1924-08-19 Regular CC MinutesREGULAR Iv1iETING OF THE COUNCIL OF THE CITY OF ALAMEDA. TUESDAY EVENING, AUGUST 19TH, 1924. The meeting convened at 8 P. M. with Council-president Otis Presiding. The roll was called and. Councilmen Latham, Neiss, Probst, Tilden and President Otis, (5), were noted present. Absent: None. The minutes of the regular meeting of August 5th, 1924, were approved as read. The following were received: 1.4 Continuation certificates on the bonds of Clark G. Woodbury ana Walter J. Plummer Municipal Electric Light Plant employees. Ordered filed. 2./ Oath of office of G. W. Rankin as Rat Inspector. Ordered filed. 3.■./ Contract between Hutchinson Co., Inc., and Burnett Hamilton, Street Superintendent, for street work, under Resolution of Intention No. 69, New,Series. (Fillmore Street). Ordered filed. 4./ Balance Sheet of the City of Alameda of June 30, 1924, submitted 7 7 Walter H. Cramer, Certified Public Accountant. Ordered filed. Deed, between the Regents of the University of California and the City of Alameda, account Municipal Electric Light Plant. Ordered filed. 6.' Affidavit of publication of Notice to Taxpayers, re Board of Equalization meeting. Ordered filed. Report of the Municipal Electric Light Plant for the month of June 1924. Ordered filed. 8.il Communication from the Alameda Improtement Club, re employment of assistant City Manager. Ordered filed. The following communications were received: From the Alameda Chamber of Commerce and Real Estate Board, previously referred to the Committee of the Whole, re appropriation of 0,000.00 for advertising purposes. After discussion Mr. Neiss moved that the petition be denied, seconded by Mr. Tilden and carried. 10.V( From Mrs. Harriet Louis, re boat in Estuary., Ordered filed. 11.1 From the Alameda Chamber of Commerce, re Bay Farm Island. Road. After dis- cussion, Mr. Latham moved that the matter be referred to the City Manager with authority to confer with city officials of Oakland and the County Board of Super- visors, and to report back to the Council, seconded by Mr. Probst and carried. 12.V/ From the Alameda Chamber of Commerce commending the Council re tax rate. Ordered filed. 13.'J From Hermann Krusi, merber of the Board of Public Utilities, requesting forty days leave of absence from the State. Mr. Latham moved that the request be granted, seconded by Mr. Probst and carried, 14.v From Hutchinson Company Inc., requesting to be relieved from entering into a contract under Resolution of Intention No. 71, N. S. (Bay Island. Avenue). Mr. Tilden moved that the request be granted, seconded by Mr. Neiss and carried. 15. From City Attorney Locke, containing legal opinion re proceedings taken under Resolution fo Intention No. 71, N. S. (Bay Island. Avenue). Ordered filed. 16.V August 19th, 1924. From City Manager Hickok, re report on California Gir1s Training Home. After discussion, Mr. Probst moved. that the report be filed and that a copy be mailed to Mrs. A. 0. Gott, President of the Board of Directors, and also, that the Council visit the Home in a body on Saturday morning, August 23rd at 8:30 o'clock, seconded by Mr. Latham and carried.. From Mrs. Annie L. Adams in appreciation. Ordered. filed. Copy of Resolution of City Planning Commission, re west end streets. Ordered filed. 19. Copy of Resolution from the Board of Education, re purchase of four parcels of property for school purposes. Ordered. filed. 20.V Mr. Probst introduced and moved the adoption of "Resolution No. 793. Ordering Purchase of Certain Property for School P poses. Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted. and passed. unanimously. 21.q/ A communication was received. from Hutchinson Company, Inc., requesting permission to improve Stanford Street, under private contract. Mr. Latham moved that the request be granted., seconded. by Mr. Probst and carried. Mr. Probst moved. that all previous legal proceedings taken in connection with Resolution of Intention No. 72, New Series, re improvement of Stanford. Street, be rescinded, seconded. by lvir Latham and on roll call. carried. unanimously. 