a date to be fixed in the near future, seconded by Mr. Latham and carried. An application was received from the San Francisco Bridge Company, request- May 7th, 1924. 17 .V 19.4 be granted under the supervision of the City Manager and when the proper bond has been filed and approved by the Mayor, in accordance with Ordinance No. 91, New Series, seconded by Mr. Probst and carried. A petition was received and read by the Clerk purported to be signed by fifty -three tax payers of the City of Alameda requesting the Council to creat the office. of License Collector and to appoint the Tax Collector to that office at a salary of $100.00 per month. Also, to create the office of Redemption Clerk and to appoint the Assessor to that office at a salary of $100.00 per month. Mr. Probst moved that the petition be received and that it be referred to a meeting of the Committee of the Whole, seconded by Mr. Latham and carried. A petition was received and read purported to be signed by six hundred and sixty -six residents along the railroad right of way on Lincoln, Central and Encinal Avenue, requesting the elimination of freight service by the Railroad Company upon these avenues. Mr. Probst moved that the petition be referred to a meeting of the Committee of the Whole, seconded by Mr. Latham and carried. A Bill for "Ordinance No. N. Reclassifying Property." (2608 Eagle Avenue) came up for passage and was read by the Clerk. Mr. Latham moved that the Ordinance be adopted, seconded by Mr. Probst and on roll call carried unanimously. 20.V A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Creating the Office of License Collector Prescribing the Powers and Duties and Fixing the Compensation of Such Officer. 7 . was introduced and laid over under a provision of the Charter. 21.v A Bill entitled "A Bill For Ordinance No. New Series. An 0 rdinance Creating the Office of Redemption Clerk, Prescribing the Powers and Duties and Fixing the Compensation of Such Officer." was introduced and laid over under a provision of the Charter. 22.,1 A Bill entitled "A Bill For Ordinance No. New Series. Regulating the par ldng of Vehicles on Park Street, between Lincoln and Encinal Avenues." was introduced and laid over under a provision of the Charter . 23.V A Bill entitled "A Bill For Ordinance No. New Series. • An Ordinance providing for the Regulation and Licensing of Soft Drink Establishments in the City of 24./ A Bill entitled "A Bill For Ordinance No. New Series. May 7th, 1924. Reclassifying Property.". (N.W.corner of Santa Clara Ave. & 9th St.) was introduced and laid over under a provision of the Charter. Mr. Probst moved that it be the sense of the Council that this ordinance be passed at the next regular meeting, seconded by Mr. Adams and carried. 25.V In the matter of the hearing for bus ithe in the west end of Alameda, kr. Latham moved that the matter be continued until the Council is advised of the result of the hearing now pending before the State Railroad. Commission, seconded by Mr. Probst and carried. 26.V In the matter of the hearing of change of grade of Webster Street Probst moved that the matter be postponed to the first regular meting of the Council to be held. August 5th, 1924, seconded by Mr. Latham and carried. 27.V In the matter of the widening of Park Street, Mr. Probst moved that the matter be continued to the next regular meeting of the Council to be held. May 20th, 1924, seconded by Mr. Adams and carried. Mr. Latham moved that the City Clerk be instructed to advertise the sale of the firehouse property on Chestnut Street, said bids to be received at the regular meeting of the Council to be held on June 3rd, 1924, seconded by Mr. Probst and on roll call carried unanimously. Mr. Latham moved that the City Clerk be instructed to have printed the $250,000 school bond issue and that the matter be referred to the City Attorney to pass on thetegality of form, seconded by Mr. Probst and on roll call carried unanimously.
