1924-11-18 Regular CC MinutesREGULAR MEETING OF THE COUNCIL OF THE CITY OF ALAMEDA, TUESDAY EVENING, NOVEMBER 18 1924. The meeting convened at 8 o'clock P. M. with Council-president Otis presiding. The roll was called and. Councilmen Latham, Neiss, Probst, Tilden and. President Otis (5) were noted present. Absent; None. The minutes of the regular meeting of November 5th, 1924 were approved as read. Mr. Tilden introduced and moved the adoption of "Resolution No. 817. Authorizing the Mayor to Accept an Option to Certain Tidelands." Mr. Probst seconded the motion to adopt the Resolution and on roll call it was adopted and passed unanimously. 2./ The following were filed;- The City Manager's Report for the fiscal year 1923-1924. Copy of correspondence relative to Government Island rental. Agreement between Southern Pacific Company and the City of Alameda power line crossing at Bay Street. Affidavit of posting Resolution declaring a public nuisance, 2047 Lincoln Avenue. 6./ The following communications were received: From the Alameda Chamber of Commerce, re conditions existing along south shore line from Park Street to Bay Farm Island Bridge. After discussion, Mr. Latham moved that the Council receive a Committee from the Alameda Chamber of Commerce, and that the City Planning Commission and the Civic League of Alameda be invited to attend such a meeting to be held on Tuesday evening, December 2nd, 1924. The motion was seconded by Mr. Neiss and carried. 7 * From the City Planning Commission, approving the plan advanced for the opening of Eagle Avenue and the closing of Concordia Street. Ordered filed. 8.V From the City Planning Commission approving final location of the proposed road on Bay Farm Island, as per plan submitted by City Manager Hickok. Ordered filed. 9.\,/ From the City Planning Commission recommending that the Council do not accept as a public street, the offer of John F. Heinbockel, at the northwest corner of Pearl Street and. Encinal Avenue. Mr. Latham moved that the report be adopted, seconded by Mr. Neiss and carried. 10.7 From the City Planning Commission, advising the Council of the appointment of a Committee to make a study of street and other public improvements. Ordered filed, ii ,V From City Attorney Locke, relative to the Supreme Court decision of the State of Massachusetts, pertaining to zoning classification of single and multiple dwellings. dered filed. 12.7 From the Alameda Improvement Club, re public dumps, and opening of Eagle Avenue. Ordered filed. 13.1 From the Alameda Improvement Club, re removal of the Southern Pacific poles from the center of Central Avenue west of Sherman Street; also, asking information re turn-out switches on San Jose Avenue car line. Mr. Tilden moved that the communica- tion be filed and that the City Clerk be instructed to answer the first portion of November 18, 1924. 14.V Report of City Manager Hickok, re shelter station at High Street and. Fernside Boulevard. After discussion, Mr. Neiss moved that the matter be re- ferred to the City Manager with power to act, and that a shelter station be erected at the expense of the City of Alameda. The motion was seconded by Mr. Latham and on roll call carried unanimously. 15.V In the matter of the hearing on the removal of the dilapidated building at 2321 Alameda Avenue. Mr. Kaliski was present in the Council Chamber, as was his representative, Mr. Mulvany, who stated that the present building would be razed and a new three-story building erected after the first of the year. Thereupon, Mr. Latham moved that further action by the Council be continued to January 19, 1925, seconded by Mr. Neiss and carried. 16./ The matter of the removal of the building at 2047 Lincoln Avenue, came up. Mrs. Hilda Bjork, the owner, and. Mr. Strang, representing the Alameda Investment Company, were present. After discussion, Mr. Tilden moved that the recommendations of the Building Inspector and City Manager be approved and. Building Inspector Maillot be instructed to proceed under Ordinance No. 181, New Series, for the removal of the building. The motion was seconded by Mr. ' Probst and carried. 1'7,J A Bill entitled 19. "A Bill For Ordinance No. N. S. Reclassifying Property. (934 Taylor Ave.) was introduced and laid over under a provision of the Charter. Mr. Probst moved that it be the sense of the Council that this ordinance be passed at the next regular meeting, seconded by Mr. Latham and carried. A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Providing for the Regulation and. Licensing of Establishments Where Soft Drinks are Sold or Dispensed in the City of Alameda." and was read by the Clerk. came up for passage,/Mx. Tilden moved that the Ordinance be adopted, seconded by Mr. Latham and on roll,call carried by the following vote:- Ayes: Councilmen -Latham, Probst, Tilden and ?resident Otis, (4). Noes: Councilman Neiss, (1). A Bill entitled "A Bill For Ordinance No. New Series. An Ordinance Providing for a Pension Fund far Members of the Police and Fire Departments of the City of Alameda, also for the Administration of said Fund." came up for passage. Mr. Latham moved that the ordinance again be referred to a meeting of the Committee of the Whole, seconded by Mr. Tilden and carried. 20,4 Mr. Lochiel M. King, was present in the Council Chamber and addressed the Council re railroad tracks through the Webster Street Tube. Mr. King, stated that all plans and specifications definitely show that arrangements have been made and figured in the estimated cost of the tube, all with the exception of the actual laying of the tracks, which is an expense that must be assumed by 2 November 18, 1924. A delegation of grocers, represented by Mr. C. F. Jude as spokesman, address- ed the Council requesting that an adequate tax be placed upon the new system of rolling grocerterias who contemplate operating in the City of Alameda. After dis- cussion, Mr. Tilden moved that the City Attorney be instructed to prepare such an ordinance and present same to a meeting of the Committee of the Whole, for dis- cussion, seconded by Mr. Latham and carried. 22.1 The City Manager stated that a request had been made to remove the fountain on the west side of Park Street, north of Bank Avenue. After discussion, Mr. Latham moved that the Fountain be taken out, seconded by Mr. Neiss and carried. 2 . The City Manager rendered a verbal report, re the operation of busses on High Street to E. 14th Street, Oakland. After discussion, Mr. Neiss moved that the plan proposed by the Key System Transit Company to use Briggs Avenue, instead of Central Avenae, be approved, seconded by Mr. Latham and carried. 24.V The Cit Manager called attention to the water service in the east end of Alameda, stating that a series of six-inch mains east of High Street, should be installed, and that the improvements contemplated would cost approximately $13 500.00. Mr. Tilden moved that upon the recommendation of the City Manager the improvements be made, and that the City Manager be instructed to take up the matter with the East Bay Water Company, seconded by Mr. Latham and on roll call carried unanimously. 25.V Mr. Latham moved that Councilman Tilden be granted a ninety-day leave of absence to leave the State, seconded by Mr. Probst and carried. Claims against the General Departments amounting to $2,618.13; against the Police Department amounting to $76.29; against the Fire Department amounting to $2126.61; against the Street Department amounting to $2252.75; against the Health Department amounting to $168.43; against the Recreation Department amounting to $165.69; against the Store Department amounting to $.74; against the Health Center amounting to $199.68; against the Council Relief Fund.amounting to $61.84; against the Electric Light Fund amounting to $1 620.40; against the Public Use Fund amount- ing to 2,81O.44 and against the Compensation Insurance Fund amounting to $25.00 having been approved and audited by the proper officials were listed by the Clerk as follows:- .General Departments.
