REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, MAY 20TH, 1924
The meeting convened at 8 P. M. with Council-president Otis presiding.
The roll was called and Councilmen Adams, Latham, Probst, Tilden and.
President Otis, (5), were noted present. Absent; None.
The minutes of the regular meeting of May 7th, 1924 were approved as read.
The minutes of the adjourned regular meeting of May 9th, 1924 were approved
as read.
The City Engineer presented plans and specifications for the improvement
of Filimore Street and thereupon Mr. Probst introduced ard moved the adoption
of
"Resolution No. 753.
Adopting Plans and. Specifications for the Improvement
of Fillmore Street between the Easterly line of Mound
Street and the Easterly Line of Court Street."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Latham introduced and moved the adoption of
"Resolution No. 754.
RESOLUTION OF INTENTION NO. 69, New Series.
(Fillmore Street)
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The City Engineer presented plans and specifications for the improliament of
Washington Street, thereupon Mr. Probst introduced and moved the adoption of
"Resolution No. 755,
Adopting Plans and Specifications for the Improvement
of Washington Street between the Easterly Line of Court
Street and the Westerly Line of High Street."
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.
Mr. Latham introduced and moved the adoption of
"Resolution No. 756.
Resolution of Intention No. 70, New Series.
(Washington Street)
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
Mr. Probst introduced and moved the adoption of
"Resolution No. 757.
Resolution of Intention No. 71, New Series.
(Bay Island Avenue)
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.

R. O. T. C. Drill. Ordered filed.
The following communications were received:
9.■ From the City Manager, relative to a Municipal Golf course for Alameda.
Ordered filed.
10; From the Veterans' Welfare Board, re cancellation of certain taxes. Mr.
obst moved that the matter be referred to the City Attorney, seconded by
jir. Tilden and carried.
1 . From the City Planning Commission, relative to various matters. Mr. Latham
moved that the communication be referred to a meeting of the Committee of the Whole,
seconded by Mr. Probst and carried.
12./ From the City Planning Commission recommending the reclassification of
1521 Lincoln Avenue, from a Class I to a Class III District. Ordered filed.
13.V From the State Railroad Commission re hearing, City of Oakland vs. the
Key System Transit Company. Mr. Latham moved that the matter be referred to the
City Attorney, seconded by Mr. Probst and carried.
14./ From the Citizens' Better Street Car Service League requesting donation.
Ordered filed.
From the General Engineering and Drydock Company, re belt line.
Mr. Latham moved that the communication be referred to the Belt Line Committee,
seconded by Mr. Probst and carried,
16.V From the East End Non-partisan Club, containing a Resolution endorsing
the creation of the positions of Redemption Clerk and License Collector. Ordered
filed.
17.v' From the Alameda Improvement Club, requesting additional police protection
for Webster Street. Also, the Council's consideration of the erection of a new
fire house on Webster Street. Mr. Probst moved that the request be referred to
the City Manager, relative to the securing of additional police protection for
Webster Street and that the Alameda Improvement Club be advised of the fact that a
new building for the housing of the fire department at Webster Street station has
been discussed by the Council. The motion was seconded by Mr. Latham and carried.
18./ From the Alameda Improvement Club re the unsafe condition of the ends of
Fourth and. Sixth Streets, Mr. Probst moved that the matter be referred to the
City Manager, seconded by Mr. Latham and carried.
19.V From City Attorney Locke, containing opinion regarding creating position of
se Collector and. Redemption Clerk. Ordered filed.
20.\/ From H. Y. Bernal and John Gutleben, requesting the improvement of Stanford
Street, Mr. Probst moved that the communication be referred to the City Manager,
City Attorney and City Engineer, seconded by Mr. Latham and carried.
21.1/7 A petition was presented by Auditor and. Assessor, P. J. Croll, purported to be
signed by upwards of one thousand citizens, petitioning the Council to create the
offices of License Collector and. Redemption Clerk. The petition was received and
ordered filed.
22.V A petition was received, signed by property owners and tax payers requesting
the Council to refi.se to grant any license to maintain a dog kennel at 1137 Broadway.
Yr. and Mrs. Amigo, owners of the dogs were present and addressed the Council and after

In the matter of the hearing on Park Street widening, under Resolution of Inten-
tion No. 68, New Series, Mr. Calcutt was present and addressed the Council relative
thereto. Mr. Tilden moved that the entire matter be laid upon the table, seconded
by Mr. Probst and carried.

came up for passage and was read by the Clerk. Mr. Probst moved that the Ordinance
be adopted, seconded by Mr. Latham and on roll call it was adopted and passed
unanimously.

An Ordinance Creating the Office of License
Collector, Prescribing the Powers and. Duties,
and. Fixing the Compensation of such Officer."
came up for passage and was read by the Clerk. Mr. Latham moved that the Ordinance
be adopted, seconded by Mr. Probst and on roll call it was adopted and passed by
the following vote, to wit: Ayes: Councilmen Adams, Latham, Probst and
Tilden, (4). Noes: Council-president Otis, (1). Absent: None. Mr. Otis explained
his reason for voting No, stating that he was in sympathy with the object sought
to be attained by the Ordinance, which with the adoption of the resolution
appointing the treasurer, to the new position would raise his salary. He further
stated that the salary under present conditions was not enough but the salary
of the treasurer being fixed by the city charter adopted by the people ought not be
changed either directly or indirectly except by vote of the people. Moreover,
the compensation fiXed by the ordinance is far above the real value of the work
involved.

Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
adopted and passed by the following vote:- Ayes: Councilmen Adams, Latham, Probst
and Tilden, (4). Noes: Council-president Otis, (1). Absent: None. Mr. Otis
explained his reasons for voting No.

In the matter of the opening of west end streets in the Woodstock Tract
Tilden moved that all parties interested be invited to attend the next regular
meeting of the Council to be held. June 3rd, 1924, seconded by Mr. Latham and carried.
Mr. Chavez, the owner of certain property on Harrison Avenue, requested
the Council to lOok into the matter of providing him with access to his property.
After discussion, Mr. Lathan moved that the matter be referred to the City
Attorney,ih order that it may be taken up at the next regular meeting of the
Council, seconded by Mr. Probst and aarried.
Claims against the General Fund amounting to $930.17; against the
Police Department amounting to $389.12; against the Fire Department amounting to
$238.23; against the Street Department amounting to $2157.49; against the Health
Department amounting to $119.25; against theRecreation Department amounting to
1177.53; against the Store Department amounting to 43.29; against the
Electric Light Fund amounting to 11,391.2O; against the Compensation Insurance
Fund amounting to $10.54; against the Health Center Fund amounting to $42.50 and against
the Industrial Railroad. Fund, amounting to $50.00, having been approved and audited
by the proper officials were listed by the Clerk as follows:

There being no further business to transact, he Council adjourned to meet in
regular session, Tuesday evening, June 3rd, 1924, at 8 o'clock P. M.
