The meeting convene d at 8 p. m. with Council-presi dent Otis,, presiding. The roll was called and Councilmen Latham, Neiss, Probst,. Tilden and President Otis, (5), were noted. present. Absent: None. The minutes of September 2nd. were approved as read. The following, documents were filed:- 1..V Notice to bidders, re fire apparatus. 2. Copy of contract between Vim. Schaffer and the City of Alameda. Official budget for the fiscal year, 1924-1925. 4.1 Bond of San Francisco Bridge Company, covering dredging operations. 5.1( Mr. Latham introduced and moved the adoption of "Resolution No. 800. Determining the Rate and Levying the Tax 1924-25." Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed. unanimously. Mr. Otis stated that while voting Aye for the adopt ion of the Resolution above, he desired to be recorded as opposing the increase allowed the Auditor and Asseesor and the Treasurer and Tax Collectcx, as he considered'the .creation. the offices of Redemption Clerk and License Collector respectively, contrary to charter provision. ',fir. Latham introduced and moved the adopt ion of "Resolution No. 801. Fixing f, Salaries of the Following Officers and Employees of the City of Alameda., to wit: The Stenographer to the Auditor and Assess or , City Clerk, Bacteriologist and Foreman in the Park Department." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Probst introdUced and moved the adoption of "Resolution No. 802. Re so lut ion Cancelling Taxes." Mr. Neiss seconded. the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 10.e ldr. Latham introduced and moved. the adoption of "Resolution No. 803. From the Western Pacific R iroway, re contract for sale of Belt Line. Adopting Plans and Sp cifioat ions. " (Stanford Street) Ivir. Probst seconded. the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Latham introduced and moved the adoption of "Resolution No, 804. Resolution of Intention No. 72-B, N. S. (Stanford Street) Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed. unanimously. September 16, 1924. "Resolution No. 805. Resolution of Intention No. 73, New Series. (Bay Island. Avenue) Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. The following communications were recaived:- 1 . From the League of California Municipalities containing call for the Convention. Mr. Latham moved that the City Manager, City .Clerk, City Engineer and Health Officer be instructed to attend the Convention as delegates, seconded by Mr. Probst and carried, unanimously. 14.4 Invitation from the East Bay Municipal Utility District to attend meeting already passed. Ordered filed. 151 Prom the Veterans of Foreign VJars, requesting all city employees who are ex-service men, to be released from work to attend patriotic exercises to be held on Armistice Day, November llth, 1924. Mr. Neiss moved that permission be a-ranted, seconded by Mr. Latham and carried. 16.4 From City anager, C. E. Hickok, re cost of construction of belt line railroad. Ordered filed. From Temple Israel inviting the council to be present at the laying of the corner stone and dedication of their synagogue. Er. Latham moved that the invitation be accepted seconded by Mr. Probst and carried. filed. From the Alameda 411,1Mtaasi: moo. re Naval Base site. Ordered om Er. May Ssmuels, President of the Citizens' Better Streetcar Service League, re passenger rates between San Francisco and the East Bay cities. After discussion, Mr. Tilden moved that the communication be referred to the City Attorney and that he attend the meeting to be held before the Railroad Commission referred to in the communication, seconded by Mr. Probst and carried. 20.1 From A. W. DeYoung, requesting permit to do certain dredging at the north end of Chestnut Street. Action granting the request was not necessary, inasmuch as the material removed would be deposited on the official dumping grounds southwesterly of Goat Island in San Francisco Bay, permission having already been granted by the United. States Government. After discussion, the matter was referred to the City Manager with the request that he communicate with Mr. DeYoung, in order to prevent the dredged material from washing back on the beaches on the south side. 211 A Bill entitled "A Bill For Ordinance No. r New Series. RECLASSIFYING PRO:ERTY, (Business)." came up for passage and was read by the Clerk. Er. Mr. Latham moved. that action by the Council be postponed until the next regular meeting of the Councii, seconded. by Mr. Probst and carried.. 23, A Bill entitled "A Bill For Ordinance No New Series. An Ordinance Providing for the Regulation and Licensing of Sfot Drink Establishments in the City of Alameda ." came up for passage, 4Ir. Latham moved that acti on by the Council be postponed until the next r egular meeting of the Council, seconded by IrlrQ Probst and carr le do 24.1 A Bill entitled "A Bill For Ordinance No. e 'j New Series. An Ordinance Authorizing and Directing the Execution of an Agreement Between the City of Alameda on the One Hand and the Western Pacific Railroad Company and the Aitchison, Topeka and Santa Fe Ra ilway Company, Railroad Corporations, on the Other, Relative to and Providing for the Sale by the City of the City's Existing Railroad. to a Corporation to be Formed by said Railroad. Companies, and the Extension and Operation by said Corporation of said I3elt Line Railroad, all upon the Terms and Conditions Stated in said Agreement; and Authorizing the Sale of said Existing Railroad of the City and Lease of Certain of the Property of the City at the North End. of Grand Street." came up for passage.LLr.. Latham moved. that the-amendments submitted and. ad.opted at the meeting of the Council held on September `_d., be re-adopted, seconded. by Mr. Probst and carried by the following vote, to wit:- Ayes: Councilmen Latham, Neiss, Probst and President Otis, (4). Noes: Councilman ?iiden, (1). Absent:None. Thereupon the Clerk read the Ordinance as amended. Mr. Latham moved. the adoption of the ordinance, seconded by Mr. Probst a-id on roll call carried. by the following vote, to wit:- Ayes: Councilmen Latham, Neiss, Probst and President Otis, (4). Noes: Councilman Tilden (1). Councilman Tilden filed with the Clerk a statement of his reasons for voting No upon the ad.option of the Ordinanc-, e. The statement was order ed filed. A bill entitled. "A Bill For Or No. New Series. Amending Section 5 of an Or dinan ce entitled. "Ordi nance No. 235, N. S. an Ordinance Regulating the Operation of Motor Busses upoh the Streets of the City of Alameda when such Busses are run in Connection ‘Ivi th and Auxilliary to a Street Railroad." came up for passage and was read by the Clerk. Mr. Tilden moved. that the ordinance be adopted., second.ed by Mr. Probst and on roll call it was adopted_ and passed unaiimously. 26.'/ A Bill entitled For "A Bill Or dinanc e No. New Series. Regulating the Sale of Goods, Wares or Merchandise by Itinerant Merchants on Vacant Lots." was introduced and laid over under a provision of the Charter. 27.1 City Llarnger Hickok, reported to the Council that he had looked into the matter 1 28.1.1 September 16, 1924. carried unanimously. Mr. Latham moved that the City Manager arrange for the official opening of the bungalow firehouse on the northwest corner of Grand Street and Pacific Avenue, seconded ' lir. Probst and carried. (29... Mr. Latham moved that the Council meet as a Committee of the Whole, on Tuesday evening, September 30th, 1924, seconded by Mr. Probst and carried.
