1924-10-07 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, OCTOBER 7TH, 1924. The meeting convened at 8 p. m. with Council-president Otis presiding. The roll was called and. Councilmen Latham, Neiss, Probst, Tilden and. President Otis, (5) were noted present. Absent; None. Mr. Latham moved that H. B. Dudgeon be appointed city clerk pro tem, seconded by Mx. Probst and carried. The minutes of the regular meeting of September 16th, 1924, were approved as read. 1.V Mr. Probst introduced and moved the adoption of "Resolution No. 806. Transferring $24.12 from the General Fund to the Council Relief Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 2.y Mr. Latham introduced and moved the adoption of "Resolution No. 807. Transferring $1,847.17 from the Electric Light Fund to the General Fund," Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. Mr. Probst introduced and moved the adoption of "Resolution No. 808. Transferring $450.00 from the Electric lidght Fund to the General Fund." Mr. Latham seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 4.1 Mr. Latham introduced and moved the adoption of "Resolution No. 809. Transferring $6,468.75 from the Electric Light Fund to the Interest and. Redemption Fund." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adppted and passed unanimously. The following documents were filed; 5. Deed from Julia A. Communication from City Planning Commission,previously referred to the Committee of the Whole, re Industrial Highway. Communication from Board of Public Utilities, previously referred to the Committde of the Whole, re pension system. A request for a gratuitous license was received from Manuel Andronico. Mr. Latham moved that the request be granted, seconded by Mr. Probst and on roll call carried unanimously. The following communications were received:- From the City Planning Commission, re Webster Street widening and improvement. Mr. Reiss moved that the matter be referred to the City Manager and City Engineer, with the request that they report back to the Council, seconded by Mr. Probst and carried. From the City Planning Commission, re street openings. Mr. Latham moved that the communication be filed, seconded by Mr. Probst and carried. From the Southern Pacific Company, re agreements for construction of power line, etc. Mr. Probst moved that the matter be referred to the City Manager and. Mayor, seconded by Mr. Tilden and carried. From the Alameda Improvement Club, re patrolman for Webster Street and the removal of poles, on Central Avenue. Mr. Tilden moved that the communication be filed and the subject matter referred to the City Manager for consideration, seconded by Mr. Probst and carried. From the Board of Public Works, re sign on sub-station building on Webster Street. Mr. Tilden moved that the City Manager ascertain the cost of such a sign and report back to the Council, also, that the communication be filed, seconded by Mr. Neiss and carried. From the East Bay Municipal Utility District, re Directors meeting. Mr. Neiss moved that the invitation be accepted and that the entire council be present if possible, seconded by Mr. Probst and carried. From City Manager Hickok, re disposal of $75.00 won by the City of Alameda in the floral parade of the Dons of Peralta. Mr. Neiss moved that the said sum be deposited_ in the General Fund, but that it be the sense of the Council that the money be used by the Health Center, seconded by Mr. Latham and on roll call carried unanimously. From E. M. ,Shaw, offering for sale 18.68 acres of tidelands adjoining Washington Park. Mr. Tilden moved that the matter be referred to the City Manager to report back to the Council, seconded by Mr. Latham and carried. From Howard. K. James re Dor, Ordinance. Mr. Latham moved that the communication be refErred to the City Attorney, seconded by Mr. Neiss and carried. From the General Engineering and. Dry Dock Company re deepening of channel of 08.1and Estuary. Mr. Tilden moved that the communication he filed, seconded by Mr. Neiss and carried. From Col. Hoerbert Deakyne re dredged material bein re-deposited on Alameda beaches. Mr. Neiss moved that the communication be filed, seconded by 30. filed. 34./ October 7, 1924. From the Alameda Safety Council, re minors driving automobiles. Ordered. From East Bay Municipal Utility District re bond election. Ordered filed. From Mayor, Auditor & Qity Manager re count of money. Ordered filed. From Key System Transit Company, accepting amendments to Ordinance No. 253, N. S. Ordered giled. From the Alameda Chamber of Commerce, re park on Bay Farm Island. Mr. E. K. Taylor spoke on the necessity of a recreation park on the Island. After discussion, Mr. Neiss moved that the matter be referred to the City Manager for full investigation as to the advisability of condemnation proceedings to secure the land wanted, and to report back to the Council, seconded by Mr. Tilden and carried. 35•1/ A petition was presented signed by twenty-nine property owners in the vicinity of Webb Avenue, requesting said street be opened through to Broadway. Mr. Probst moved that the petition be referred to the City Manager and City Engineer, seconded by Mr. Tilden and carried. 36.y' A petition was presented regarding the barring of boys of the Alameda High School from playing baseball on Sundays in the Alameda Parks. Ordered filed. 14r. Neiss moved that all boys whether Grammar School or high school students who were capable of making Class A teams in the City of Alameda,be allowed to play im,thb public parks, seconded by Mr. Tilden and carried. A copy of the contract between Hutchinson Company and owners of property on Stanford Street, for the improvement of said street was received and ordered filed. 38.,: Mr. Tilden moved that all former action on the improvement, of Stanford. Street, under Resolution of Intention, No. 72-B, New Series, be rescinded, seconded by Mr.Liatham, and on toll call carried unanimously. 39.‘,/ The Clerk stated that the time had arrived for the receiving and opening of bids for a service truck for the Alameda Fire Department, and in response to the advertisement therefor,she was in receipt of five bids. Mr. Latham moved that the bids be received and opened, seconded by Mr. Probst and carried. Thereupon the Clerk opened and read the bids as follows:- From Mack Internatiin Motor Truck Corporation. One 4 Cylinder Mack, model AB5A Dual reduction, city service hook and ladder apparatus, for the sum of $10,949.14. The bid was accompanied by a certified check in the sum of $1100.00. From Pacific Fire Extinguisher Company One AhrensTqox latest improved automobile city service ladder truck with Chemical tank and equip- ment (Four Wheel Type) Ladders Mounted in double bank form, for the sum of 1.60.me0000a6.40000,400000 11,500.00 The bid was accompanied by a certified check in the sum of S'$1150.00. The certificate of City Cler;,: that no objections were filed was placed. on file. Thereupon Ivir. Latham introduced. and moved. the adoption of "Resolution No. 810. Resolution Ordering the Viork. (Bay Island Avenue) Mr. Neiss seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 41."/ For "A Bill Or din one e No. New Series. An Ordinance Providing a Relief and Pension Fund for Ivre:rbers of the Police and Fire Departments of the City of Alamed also for the Administration of said Fund." carne up for passage. Mr. Tilden moved that action on the ordinance be postponed to the meeting of the Council to be held November 18th, 1924, seconded by Mr. Latham and carried. 42." A Bill entitled For "A Bill Ordinance No. New Series. An Ordinance Providing for the Regulation and Licensing of Soft Drink Establishments in the City of Alameda. came up for passage. Mr. Tilden moved. that action on the ordinance be postponed. to the meeting of the Council to be held. November 18th, 1924, seconded. by M.r. Latham and carried. 43. Mr. Latham moved that the formal opening of the new Bungalow. Firehouse be held. on Saturday afternoon, October 18th, 1924, at 3 P. M, seconded by Mr. Probst and carried. 44.V A BI -L entitled "A Bill For Ordinance No. ,2 New Series. Regulating the Sale of Goods, Wares or iierchandise by Itinerant Merchants on Vacant Lots." October 7 1924.
