1924-06-03 Regular CC Minutes( 4 ,REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALANEDA, TUESDAY EVENING, JUNE 3rd, 1924. The meeting convened at 8 p. m., with Council-president Otis presiding. The roll was called and Councilmen Adams, Latham, Probst and President Otis , were noted present. Absent: Councilman Tilden. The minutes of the regular meeting of May 20th, 1924, were approved as read. Mr. Probst introduced and moved the adoption of "Resolution No. 760. Transferring 941.96 from the Electric Light Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted by the following vote, to-wit: Ayes: Councilmen Adams, Latham, Probst and Council- president Otis, (4). Hbes'tNone. Absent: Councilman Tilden, (1). 2/ Mr. Latham introduced and moved the adoption of "Resolution No. 761. Transferring -941.96 from the General Fund. To the Alameda City Health Center Building Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted by the following vote, to-wit: Ayes: Councilmen Adams, Latham, Probst and Council- president Otis, (4). Noes: None. Absent: Councilman Tilden, (1). 1 3/ Mr. Probst introduced and moved the adoption of "Resolution No. 762. 5 m ans e Li ring 2,637.40 from the 'Electric ght Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted by the following vote, to-wit: Ayes: Councilmen Adams, Latham, Probst and Council- president Otis, (4). Noes: None. Absent: Councilman Tilden, (1). Mr. Latham introduced and moved the adoption of "Resolution No. 763. Transferring '4,204.30 from the Electric Light Fund to the General Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted by the following vote, to-wit: Ayes: Councilmen Adams, Latham, Probst and Council- president Otis, (4). Noes: None. Absent: Councilman Tilden, (1). Mr. Probst intrdduced and moved the adoption of "Resolution No. 764. Favoring a New Division of the Motor Vehicle and. Gasoline Tax Funds". Mr. Latham seconded the motion to adopt the Resolution and on roll call it was carried unanimously. Mr. Lathat introduced and muved the adoption of "Resolution No. 765. Authorizing Appropriation for Pre-Tubercular Children at Del Valle Farm. Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted by the following vote, to-wit: Ayes: Councilmen Adams, Latham, Probst and Council- 8 The City Engineer submitted plans and specifications for the improvement of Stanford Street. Mr. Probst introduced and moved the adoption of "Resolution No. 766. Adopting Plans and. Specifications. (Stanford. Street)". Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote, to-wit: Ayes: Councilmen Adams, Latham, Probst and Council-president Otis, (4). Noes: None. Absent, Councilman Tilden, (1). 10/ Mr. Latham introduced and moved the adoption of "Resolution No. 767. Resolution of Intention No. 72. New Series. (Stanford St.) Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed by the following vote, to-wit: Ayes: Councilmen Adams, Latham, Probst and. (-4 The following communications were received: 301/ From the City Planning Commission recommending he reclassification of the property on the southeast corner of Central Avenue and. Fountain Street from a lesidence District, Class I to a Church District, Class IV. Mr. Probst moved the recommendation of the City Planning Commission be sustained, seconded by Mr. Latham; thereupon Messrs. dward Silver, representing the nrotestants, A. A. Tremp, Mathebat, Mrs. Tartar and others addressed the Council in opposition, and. Rev. H. H. Shires, Mrs. Jurgensen, Mrs. Hutaff and Mr. Neville addressed the Council favoring the granting of the petition. After considerable discussion the motion was adopted by the following vote: Ayes: Councilmen Probst, Latham and President Otis, (3). Noes: Councilman Adams, (1). 31v Communication from City Attorney Locke relative to cancelling certain taxes at the request of the Veterans' Welfare Board. Mr. Probst moved that the letter be filed and a copy forwarded to the Veterans' Welfare Board. Mr. Latham seconded the motion, and the same was carried unanimously. 32, Communication from Gerald. Beaumont re favoring opening West End Streets. The communication was ordered filed. 33 V Communication from W. H. L. Hynes, requesting two weeks' postponement in the matter of the hearing of the opening of West End streets. Mr. Latham moved that the matter be continued to the next regu lar meeting of the Council to be held June 17, 1924, seconded by Mr. Probst and carried. 34\,/ A petition was received from the Alameda Chamber of Commerce and. Alameda Real Estate Board requesting an appropriation of $2000.00 for advertising the City of Alameda. Mr. Probst moved that the petition be referred to a meeting of the Committee of the Whole to be considered along with the 1924-25 budget appropriations, seconded by Mr. Latham, and carried. 35 i Communication from Alamed.a Aerie #1076, F. O. E., in appreciation of the Council's license for their circus recently held. 36Y Clerk stated that the time had arrived, in accordance with a published no- gice, for the opening of bids for the sale of the building and property of the Chestnut Street Fire House; that no bids had been received. Mr. Latham moved that the City Clerk readvertise the sale of the building only, seconded by Mr. Probst and carried. 37'1: A bill entitled For "A Bill Ordinance No. v New Series. Reclassifying the property at 1521 Lincoln Avenue." came up for passage and was read by the Clerk. Hr. Probst moved that the Ordinance be adopted, seconded by Mr. Latham, and on roll call it was adopted and passed by the following vote, to-wit: Ayes: Councilmen Ad.ams, Latham, Probst and Council-president ,Otis, (4). Noes: None. Absent; Councilman Tilden. 38i A bill entitled For 'A Bill Ordinance No. New Series. Mr. Latham moved that action of the Council be postponed until the next regular meeting to be held June 17, 1924, seconded by Mr. Probst, and carried. A Bill entitled. For "A Bill Ordinance No. New Series. An Ordinance Providing a Relief and Pension Fund for Members of the Police and Fire Departments of the City of Alameda; also for the administration of said Fund." came up for passage. Mr. Latham moved that action of the Council be postponed until the next regular meeting to be held June 17, 1924, seconded by Mr. Probst, and carried. A Bill entitled For "A Bill Ordinance No. New Series. An Ordinance providing for Vacations for Salaried Officers, and employees of the City Government also for absence from duty in case of sickness or injury." came up for passage. Mr. Latham moved that action of the Council be postponed two weeks, seconded by Mr. Probst, and carried. A Bill entitled For "A Bill Ordinance No. New Series. Prescribing the License Tax for Dramatic or Musical Shows". was introduced and laid over under provision of the charter. Mr. Latham moved that the City Manager be granted a vacation beginning July 10th and ending July 26th, 1924. Mr. Probst seconded the motion, and the same carried unanimously.