22. Mr. Probst introduced and moved the adoption of "Resolution No. 794. Rescinding Forrner Proceedings for the Imprcv ement of Bay Island Avenue, between Park Street and Park Avenue." Mr. Tilden seconded the motion to adopt the Resolution and on roll call it was adopted and passed. unanimously. 23.' Mr. Latham introduced. and moved the adopti-o of "Resolution No. 795. Establishing the Official Curb Grade at the Inter Section of Park Street and Bay Island. Avenue." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed. unanimously. 24.v/ Mr. Latham introduced. and moved the adoption of "Resolution No. 796. Resolution Adopting Plans and Specifications. (Bay Island Avenue.) Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted. end. passed unanimously. 25.V A Bill entitled. "A Bill For Ordinance No. New Series. Regulating the Periods of Absence From Duty in Case of Sickness or Injury." August 19th, 1924. 26./ 27 ./ 28.V A Bill entitled For "A Bill Ordinance No. New Series. Reclassifying Property." (Hospital) came up for passage and was read by the Clerk. Mr. Probst moved that the Ordinance as read be adopted, seconded by Mr. Neiss and on roll call carried unanimously. A Bill entitled For "A Bill Ordinance No. New Seri es . An Ordinance Providing for the Regulating and Licensing of Soft Drink Establishments in the City of Alameda." came up for passage. Mr. Latham moved that action by the Council be postponed until the regular meeting of the Council to be held on September 16, 1924, seconded by Mr. Probst and carried. A Bill entitled For "A Bill Ordinance No. New Series. An Ordinance Providing Relief and. Pension Fund for Members of the Police and Fire Departments of the City of Alameda, also for the Administration of said Fund." came up for passage. Mt. Latham moved that the Council postpone action on same until the regular meeting of the Council to be held on September 16, 1924, seconded by Mr. Probst and carried. 29.1 Mr. Latham moved that the City Clerk, W. E. Varcoe, be granted one weeks vacation beginning September 2nd, 1924, Seconded by Mr. Tilden and carried. Claims against the General Departments amounting to $239.48; against the Police Department amounting to $76.09; against the Fire Department amounting to $38.24; against the Street DepartTent amounting to ;)5119.11; against the Health Department amounting to $57.82; against the Recreation Department amounting to $177,49; against the Store Department amounting to $63.22; against the Health Center Fund amounting to '198.92; against the Council Relief Fund mounting to 101.87; against the Electric Light Fund amounting to $10,582.66; againstYthe Compensation Insurance Fund amount ing to 4.27; and against the School Construction Fund amounting to $18,112„50, having been approved and audited by the proper officials were listed by the Clerk as follows: General Departments. Mr. Latham:moved that the Council resolve itself into a Committee of the Whole, seconded by Mr. Probst and carried. Upon reconvening all councilmen were noted present. 30.V Mr. Neiss moved that when the Council adjourn it do so to meet in regular adjourned session, Friday evening, August 22nd, 1924 at 8 o'clock, p. m. and that the City Attorney be instructed to draw upvthe necessary ordinance covering the sale of the Belt Line Railway for submission to the Council at that time, seconded by Mr. Latham and carried. 31.V' The City Manager advised the Council that he was ready to report upon the matter of the opening of Morton Street Lane. The report was laid over until the next regular meeting of the Council. 32.t/ The City Manager stated that he had investigated the complaint of J. J. Mulvany, re fire hazatd at 2004 Enginal Avenue and that at present were awaiting copies of the state laws anfi ordinances covering cleaning and dyeing establishments, before making a final report. 33./ The City Manager rendered a report re the acquiring of property on Bay Farm Island for playground purposes, stating that he had been advised by E. B. & A. L. Stone Company that the property in question was not for sale. There being no further business to transact the Council adjourned to meet in adjourned regular session, Friday evening, August 22nd 1924, at 8 o'clock P. M. Respectfully submitted,
