REGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA,
TUESDAY EVENING, AUGUST 5TH, 1924.
The meeting convened at 8 O'clock with Council- president Otis presiding.
The roll was called and Councilmen Latham, Probst, Tilden and President
Otis, (4).
The minutes of the regular meeting of July 15th, 1924 were approved as
read.
Council - president Otis introduced and moved the adoption of:
"Resolution No. 786.
IN MEMORY OF CHARLES C. ADAMS.
WHEREAS, the Supreme Rule of the Universe has suddenly
taken from our midst our loyal friend and .fellow coun-
cilman, CHARLES C. ADAMS, and
WHEREAS, our late comrade was imbued with the civic
spirit of a genuine American, in that he gave freely
of his time and knowledge to improve our city, better
its government and promote the welfare of its citizens;
an d
WHEREAS, his strong personality, genial disposition, ex-
emplary character and sterling integrity won for him
the high esteem and. steadfast confidence, not only of his
individual friends, but also of our whole community;
NOW,THEREFORE, BE IT RESOLVED that we, the City Council,
in regular cession assembled, express our deep sorrow for
the loss the council has sistained in the death of our
fellow member, and that we record in our minutes the
fact that the City of Alameda hos lost a good citizen
and an able and conscientious official, whose unselfish
devotion,: to our city's interests will be long
remembered, and
BE IT FURTHER RESOLVED, that our sincere sympathy be
extended to the bereaved family of the dededent; and
that when the Council adjourns this meeting, such
adjournment shall be out of respect to the memory of
our fellow worker, Councilman CHARLES C. ADAMS.
Mr. Latham seconded the motion to adopt the Resolution and on roll call it was
unanimously adopted by a rising vote of the Council.
Council - president Otis announced the appointment of E. R. Neiss to fill
the unexpired term of Charles C. Adams, deceased. Mr. Probst moved that the appoint-
ment be confirmed, seconded by Mr. Latham and carried unanimously.
Upon taking the oath of office, Mr. Neiss assumed his chair at the council
table.

16. Mr.. Latham introduced and moved the adoption of
"Resolution No. 787.
Declaring no Appeals from the Act of the Street
Superintendent in Removing Weeds."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
17./ Mr. Tilden introduced and moved the adoption of
"Resolution No. 788.
Endorsing the Application of the Encinal
Terminals for a Terminal Rate."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
The following communications were received:
18.%: From the Alameda Improvement Club re certain budget appropriations. Ordered
filed.
19./ From City Attorney, Wm. J. Locke, re passenger rates between San Francisco
and. Alameda. Mr. Latham moved that President Otis, as Mayor, be instructed to call
a conference with the Mayors of the East Bay cities interested, for the purpose of
disucssion, seconded by Mr. Tilden and carried.
20.v/ From Geo. A. Posey, Chief Engineer of Estuary subway, re the granting of a
temporary permit to the Southern Pacific Company to operate industrial switching
service Over tracks maintained under Ordinances 415 and 504, in the City of Alameda.
Upon the recommendation of the City Manager and City Attbrney, Mr. Lathani intro-
duced and moved the adoption of
"Resolution No. 789.
Granting a Temporary Permit to the Southern Pacific
Company to Operate Industrial Switching Service."
Mr. Probst seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unardmously.
21.V From the City Planning Commission, re reclassification of the property
situated on the east side of Chestnut Street, commencing at a point 99.67 feet
south from Buena Visa, Avenue; thence southerly 64.6 feet,from a Residence District,
Class I, to a Hospital District, Class VI, unanimously recommending the granting
of the petition. Mr. Probst moved that the recommendation of the City Planning
Commission be adopted, Seconded by Mr. Tilden and carried.
22.v/ From the City Planning Commission, re reclassification of the property
August 5th, 1924.
I to a Garage District, Class V, unanimously denying the granting of the petition.
Mr. Tilden moved that the action of the City Planning Commission be approved,
seconded by Mr. Probst and carried unanimously.
23.✓ From various property owners in the vicinity of San Jose and Morton Street,
requesting that a blind pocket existing at the junction of the aforesaid streets,
be opened, and to be known as Morton Street Lane. Mr. Probst moved that the
matter be referred to the City Manager, to report back to the Council, seconded by
Mr. Latham and carried.
24.V From the Alameda Areie of Eagles, endorsing the appointment of Mr. E.
R. Neiss, as Councilman. Ordered filed.
25, From the East Bay Publicity Committee, re Key System Transit Company's
operation of street cars through the proposed tube, under the Oakland Estuary.
Mr. Latham moved that the communication be referred to a meetingof the Committee
of the Whole, seconded by Mr. Neiss and carried.
26.4' From Mr. E. C. Emmons, requesting permission to construct and maintain
spur track on Blanding Avenue, between Broadway and Everett Street, as per blue prints
and description attached. On the recommendation, of the City Manager, Mr. Latham
moved that permission be granted, seconded by Mr. Tilden and carried.
27.V A Bill entitled

Reclassifying Property.
(Hospital)"
was introduced and laid over under a provision of the Charter. Mr. Latham moved that
it be the sense of the Council that the Ordinance as read be passed at the next meeting
of the Council, seconded by Mr. Probst and oh roll call carried unanimously.
28.4 In the matter of the improving of Washington Street, under Resolution of In-
tention No. 70, N. S. the Clerk stated that since the last meeting of the Council
at which time Resolution No. 785. Resolution Ordering the Work" was passed, Hutchinson
Company, Inc. had succeeded in obtaining this work under private contract, and
agreed to pay such costs as had already been incurred on account of advertising.
Thereupon Mr. Probst introduced and moved the adoption of
"Resolution No. 790.

Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted
and passed unanimously.
29.V The Clerk stated that the matter of the hearing of the change of grade of Webster
Street was before the Council. Mr. Latham moved that the action of the council be
continued until the regular meeting to be held Tuesday, Nov ber 4th, 1924, seconded
by Mr. Tilden and carried.
30.E In the matter of the improvement of Stanford Street, under Resolution of
Intention, No. 72,A, New Series, after discussion, Mr. Tilden introduced and moved
the adoption of
"Resolution No. 791.

Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was
adopted and passed unanimously.

In the matter of )opening of certain streets in Woodstock Tract, in the west
end of Alameda, Mr. Tilden moved that the owners of property and all persons
interested therein, be formally notified that a Resolution of Intention to imrpveke
the streets in the area east of Main Street, south of Pacific Avenue and west
of Third. Street, 11 be passed at the meeting of the Council to be held. Tuesday
evening, January 6th, 1925, seconded by Mr. Latham and carried unanimously.
35.v Mr. J. J. Mulvany was present in the Council Chamber and addressed the
Council re fire hazards in a dyeing and cleaning establishment at 2004 Encinal
Avenue. Mr. Latham moved that the matter be referred to the City Manager, second-
ed by . Tilden and carried.
Mr. Probst moved that the City Manager again take up with the Southern
Pacific Company and request them to :lave the poles on Central Avenue moved to
August 5th, 1924.

and on roll call carried unanimously.
There being no farther business to transact the Council adjourned in respect
to the memory of Councilman Charles C. Adams, to meet in regular session, Tuesday
evening, August 19th, 1924, at 8 o'clock F. M.
